In an electric performance
both offensively and defen-
sively, the Glencoe-Silver
Lake boys’ basketball team
won its second game of the
season on Friday, Dec. 18, in a
67-53 defeat of visiting Das-
sel-Cokato.
The Panthers slathered on
the full-court press early and
often to build a double-digit
lead just minutes into the con-
test, never trailing en route to
the 14-point victory.
Forward Jacob Popelka led
the home side with 18 points,
with guard Shane Ehrke scor-
ing 14 points. Guards Luke
Frahm and Mason Ahlbrecht
scored eight and seven points,
respectively, while forward
Alex Schrader scored seven
points.
The win upped GSL’s
record to 2-4, coming on the
heels of a 56-46 loss at New
London-Spicer on Tuesday,
Dec. 15.
Popelka led the Panthers
with 16 points in that contest,
which was the team’s third

It was another busy week for the
Glencoe-Silver Lake/Lester Prairie
wrestling team as the Panthers hosted
a triangular meet and traveled to Das-
sel-Cokato for a pair of matchups
mid-week, before making a pre-dawn
trip to Richfield for a duals tourna-
ment to start the weekend.
GSL/LP began last week’s slate
with two wins at home on Tuesday,
Dec. 15. The Panthers roared past St.
Agnes and Spectrum by respective
scores of 62-12 and 42-9. Individual
results were not available.
Taking part in the Dassel-Cokato
Duals the next evening, GSL/LP
claimed one team win and suffered
one defeat. The Panthers claimed a
48-22 victory against Rockford – in-
dividual results were not available –
and lost 52-17 to Annandale/Maple
Lake. GSL/LP won four individual
matches against the Lightning.
Aaron Donnay earned a win by fall
at 145 pounds, with Dalton Kosek
winning 2-1 at 170. Tristan Weber
and Peyton Sell claimed wins by
major decision at 195 and 220, re-
spectively.
The Panthers were up early for an
8 a.m. start in the Charley Turner
Duals at Richfield High School on
Saturday, Dec. 19. The squad made
the trip worthwhile, going 2-1 to fin-
ish second in the eight-team invita-
tional.
GSL/LP got their day off right,
needing little more than 20 minutes
to defeat St. Paul Highland Park 63-6
in their 8 a.m. tourney debut. The un-
dermanned Scots were forced to for-
feit eight matches, with Jacob Mohr
earning the Panthers’ first contested
win by a 7-4 decision at 160 pounds.
GSL/LP’s other two non-forfeit wins
— Kosek at 170, Nick Brelje at 182
– were by fall.
The Panthers had a much tougher
test in their semifinal matchup
against Hopkins. The Royals took a
30-6 lead through the early matches
before GSL/LP rallied to win seven
of the final eight matches to claim a
48-36 triumph.
Donnay at 145, Kosek at 170,
Brelje at 182 and Weber at 195 all
won by fall, while four other matches
went in favor of the Panthers due to
forfeit.
GSL/LP’s day fell short of a clean
sweep as the squad was defeated 60-
18 by Delano in the title round. Don-
nay won by fall at 145, with Cody
Rae earning a 5-4 win at 152 and
Kosek claiming an 8-1 decision at
170. The Panthers also won one
match by forfeit.
Donnay hit a personal milestone
with his 100th career victory during
his team’s appearance in Richfield.
Lester Prairie High School hosted
a triangular meet between GSL/LP,
Delano and Howard Lake-Waverly-
Winsted – the Panthers’ final compe-
tition of 2015 – on Tuesday, Dec. 22,
after the Chronicle went to press.
Grapplers finish second at Richfield

The up-and-down early-
season campaign of the
Glencoe-Silver Lake girls’
basketball team trended
downward again last week
with a pair of double-digit
losses.
The Panthers dropped
below .500 at 3-4 as a 63-50
loss at Mayer Lutheran on
Tuesday, Dec. 15, was fol-
lowed by a 48-37 setback
against visiting Lester
Prairie on Thursday, Dec.
17.
The two consecutive loss-
es came on the heels of a
three-game winning streak
that had GSL above the
break-even mark for the first
time on the young season.
Mayer Lutheran proved to
be rude hosts in promptly
bringing the win streak to an
end. The Crusaders built a
36-23 halftime lead before
playing the visiting Panthers
to a draw over the second
half in the 13-point decision.
Guard Maddie Monahan
led GSL with 20 points in
the game, with backcourt
mate Mac Monahan notch-
ing 15 points. Guard Miran-
da Grack and forward
Maddy Kalenberg notched
five and four points, respec-
tively.
Two nights later, the Pan-
thers’ losing skid hit two
games in an 11-point loss to
Lester Prairie. GSL appeared
to be shooting at a basket
that was smaller than their
competitors, as Panther
players all had a tremen-
dously difficult time in get-
ting a shot to fall for the ma-
jority of the contest.
The Bulldogs did just
enough to outscore their
hosts by five points in the
first half and six points in
the second half en route to
their road victory.

The Panthers’ second-
round tourney game will
take place at either 4:30 or 8
p.m. Tuesday, dependent on
the outcome of the opener.
Wednesday’s game will be
played at 2:45 p.m. (sev-
enth-place game), 4:30 p.m.
(consolation title game),
6:15 p.m. (third-place game)
or 8 p. m. (championship
game). Whatever the time, it
will be GSL’s final contest
of 2015.

who were competing in their first-ever event,
the Flippers finished fourth out of six teams
in their division with a score of 82.90.

in their division with a score of 112.80.

XCEL ENERGY’S RATE INCREASE REQUEST
Xcel Energy has asked the Minnesota Public Utilities Commission
(MPUC) for a three-year increase in electricity rates. For 2016,
the requested increase is for $194.6 million, or about 6.4 percent.
For 2017, Xcel Energy requested an additional $52.1 million, or
about 1.7 percent. For 2018, Xcel Energy requested an additional
$50.4 million, or about 1.7 percent. The total increase requested
for the three-year period is $297.1 million, or about 9.8 percent.
(Xcel Energy has also offered an option for a fve year rate plan.)
While the MPUC reviews Xcel Energy’s request, state law
allows Xcel Energy to collect higher rates on an interim
(temporary) basis. The interim rate increase for 2016 is $163.7
million or about 5.5 percent over total current rates. This appears
on customer bills as an interim rate adjustment. It is calculated
from a change to the “Basic Service Charge,” “Energy Charge,”
and, if applicable, the “Demand Charge.” The interim rate
adjustment is billed as a 7.75 percent increase, or about $5.06
per month, for a typical residential customer using 675 kWh.
Because Xcel Energy is requesting a multi-year rate plan, it also
requested an increase to the interim rate starting January 1,
2017. If approved, the company will provide additional details
before this increase happens.
The MPUC will likely make its decision on the overall rate request
in 2017. If fnal rates are lower than interim rates, Xcel Energy will
refund the difference. If fnal rates are higher than interim rates,
Xcel Energy will not charge customers the difference.
WHY IS XCEL ENERGY ASKING FOR AN INCREASE?
Xcel Energy’s last request for a rate increase was in 2013.
Xcel Energy continues to invest in maintaining and upgrading
its system. A multi-year rate plan provides customers more
predictability and rate stability for a longer period of time than is
achievable under a single year rate request.
HOW WILL THE RATE CHANGE AFFECT MONTHLY BILLS?
The proposed rate increase will affect individual monthly bills
differently depending on electricity use and customer type.
The proposed rate increase mainly affects the “Basic Service
Charge,” “Energy Charge,” and, if applicable, the “Demand
Charge.” These charges cover the cost of providing electric
service to our customers, representing about 70 percent of your
total bill. This rate increase does not affect the Fuel Cost Charge.
WHAT IS XCEL ENERGY DOING TO CONTROL COSTS?
• Providing energy conservation options. This helps customers
manage energy use and save money on their bills. This also
helps to delay generation investments.
• Reviewing and monitoring our business to minimize operating
and maintenance cost increases.
• Operating power plants effciently.
• Using a variety of fuel sources to manage costs and protect
the environment.
WHAT IS THE PROCESS FOR REVIEWING
XCEL ENERGY’S REQUEST?
The MPUC, the Minnesota Department of Commerce, the Offce
of the Attorney General-Residential Utilities and Antitrust
Division, public interest groups, and large commercial and
industrial customer groups will investigate our proposal.
The MPUC will hold public hearings and accept written comments
about our rate request. Customers and others will be able to
comment on our rate request at the public hearings. You may
add verbal comments, written comments, or both into the record.
Notice of the public hearing dates and locations will be published
in local newspapers, included in monthly bills, and at: xcelenergy.

Miromatrix Medical Inc., a biotechnology company based on perfusion
decellularization technology, is focused on the development of new bio-
logic-based therapeutics including an acellular biologic matrix and

Ambulance responded to a one-
vehicle rollover in the area of
245th Street and Acorn Avenue,
east of Winsted. The driver, John
Douglas George of Howard Lake,
was taken by Ridgeview Ambu-
lance to Waconia.
7:46 a.m. — A deputy respond-
ed to a vehicle in a ditch in the
area of County Road 7 and 200th
Street, east of Hutchinson. There
were no injuries and minor dam-
age to the vehicle.
7:54 a.m. — A vehicle hit a
pole in the area of 200th Street
and County Road 7, east of
Hutchinson. There were no in-
j uri es. The vehi cl e, a 1994
Chevrolet truck, owned and driv-
en by Joseph Herbert John Os-
trowski, 30, of Hutchinson, had
over $1,000 damage. McLeod
Coop Power was called for the
broken power pole.
8:01 a.m. — A deputy respond-
ed to a vehicle in the ditch in the
area of 200th Street and County
Road 7, east of Hutchi nson.
There were no injuries and only
damage to the vehicle.
8:30 a.m. — The sheriff’s office

in the area of 200th Street and
County Road 7, east of Hutchin-
son. There were no injuries. The
vehicle, a 2008 Honda Accord,
owned by Kyle Lindersmith and
driven by Jacklyn Jo Sindt, 42,
both of Hutchi nson, had over
$1,000 damage.
8:37 a.m. — A deputy respond-
ed to a vehicle in a ditch in the
area of Jefferson Road S and Air-
port Road, southeast of Hutchin-
son. There were no injuries and
no damage to the vehicle. A cita-
tion was issued.

across a vehicle in a ditch in the
area of Butler Field Drive and
Highway 15, south of Hutchinson.
There was no one around and no

ed to a medical on Nickel Avenue,
east of Hutchinson. A person was
taken by ambulance to the hospi-

A person was taken by ambu-
lance to the hospital.
6:25 p.m. — A deputy assisted

with a medical at an apartment
complex on North High Drive NW

8:18 p.m. — The sheriff’s office
assisted the Winsted Police De-
partment with a requested welfare
check on an individual on Sixth
Street N in Winsted. Everything
was fine.
9:31 p.m. — A deputy assisted
the Lester Prairie Police Depart-
ment with a report of a suspicious
male at a business on Central Av-
enue in Lester Prairie. The person
was leaving as officers arrived,
and everything fine.

10:15 a.m. — The sheriff’s of-
fice assisted the Glencoe Police
Department with a report of possi-
ble gunshots fired in a home on
13th Street E in Glencoe, which
had happened two days earlier.
The Minnesota State Patrol and
Glencoe Fire Department also re-
sponded.
10:54 a.m. — The sheriff’s of-
fice assisted the Silver Lake Po-
lice Department, Silver Lake First
Responders and Silver Lake Am-
bulance with a medical on Frank
Street NW in Silver Lake. A per-
son was taken to the Ridgeview
Hospital in Waconia.
FRIDAY, DEC. 18
7:52 a.m. — The sheriff’s office
assisted the Winsted Police De-
partment, Winsted First Respon-
ders and Ridgeview Ambulance at
a medical on Pheasant Run in
Winsted. A person was taken by
ambulance to the Ridgeview Hos-
pital in Waconia.
8:43 a.m. — A phone/computer
scam was reported by a resident
on 80th Street, south of Glencoe.
A deputy was able to get the resi-
dent a refund.
6:30 p.m. — The sheriff’s office
assisted the Glencoe Police De-
partment with a report of a suici-
dal female leaving a residence on
Sixth Street E in Glencoe. The
person was located and the situa-
tion was mediated.
10:58 p.m. — A deputy assist-
ed a motorist with a flat tire at a
business on Denver Avenue SE in
Hutchinson.
SATURDAY, DEC. 19
12:14 a.m. — The sheriff’s of-
fice assisted the Glencoe Police
Department with a report of a sui-
cidal female at a residence on
14th Street E in Glencoe. She
was taken to the hospital for eval-
uation.
1:22 a.m. — The sheriff’s office
assisted the Hutchinson Police
Department in mediating a do-
mestic situation at a residence on
Jefferson Street SE in Hutchin-
son.
9:45 a.m. — The sheriff’s office
assisted the Glencoe Police De-
partment in mediating a domestic
situation at a residence on Judd
Avenue N in Glencoe.
Noon — A deer was reported to
have fallen through the ice near
Bear Lake in the area of County
Road 7 and 230th Street, north-
east of Hutchinson. The Hutchin-
son Fire Department was able to
rescue the deer by boat.
8:23 p.m. — Gregory Dean
Smith, 23, was arrested on proba-
ble cause charges of driving while
i ntoxi cated and taken to the
McLeod County Jail after a traffic
stop in the area of Highway 7 and
Fal con Avenue, east of Si l ver
Lake.
8:29 p.m. — A deputy respond-
ed to a vehicle in a ditch in the
area of Plum Avenue and Jeffer-
son Road, south of Hutchinson.
The vehicle was pulled out and
had minor damage. A citation was

ed the Lester Prairie Police De-
partment in mediating a domestic
disturbance at a residence on
Hickory Street in Lester Prairie.
1:58 a.m. — A deputy assisted

ment with a disturbance at a resi-
dence on Hassan Street SE in
Hutchinson.
3:32 a.m. — The sheriff’s office
assisted the Winsted Police De-
partment, Winsted First Respon-
ders and Ridgeview Ambulance at
a medical on Fairlawn Avenue W

passed away, and the local funer-
al home and the death investiga-
tor were contacted to come to the
scene.

trol with a one-vehicle accident on
Highway 212 near Unit Avenue,
east of Stewart. There was no
one around. The Stewart Fire De-
partment and the Buffalo Lake
Ambulance also responded.

report regarding an animal com-
plaint at a residence on Highway
22, west of Glencoe.
1:50 p.m. — A deputy respond-
ed to a gas drive-off from a busi-
ness on South Street in Stewart.

Glencoe. The situation was medi-
ated.
6:16 p.m. — The sheriff’s office
assisted the Minnesota State Pa-
trol with a car-deer accident in the
area of Highway 22 and 150th
Street, northwest of Gl encoe.
There were no injuries.
8:43 p.m. — A deputy attempt-
ed to stop a vehicle in the area of
Highway 7 and County Road 9,
north of Lester Prairie. The vehi-
cle did not stop and led officers
on a high-speed chase into Carv-
er County, where the dri ver
crashed the vehicle near the inter-
section of Highway 7 and 53rd
Street in Carver County. The driv-
er, Bradley Michael Raiche, 48, of
Lester Prairie, was arrested on
probable cause charges of fleeing
a peace officer, reckless driving,
speed and no i nsurance, and
taken to the McLeod County Jail
in Glencoe. Assisting with the inci-
dent were the Ridgeview Ambu-
lance, Carver County Sheriff’s Of-
fice, and the Winsted and Lester
Prairie police departments.
MONDAY, DEC. 21
12:28 a.m. — A deputy re-
sponded to a loud-music com-
plaint on Powers Street in Stew-
art. The individuals agreed to turn
the music down.
3:34 a.m. — The sheriff’s office
assisted the Winsted Police De-
partment with a domestic at a res-

9:55 a.m. — The sheriff’s office
assisted with and mediated a civil
issue at a residence on 200th
Street, west of Silver Lake.
12:01 p.m. — A complaint was
received of a dog impeding traffic
on County Road 9 near Kingsley
Street, south of Wi nsted. The
dog’s owner was contacted and
made aware of the situation.
5:05 p.m. — A deputy came
across a fire in a ditch in the area
of Wal den Avenue and 215th
Street, northwest of Hutchinson.
The deputy was able to extinguish
the fire.
5:50 p.m. — The sheriff’s office
assisted the Minnesota State Pa-
trol with a two-vehicle accident on
Highway 212 in Stewart. Stewart
Fire and Rescue and the Buffalo
Lake Ambulance also responded.
One of the drivers was injured
and taken to the Glencoe hospi-
tal.

Chad Roy Amundsen, 40, of

misdemeanor count of assault.

new year, 2016, the Sibley
County Historical Society
will host a party at the muse-
um in Henderson on Sunday,
Jan. 3, from 1 p.m. to 5 p.m.,
with special programs at 1:30
p.m., 2:30 p.m. and 3:30 p.m.
There is no admission charge.
Sibley County royalty will
be on hand to show some of
the gifts that have been do-
nated to the Sibley County
Museum this year. Local mu-
sicians Art and Barb Straub
will lead a sing-along. Anoth-
er guest will be Myron Lin-
deman from the Renville
County Historical Society. He
is an experienced technician
and collector of pump organs.
He has been working to fix
the Sibley County Historical
Society’s piano organ (an
organ that is built to look like
a piano, but works like an
organ). Museum guides will
be on hand to give tours and
refreshments will be served.
A new project is in the
works, a book about the Gib-
bon Ballroom, a popular spot
in Sibley County for dancing,
weddings and other celebra-
tions. Anyone with memora-
bilia or photographs to share
are asked to bring them to the
museum any Tuesday be-
tween 9 a.m. to 4 p.m., so
that they can be scanned for

Caribou Coffee open in Hutch
HUTCHINSON — Caribou Coffee has opened in the
Hutchinson Cash Wise grocery store, according to the
Hutchinson Leader. The new shop occupies 1,500 square
feet of space at the front of the store.
New county assessor named
SIBLEY COUNTY — Laura Hacker is the new Sibley
County assessor as of Dec. 21, according to the Arlington
Enterprise. She replaces Cal Roberts, who retires at the
end of this month. Hacker was the only applicant for the
position, and the County Board found that her qualifica-
tions met the county’s standards and state requirements.
A Winthrop man died in a
single-vehicle rollover Mon-
day morning.
The Sibley County Sher-
iff’s Office said the accident
was reported at about 7:28
a.m. and occurred on Sibley
County Road 5, about 1

miles north of Winthrop.
Dustin Muchow, 29, was
driving his 1999 Ford F150
southbound on County Road
57 and lost control near 266th
Street, entered the east ditch
and then rolled. Muchow was
pronounced dead at the
scene.
Responding were the sher-
iff’s office, Winthrop Ambu-
lance and Winthrop Fire De-
partment.
