na Clarissa Ober is going
dancing this weekend in Cali-
fornia, along with her South
Dakota State University
(SDSU) women’s basketball
teammates.
On Monday, March 14, the
Jackrabbits were awarded the
No. 12
seed in the
Lexington
Region of
the NCAA

son.
SDSU will face fifth-seed-
ed Miami in an opening-
round game on Saturday,
March 19 at the Maples Pavil-
ion in Palo Alto, California.
It will be the first-ever
meeting between the Jackrab-
bits and Miami.
Saturday’s victor will ad-
vance to take on either No. 4
Stanford or No. 13 San Fran-
cisco in a second-round game.
South Dakota State (26-6)
completed its 10th 20-win
season in the last 12 years and
makes its seventh appearance
in the NCAA Championship.
The Jacks are 1-6 in the
championship and 2016 is the
first time the Jackrabbits
earned the No. 12 seed.
SDSU’s highest seed came as
the seventh seed in the 2009
NCAA Tournament. The
Jackrabbits have been No. 13
twice, No. 14 twice and No.
15.
Ober, a junior center for the
Jackrabbits finished the Sum-
mit League season second in
blocks per game (2.3) and
blocks (33), while also rank-
ing fifth in rebounds (8.3), in-
cluding fifth in defensive re-
bounds (5.5) per game.
Overall, Ober averaged 8.7
points and 8.2 rebounds while
collecting six double-doubles.

Sixth graders win at Benilde-St. Margaret’s

Over 200 youth wrestlers
from kindergarten through
eighth-grade hit the mat for
the Glencoe-Silver Lake/
Lester Prairie Youth Wrestling
Tournament at Lester Prairie
High School on Saturday,
March 12.
The competition was a dis-
trict qualifier for the North-
land Youth Wrestling Associa-
tion’s Region 3 Tournament,
scheduled to be held at
Lakeville North High School
on Saturday, March 19.
Three other district quali-
fiers took place the weekend
before, with some GSL/LP
wrestlers also qualifying for
the region meet at those.
Among those from either
GSL or Lester Prairie earning
top-four placements in their
respective grade classifica-
tions were:

erage of 3.995. The Panthers as a
whole claimed the “Silver Award”
from the Minnesota State High
School Coaches Association for a
full-squad GPA of 3.525.

Minnesota shooting clubs
will have another shot at de-
veloping or rehabilitating
trap-shooting facilities as
well as other ranges open to
the public through a grants
program from the Depart-
ment of Natural Resources.
The 2014 Minnesota Leg-
islature authorized more
than $2 million for matching
grants to recreational shoot-
ing clubs for developing or
rehabilitating trap shooting
sports facilities for public
use, with an emphasis on en-
hancing youth participation
opportunities. The 2015
Legislature provided
$800,000 in additional fund-
ing for a wider variety of
range development and reha-
bilitation.
“We still have trap range
grant funding left that, along
with added funding, will
allow for the growth or im-
provement of skeet shooting
venues, as well as rifle and
pistol ranges,” said Chuck
Niska, DNR shooting range
program coordinator.
Ranges receiving funds
must be open to the public
on a reasonable basis, for a
reasonable fee.
The first grant type con-
sists of expedited small trap
range grants of $25,000 or
less, or large trap range
grants of $25,000 or greater.
There is $650,000 available
until funds are exhausted.
The second grant type in-
cludes small range grants of
$25, 000 or less, or large
range grants of $25,000 or
greater. There is $800,000
available in 2016. These
grants provide a wider vari-
ety of range development
and rehabilitation.
Each grant recipient is re-
quired to equally match the
amount of funds the DNR
awards them.
Grant application packets
are available online on the
grants page at
http://www.dnr.state.mn.us/
grants/recreation/rangedev.
html.
The application period
will be March 15 to April
29. Grantees must have
completed any prior DNR
shooting range projects, with
payments made and con-
tracts closed. Grantees also
must provide proof of local
government approval, insur-
ance and other information
once grant awards are an-
nounced in May.
“Our hope is that these
grants will allow facilities to
add additional trap fields,
upgrade equipment or make
other improvements that en-
able more people to partici-
pate in the shooting sports,”
Niska said.

Tim Schlueter got in some early field

grees under sunny skies on Saturday,
March 12. Both Oak Leaf softball fields
were in use as softball players took ad-
vantage of the unseasonably warm
temperatures last weekend.

Vollmer Field appeared entirely ready
to host some baseball under sunny
skies on Saturday, March 12. Not a
trace of snow remained anywhere at
the home of the Glencoe-Silver Lake
and Glencoe Brewers baseball teams.
However, the home openers for both
squads are still a ways away. The
Panthers open at Vollmer against Wa-
tertown-Mayer on Tuesday, April 12;
the Brewers first take to their home
field on Saturday, April 23 against
Montrose-Waverly.

Encouragement to grow in prayer
Then Jesus said to him, “What do you want me to do for you?” — Mark 10:51
J
esus asks this question, but I’m sure he already knew what the blind man wanted. So also, Jesus already knows what you want
even before you call out in prayer. Jesus also cares for you immensely before you can try to earn it. Yet the call to pray still
goes out for you to pray – to converse with Jesus. Not for Jesus’ sake, but for yours.
Anything we repeatedly do, we strengthen. Your prayer life can strengthen and change. Do you repeat the same prayers you
learned as a child? Try learning and using a new prayer. Do you pray for thirty seconds? Try two minutes. Do you pray as you are
multi-tasking? Try giving your sole attention to a time of prayer. The growth in prayer is not because it will be more effective in con-
vincing Jesus; he already knows and cares. It is you who will grow in faith, in love, and devotion.
Jesus says, “What do you want me to do for you?” To a child, it sounds like the opportunity to give your wish list. But as adults, it
is a call to open yourself up to Jesus and trust him with your life. Prayer is an expression of that trust.

Mayor Wilson called the regular
meeting of the City Council to order
at 7:00 p.m. with members
Schrupp, Dietz, Robeck, Perschau
and Ziemer present. Also present:

Motion to approve the consent
agenda with a change to wording of

Mayor Wilson opened the hearing.
Public Works Director Schreifels
gave a brief overview on the purpose
of this new chapter being added to
the Municipal Code. The ordinance
will impose reasonable regulation on
the placement and maintenance of fa-
cilities and equipment currently with-
in its rights-of-way, utility easements
and any other locations.
There being no public comment,
Councilor Schrupp motioned to close
the public hearing. Councilor Per-
schau seconded. All members voted
in favor.
Motion to approve the second
reading of Ordinance No. 591 was
made by Councilor Ziemer, second
by Councilor Schrupp. Upon a roll
call vote all members voted in favor.
Public Works Director Drew re-
viewed the bids for a second leaf
vacuum. Direct Drive model is what
we currently have. The Belt Drive
model was the other option present-
ed. The hours of operation to vacuum
would be 8 hours for each unit mak-
ing the start time more tolerable for
citizens. Lead time on the vacuum is
80 to 120 days. It would be pur-
chased outright with one half of the
funds provided by the Sanitation
Fund.
Direct Drive model with replace-
ment parts bid was $49,139.50.
Discussion led to a motion to pur-
chase the Direct Drive model as stat-
ed by Councilor Ziemer, second
Councilor Perschau. All members
voted in favor.
Justin Black of SEH presented the
general engineering, architectural
and other consulting services agree-
ment. The proposal is to provide
services to the City of Glencoe on an
hourly basis, not-to-exceed a total of
$50,000 in calendar year 2016 with-
out additional written approval from
the City of Glencoe.
Discussion led to a motion to ap-
prove the Letter Agreement for Gen-
eral Engineering Services contract
with Short Elliott Hendrickson, Inc.
as presented, by Member Perschau.
Second by Member Dietz. Members
voting in favor, Schrupp, Dietz,
Ziemer and Perschau. Member vot-
ing no, Robeck. Motion carried.
Justin Black of SEH presented a
request for fees to cover the costs for
additional services within the Arm-
strong Avenue Project. The total re-
quested fee amendment for addition-
al services is $54,984. Council mem-
bers requested a breakdown of the
additional service fees for the seven
areas of the project extra time was
needed. Also questioned was if some
of the services performed could be
billed back to entities who benefited
from the services performed. This
will be considered.
Motion approving the Letter
Agreement for Additional Engineer-
ing Services performed by SEH on
the Armstrong Avenue Project in the
amount of $54,984 made by Coun-
cilor Perschau, second by Councilor
Schrupp. Members voting in favor,
Perschau, Ziemer, Dietz and
Schrupp. Member Robeck voted no.
Motion carried.
Justin Black of SEH explained the
proposal for the required conducting
investigation and remediation in the
2016 Armstrong Avenue Improve-
ments Project area. The Phase I Envi-
ronmental Site Assessment and sub-
surface sampling identified two areas
within the project area that will re-
quire remedial action during con-
struction and improvements of streets
and utilities for the project. Phase II
scope of work consists of the follow-
ing: a letter report documenting the
findings, a Construction Response
Action Plan/Construction Contin-
gency Plan (RAP/CCP), implementa-
tion and oversight of the RAP/CCP,
and preparation and submittal of an
Implementation Report to the
MPCA. The services will provide
documented liability protection for
the City as well as serve as required
documentation for the MPCA to
issue a Closure Letter which makes
the City of Glencoe eligible for select
reimbursement under the Minnesota
Petrofund Program. Costs of the as-
sessment is $28,297 plus $5,569 in
analytical costs for a total of
$33,866.
Discussion questions led to a mo-
tion to approve the Letter Agreement
for the Phase II Environmental As-
sessment in the amount of $33,866
by Councilor Perschau, second by
Councilor Dietz. Members Schrupp,
Dietz, Ziemer and Perschau voted in
favor. Member Robeck voted no.
Motion carried.
City Administrator Mark Larson
presented the required resolution for
reimbursement of expenditures with
bond proceeds for the 2016 Arm-
strong Avenue Project. The financing
package for the 2016 project will
presented at the next council meet-
ing.

troduced by Councilor Robeck:

resolution. Upon a roll call vote all
members voted in favor. Whereupon
said resolution was adopted and ap-

Motion by Councilor Dietz to set
Board of Review for April 5, 2016 at
11:00 a.m. in the West Conference
Room. Councilor Robeck seconded.
All members voted in favor. A quo-
rum is needed – members who are
trained are Dietz, Robeck and
Ziemer.
Planning and Industrial Commis-
sion recommended the increase of
the size of an accessory building
from 144 square feet to 200 square
feet before needing a permit in order
to conform to the State Building
Code.
Discussion led to a motion to au-
thorize the City Attorney to draft the
necessary ordinance to make this
change to the municipal code, by
Councilor Ziemer, second Councilor
Dietz. All members voted in favor.
City Administrator Mark Larson
and Public Works Director Gary
Schreifels asked the Council to
“freeze” the rate increase proposed at
the previous council meeting. In the
review of method of commercial rate
calculation they feel it is necessary to
revisit the commercial rates and base
upon direct REF calculation. Map-
ping software could possibly be used
to allow more precise calculation of
actual size of commercial industrial
lots. There is a need to review each
calculation sheet to determine actual
REF and estimated revenue. The
goal is to have this prepared for the
next Finance Meeting.
Resolution to freeze the storm
water rates to allow for further study
was introduced by Councilor
Schrupp and seconded by Councilor
Ziemer. Upon a roll call vote mem-
bers voting in favor were Perschau,
Ziemer, Dietz and Schrupp. Member
voting no, Robeck.
Whereupon said resolution was
adopted and approved.
RESOLUTION NO. (2016-06)
RESOLUTION TO FREEZE
STORMWATER RATES
WHEREAS, the City Council of
the City of Glencoe set Stormwater
rates in Resolution 2016-04; and,
WHEREAS, the City Council
would like to freeze the rate increase
set in 2016-04.
NOW, THEREFORE, THE CITY
COUNCIL OF THE CITY OF
GLENCOE RESOLVES:
That the rate increase set for
Stormwater in Resolution 2016-04
not be enacted until a later date to be
set by resolution.
Motion to approve payment of the
city bills by Councilor Perschau, sec-
ond by Councilor Schrupp. All mem-

Improvements include but are not
limited to construction of sanitary
sewer, water main, storm sewer,
stormwater ponding, concrete curb
and gutter, aggregate base, bitumi-
nous street surfacing, sidewalk, turf
restoration, and miscellaneous items
required to properly complete the im-
provements. Adoption by the council
of the proposed assessment may
occur at the hearing. The area pro-
posed to be assessed for such im-
provements includes properties abut-
ting such improvements, and non-
abutting properties that benefit from
the improvements.
Such assessment is proposed to be
payable in equal annual installments
extending over a period of 15 years,
the first of the installments to be
payable on or before the first Mon-
day in January 2017, and will bear
interest at a rate of 3.5 percent per
annum after October 31, 2016. To the
first installment shall be added inter-
est on the entire assessment from No-
vember 1, 2016, until December 31,
2017. To each subsequent installment
when due shall be added interest for
one year on all unpaid installments.
You may at any time prior to certi-
fication of the assessment to the
County Auditor-Treasurer on No-
vember 1, 2016, pay the entire as-
sessment on such property to the of-
fice of the City Administrator. No in-
terest shall be charged if the entire
assessment is paid by October 31,
2016. You may at any time thereafter,
pay to the City Administrator the en-
tire amount of the assessment re-
maining unpaid, with interest accrued
to December 31 of the year in which
such payment is made. Such payment
must be made before November 15
or interest will be charged through
December 31 of the succeeding year.
If you decide not to prepay the as-
sessment before the date given above
the rate of interest that will apply is
3.5 percent per year. The right to par-
tially prepay the assessment is avail-
able.
The proposed assessment roll is
on file for public inspection at the
City Administrator’s office. The total
cost of the project is $4,694,267.94.
The total amount of the proposed as-
sessment is $981,493.98. Written or
oral objections will be considered at
the meeting. No appeal may be taken
as to the amount of an assessment
unless a written objection signed by
the affected property owner is filed
with the City Administrator prior to
the assessment hearing or presented
to the presiding officer at the hearing.
The council may upon such notice
consider any objection to the amount
of a proposed individual assessment
at an adjourned meeting upon such
further notice to the affected property
owners as it deems advisable.
If an assessment is contested or
there is an adjourned hearing, the fol-
lowing procedure will be followed:
1. The city will present its case
first by calling witnesses who
may testify by narrative or by
examination, and by the intro-
duction of exhibits. After each
witness has testified, the con-
testing party will be allowed to
ask questions. This procedure
will be repeated with each wit-
ness until neither side has fur-
ther questions.
2. After the city has presented all
its evidence, the objector may
call witnesses or present such
testimony as the objector de-
sires. The same procedure for
questioning of the city’s wit-
nesses will be followed with
the objector’s witnesses.
3. The objector may be represent-
ed by counsel.
4. Minnesota rules of evidence
will not be strictly applied;
however, they may be consid-
ered and argued to the council
as to the weight of items of ev-
idence or testimony presented
to the council.
5. The entire proceedings will be
tape-recorded (video-taped).
6. At the close of presentation of
evidence, the objector may
make a final presentation to
the council based on the evi-
dence and the law. No new ev-
idence may be presented at
this point.
7. The council may adopt the pro-
posed assessment at the hear-
ing.
An owner may appeal an assess-
ment to district court pursuant to
Minn. Stat. § 429.081 by serving no-
tice of the appeal upon the mayor and
city administrator of the city within
30 days after the adoption of the as-
sessment and filing such notice with
the district court within ten days after
service upon the mayor or clerk.
Under Minn. Stat. §§ 435.193 to
435.195, the council may, in its dis-
cretion, defer the payment of this
special assessment for any home-
stead property owned by a person 65
years of age or older for whom it
would be a hardship to make the pay-
ments. When deferment of the spe-
cial assessment has been granted and
is terminated for any reason provided
in that law, all amounts accumulated
plus applicable interest become due.
Any assessed property owner meet-
ing the requirements of this law and
the policy adopted under it may,
within 30 days of the confirmation of
the assessment, apply to the City Ad-
ministrator for the prescribed form
for such deferral of payment of this
special assessment on their property.

on Boone Road, west of Plato.
8:08 a.m. — A deputy respond-
ed to a residence on Highway 7
northwest of Hutchinson, for a ju-
venile who did not want to go to
school. The situation was mediat-

up a loose dog while on patrol in

streets in Stewart. The dog was

dence on 200th Street, east of
Hutchinson.

ed to a suspicious activity call at a
residence on Major Avenue, east
of Hutchinson.

assisted the Winsted police and
fire departments with a possible
gas l eak at a resi dence on

The Ridgeview Ambulance also
responded. CenterPoint Energy
was called to the residence and

Patrol with a traffic stop on High-

one person and took them to the
McLeod County Jail, and a deputy

cei ved of a garbage dump on
150th Street and Major Avenue,
south of Hutchinson. A deputy

waste department.

fice, Silver Lake First Respon-
ders, Silver Lake Ambulance and
Allina Ambulance supervisor re-
sponded to a medical at the inter-
section of 240th Street and Coun-
ty Road 2, north of Silver Lake. A
person was taken by ambulance
to the Hutchinson hospital.
12:58 p.m. — A report was re-
cei ved of a garbage dump on
125th Street and Melody Avenue,
south of Biscay. The responsible
party was contacted and warned
about the garbage disposal.

port of a person who had fallen in
the area of Turner Avenue and
192nd Street, northwest of
Hutchinson. The person was fine.
5:57 p.m. — A deputy mediated
a civil issue at a residence on
Eagle Avenue, north of Glencoe.
7:08 p.m. — The sheriff’s office
assisted the Hutchinson Police
Department in searching for two
missing people from a residence
on Main Street N in Hutchinson.
The individuals were found.

responded to a domestic at a resi-
dence on Highway 212, east of

2:24 a.m. — The sheriff’s office
assisted the Brownton Police De-
partment with a disturbance at a
residence on Second Street N in
Brownton. A deputy located an in-
volved person on 110th Street
and Pl um Avenue, north of
Brownton. The deputy waited for
the Brownton officer to arrive,
then arrested the person and
transported him to the McLeod
County Jail.
2:54 a.m. — The sheriff’s office
assisted the Glencoe Police De-
partment with a suspicious vehi-
cle at a business on Ninth Street
in Glencoe. The Allina Ambulance
also responded, and took a per-
son to the Glencoe hospital.

220th Street, northeast of

burning without a permit.

southeast of Brownton. Every-
thing was fine.

7:36 p.m. — The sheriff’s office
received a report of a large bon-
fi re at a resi dence on 150th
Street, north of Glencoe. Deputies
checked the area and found sev-
eral fires in the area that were
under control.
8:13 p.m. — The sheriff’s office
responded to a car-deer accident
that occurred on Major Avenue,
north of Silver Lake.
8:22 p.m. — A bicycle was re-
ported stolen from a residence on
Mowbray Street in Stewart.
11:27 p.m. — The sheriff’s of-
fice assisted the Hutchinson Po-
lice Department with a fight at a
busi ness on Mai n Street N i n
Hutchi nson. One person was
taken to the McLeod County Jail.
SUNDAY, MARCH 13
12:28 a.m. — A garbage dump
was reported in the area of 130th
Street and Garden Avenue, north
of Glencoe. A form was complet-
ed for Solid Waste.
9:08 a.m. — The sheriff’s office
assisted the Glencoe Police De-
partment and Allina Ambulance
with a medical at a residence on
Hennepin Avenue N in Glencoe. A
person was taken by ambulance
to the Glencoe hospital.
6:04 p.m. — A gas drive-off
was reported at a business on
South Street in Stewart. Officers
were unable to find the vehicle.
11:09 p.m. — A report was re-
ceived of a bicyclist riding in the
area of 190th Street and Garden
Avenue, southeast of Silver Lake.
Deputies advised the bicyclist to
ride on the Luce Line Trail for
safety reasons.
MONDAY, MARCH 14
6:57 a.m. — The sheriff’s of-
fice, Plato First Responders and
Allina Ambulance responded to a
medical on Cameo Circle, west of
Plato. An individudal was taken by
ambulance to the Glencoe hospi-
tal.
9:31 a.m. — The sheriff’s office
responded to a requested welfare
check of a person at a residence
on Eagle Avenue, west of Winst-
ed. The person was fine.
6:35 p.m. — A complaint was
received of a dirt bike jumping on
the roadway in the area of Flower
Road and 230th Street, northeast
of Silver Lake. The bike was gone
before deputies arrived.
7:05 p.m. — A deputy respond-
ed to a residence on Falcon Av-
enue, north of Glencoe, on a re-
port of threats.
11:27 p.m. — A deputy re-
sponded to a residence on 225th
Street, south of Winsted, for a re-
port of a theft and damage to
property.
McLeod Co. Court

Court March 4, Judge Terrence
Conkel presiding:
Sandra Lynn Sund, 51, of
Stewart, pleaded guilty to one
misdemeanor count of driving
while impaired. The court stayed
imposition of sentence and placed
her on probation for one year,
with the following conditions: that
she serve 10 days in the McLeod
County Jail, complete 80 hours of
community service, attend a vic-
ti m i mpact panel , compl ete a
chemical dependency evaluation
and follow its recommendations,
and pay a fine and surcharge of
$500.
Crystal Hope Arzate, 38, of
Gl encoe, had previ ousl y ap-
peared in court and had pleaded
guilty to one count of theft by
wrongfully obtaining public assis-
tance. She appeared for sentenc-
ing. The court placed her on pro-
bation for two years, with the fol-
lowing conditions: that she serve
10 days in the McLeod County
Jail and pay a fine of $6,695.

March 7, Judge Michael Baxter

Shaunna Marie Padilla, 25, of
Glencoe, pleaded guilty to one

property. She was ordered to

tution in the amount of $400 has
