S
Orth Foundation recipients of 2015
T
he 17th-annual Tim Orth Foundation basketball benefit
in Glencoe is scheduled for the evening of Saturday,
March 28, at the Glencoe-Silver Lake High School
gymnasium.
The stated mission of the Tim Orth Memorial Foundation is to
assist, financially or otherwise, children in the West Central
Minnesota area who are facing substantial medical expenses in-
curred as a result of a serious accident or illness.
Tim Orth, for whom the organization is named after, was a
BOLD high school student/athlete who succumbed to an inoper-
able brain tumor on Feb. 14, 1997.
This year, the foundation is hosting three “Jam the Gym” ben-
efits to benefit this year’s recipients. Glencoe’s benefit will be
joined by similar events in both Fairfax and Olivia.
Two basketball games featuring area athletes will highlight an
entertainment-packed night geared toward establishing a sense
of love and care in the community. In addition to the basketball
games, there will be dancers, therapy dogs, gymnasts and much
more.
Proceeds raised through admissions, concessions, donations,
raffles and a silent auction will go toward 13 youths in the area.
The Chronicle has had featured stories on the recipients over
the past two weeks. For more on the event, consult the A sec-
tion.

Things were pretty normal for Zack Eder
last autumn. He was living the normal, active
life of a typical Cologne teenager and there
wasn’t a whole lot of worry when he first
began experiencing muscle spasms in his
shoulder.
When the spasms didn’t at first subside, the
Eders went to see the doctor and received
some medication. However, when the spasms
worsened after four days, a second trip to the
doctor revealed a sinister cause – Zack had a
tumor lodged in his scapula. Ewing’s Sarco-
ma was the diagnosis.
“It was shocking,” Zack said. “I wasn’t ex-
pecting to be diagnosed with cancer in my
life.”
Within days, Zack was being treated by an
oncologist. Within two weeks, he was under-
going chemotherapy.
“It was awful,” said Natalie Eder, Zack’s
mother. “Our lives were turned upside down.
It took over our lives, everything else was on
hold.”
What followed was a winter’s worth of
chemotherapy, as well as some blood transfu-
sions. However, Zack maintained his opti-
mism throughout the ordeal.
“There’s nothing you can really do other
than to go with it,” he said.
The results have been tremendously posi-
tive. Having just finished with six weeks of
radiation treatments, Zack is feeling well
after suffering with several bouts of extreme
sickness.
“Things are going well now, I’m feeling
pretty good,” he said.
As for the tumor, there is much optimism
that the treatments will eradicate the tumor
and that surgery will not be necessary.
“It’s amazing,” Linda said. “15-20 years
ago, they would have removed his scapula.
Now, there is hope that he won’t have to un-

Patrick and Bianca LeV-
asseur, like many married
couples, have been looking
forward to having their first
child.
But Bianca’s first two preg-
nancies didn’t end well —
her first was a tubular preg-
nancy and was terminated,
and the second ended with a
miscarriage.
But then along came
Draven, a son, who was born
Nov. 14, 2014.
Unfortunately, Draven was
born far too early, 17 weeks
shy of his expected due date,
and weighed just 1 pound, 10
ounces.
He’s still hospitalized, but
his weight is up to 6 pounds,
13 ounces, and he was
weaned off a constant supply
of oxygen three weeks ago.
The couple hopes to bring
him home this month.
Draven’s progress has been
remarkable considering all
the issues that surrounded his
premature birth — surgery
was required when he was
just two weeks old to repair a
main artery to his heart, and
he also had a hole repaired in
his intestine.
“Now, he’s pooping like
normal,” said his mother. Al-
though it sounds funny, nor-
mal bowel movements are a
huge stride forward for pre-
mature children.
Draven also developed
brain bleeds and may have
brain damage. There is a
chance that he may develop
cerebral palsy, Bianca said,
but doctors won’t be able to
make that diagnosis for sure
until he’s at least 1 year old.
Draven will probably al-
ways develop at a slower rate
than other children his age,
Bianca said, and will require
special help until he is at least
5 years old for physical thera-
py and developmental skills.
Bianca said she will be a
stay-at-home mom to help
her son.
But she also said she and
Patrick have had lots of help.
When the Tim Orth Founda-
tion found out about Draven,
it donated $500 to the family
for gas money. Patrick and
Bianca have rarely left
Draven’s bedside since his
birth.
“Luckily, we’ve had a lot
of people pulling for us, lots
of loving care,” said Bianca.
“We have lots of family and
friends who are helping us
out.”
Patrick and Bianca plan to
attend Saturday night’s Tim
Orth Foundation Basketball
Jamboree, but are unsure if
Draven will be able to join
them.
The ultimate goal, Bianca
said, is to get Draven home
and settled in. The few hours
they spend at home have been
spent getting his room and
home ready for him.
“It’s been a long road,”
said Bianca said. “And we’ve
been waiting for the end of
that road to happen.”

Draven LeVasseur weighed just 1 pound, 10 ounces,
when he was born Nov. 14, 2014, about 17 weeks shy
of his due date (above). As of Friday, he weighed a
much healthier 6 pounds, 13 ounces (below), and is
nearly ready to leave the hospital — where he has
been since his birth.

Cora Baldry has some seri-
ous medical issues, but her
family rejoices in her pres-
ence in their lives. She is the
daughter of Nate and Mandy
Baldry of Hutchinson, and
one of the beneficiaries of
this year’s Tim Orth Founda-
tion’s Basketball Jamboree.
“Cora is a true sweetheart
and always has a smile on her
face,” said her mom, Mandy.
“She brings so much happi-
ness to our family. Cora
works so hard to reach her
milestones. We’re very proud
of her.”
Cora, 20 months old, was
born with a genetic condition
called craniofrontonasal dys-
plasia, a very rare condition.
Mandy Baldry said the
family first learned that
something was not quite right
in her last month of pregnan-
cy with Cora because of an
anomaly in her amniotic
fluid.
First, it was discovered that
Cora’s corpus callosum, the
white matter that separates
the two hemispheres of the
brain, had failed to fully de-
velop. The condition slows
the development of certain
motor skills and may cause
poor vision and other impair-
ments, and may delay such
“milestones” as sitting, stand-
ing and walking.
Second, Cora had cran-
iosynostosis, a condition in
which the fibrous sutures in
an infant’s skull ossifies into
bone, inhibiting the cranium’s
ability to grow correctly.
That can cause pressure on
the brain, as well as create
abnormal growth in the head.
Cora needed surgery to
open up the sutures and ease
the pressure in her skull. She
will need surgery again May
7 as the sutures continue to
close.
“She’ll probably have one
or two more surgeries before
she’s 3,” said Mandy.
Because of the anomalies
in her skull, her brain is push-
ing her forehead forward, and
the back of her head is some-
what slanted. However, sur-
geons should be able to re-
shape her head through a sur-
gical procedure called cranial
vault remodeling.
As Cora ages, she will like-
ly see doctors every couple of
months to evaluate her
progress and to check
whether the sutures have
closed up again, and then
hopefully every six months
and then, eventually, just
once a year.
“She’s a little behind on her
milestones,” said Mandy, but
making progress. “She isn’t
walking yet, but she cruises
around the furniture pretty
well.”
Cora has most of her care
at Gillette Children’s Hospi-
tal, but gets her physical and
occupational therapy through
Hutchinson Health. She also
gets therapy at day care.
She has an older brother,
Jackson, 14, “who is like her
protector” but also does the
typical big-brother teasing.
The family hopes that Cora
will continue to make
progress and grow into a typi-
cal teenager and young
woman.

Rob and Darcy Cole of
Hutchinson “knew something
was going on” with their
daughter, Audrey, by the time
she was 18 months old.
“She wasn’t pointing at
things, using silverware; she
wouldn’t acknowledge us
when we spoke to her,” said
Audrey’s mom, Darcy.
The diagnosis: autism at
the severe end of the spec-
trum.
Now 5, Audrey still
doesn’t talk.
“She uses non-verbal com-
munication, and her motor
and behavioral skills aren’t
where they should be,” said
Darcy.
Audrey is in kindergarten
at West Elementary in
Hutchinson, and “spends 99
percent of her time in the
special education room,” said
Darcy. Along with a teacher,
Audrey has paraprofessionals
who work with her, but “it’s a
challenge, ” said Darcy.
“They (the staff) do the best
they can.”
Audrey also has attended a
day treatment program for
autistic children, and gets
outpatient occupational ther-
apy and speech therapy.
It’s hard to measure
progress, Darcy said, “be-
cause she can’t tell you what
she’s feeling or thinking. So
we haven’t seen huge devel-
opments.”
Darcy said there are a large
number of therapies available
for autistic children — from
vitamin B-12 injections to
gluten-free diets and more —
but so far, nothing seems to
help Audrey.
“There is a lot of research
going on, but the autism
spectrum is so wide that there
will never be a treatment that
fits every child. Every child
is unique,” said Darcy.
But like all parents, the
Coles have hopes and dreams
for Audrey.
“We really don’t know
what the future holds for her,
but we hope she’ll master the
daily skills it will take for her
to live independently some
day,” said Darcy.
In the meantime, Audrey
seems to live in the moment.
“She does her own thing;
she’s very independent,” said
Darcy. “She likes being out-
side, and she loves swim-
ming. And she loves to eat! It
seems like she’s eating all the
time. She has lots of energy
all the time.”
Darcy said it’s helpful to
have family close by to help,
particularly since the Coles
have had two children since
Audrey, the youngest just
two weeks old.
“We have a great support
network,” said Darcy. It’s
huge that we have family that
is close.”
Audrey is one of the bene-
ficiaries of this year’s Tim
Orth Foundation’s Basket-
ball Jamboree, set for Satur-
day in the Glencoe-Silver
Lake High School gymnasi-
um.
Darcy said the Cole family
will be in attendance.
“We’re looking forward to
it,” she said.

By all outward appear-
ances, Emma Rose Olm-
scheid is a typical 2-year-old
— bouncing around, explor-
ing the world around her,
teasing and being teased by
her brothers.
But inside her head grows
a tumor, taking up three-
fourths of the space in her
cranium. Emma, the daugh-
ter of Corey and Amanda
Olmscheid, is from Hutchin-
son and one of the benefici-
aries of this year’s Tim Orth
Foundation’s Basketball
Jamboree, set for Saturday
in the Glencoe-Silver Lake
High School gym.
And, sadly, the tumor is
inoperable, a “spider web”
of a tumor “that has entered
everywhere in her brain,”
according to Emma’s moth-
er, Amanda.
When Emma started de-
veloping rashes on her face
and started vomiting, her
parents thought it was just
one of the hundreds of
things that afflict toddlers.
They took her to the emer-
gency room which, in short
order, referred them to Chil-
dren’s Hospital in the Twin
Cities.
And then the seizures
started, and doctors began
testing her to find out why
the seizures were occurring.
And the doctors did not
have good news for the
Olmscheids — Emma’s
tumor was large, and inoper-
able.
The Olmscheids did what
most parents would do,
sought a second opinion.
“Actually, we got five or
six second opinions,” said
Amanda, “and they all told
us the same thing.”
The family’s only option
was chemotherapy to hope-
fully shrink the tumor, or at
least stop it from growing.
It worked for awhile. Al-
though the tumor didn’t
shrink, nor did it seem to be
growing. With the exception
of a couple to several
seizures a day, Emma’s life
went on as usual.
“We’ve been surprised,”
said Amanda. “It (the tumor)
doesn’t seem to affect any-
thing — her walking or any-
thing. She’s doing great
under the circumstances.”
But the last MRI showed
that the tumor was, indeed,
once again growing.
Amanda said she is not
sure what the next step will
be, if doctors will continue
Emma on the same course of
chemotherapy or start some-
thing stronger.
“The goal is to keep it sta-
ble, so that it’s not growing
in any way,” said Amanda.
“I’d be happy if it stopped
right where it is now.”
And the doctors prefer not
to speculate on Emma’s fu-

dergo any kind of surgery at

While it is an experience
that no one wishes to go
through, Linda said that she
feels thankful for meeting
new friends, as well as com-
ing across so many people
with her son’s best wishes at
heart.
“The doctors and nurses at
children’s hospital have been
amazing,” she said. “We have
also met some incredible fam-
ilies along the way.”
As a precaution due to the
flu bug that had been sweep-
ing through the area over the
winter, Zack is not currently
attending classes at school,
but rather being tutored at
home four times a week. He
said he enjoys the tutoring, as
it helps him concentrate bet-
ter.
Things are looking good for
Zack these days. Though it is
acknowledged that he is not
yet out of the woods, signs
point to him being cancer-free
by the one-year anniversary of
his diagnosis.
There are upcoming scans
to determine what further
course of action is needed, but
otherwise, Linda said that re-
habilitation is being per-
formed on Zack’s shoulder in
order to get it strong enough
to hunt this upcoming fall.
“He is doing so well,” she
said. “I am so relieved. It was
pretty touch and go there for a
while.”

Moyamoya Syndrome not stopping McHugh
Silver Lake’s Shawn McHugh, pictured

nosed with Moyamoya Syndrome. Moy-
amoya, by definition, a cerebrovascular
disorder in which the main cerebral ar-
teries at the base of the brain are re-
placed by a fine network of vessels. It
is caused by progressive stenosis of
the large-caliber vessels and develop-
ment of collateral network.

Welbes contends with Prolactinoma
Waconia’s Eliana Welbes, pictured
middle, was diagnosed with Pro-
lactinoma. It is a condition where, by
definition, a usually benign tumor in
the brain’s pituitary gland overpro-
duces a hormone called prolactin.
According to the Mayo Clinic, this
overproduction causes a decrease in
estrogen, which can impair vision,
cause infertility and other adverse
side effects.

Two years ago, Emily Ped-
ersen’s occasional bout of
“not feeling right” and a fever
seemed liked a virus or run-
of-the-mill flu.
“It didn’t really strike me
that something was wrong,”
said Diane Pedersen, mother
of the Hutchinson 12-year-
old.
But then the fever would
pop up in a regular three-
week cycle, and would last
about four days.
“Suddenly, I realized the
school nurse was calling me
every three weeks, saying
Emily was sick again,” said
Diane. After a third round of
being called by the school
nurse, Diane made an ap-
pointment with a pediatrician,
who ran some tests. Emily’s
urine showed high levels of
blood and protein.
The family was referred to
Children’s in the Twin Cities,
which ruled out the first prob-
able cause of Emily’s illness
— lupus.
But doctors did discover
that scar tissue was forming
on her kidneys, which inhibit-
ed their function.
A biopsy in May 2014
failed to determine the cause
of the scarring.
Since then, Emily’s bouts
of fever have subsided, but
she still feels the effects of
her scarred kidneys.
She’s active in volleyball,
softball and other activities,
volunteers at the hospital and
is in Girl Scouts, but some-
times has to curtail her partic-
ipation when she gets
headaches or tires out.
“She’ll tell you that she
feels fine 98 percent of the
time,” said Diane. “This is
just part of her everyday
life.”
Doctors are still not sure
what caused the condition,
nor will they offer any pre-
dictions as to whether Emily
will eventually need dialysis
or a transplant.
“They don’t know, and
they don’t want to say,” said
Diane. “For now, we’ll just
keep monitoring her. This re-
ally hasn’t stopped her. She’s
very involved, very active,
and the goal is to let her stay
that way.”
Emily is one of the benefi-
ciaries of this year’s Tim Orth
Foundation’s Basketball Jam-
boree, set for Saturday night
in the Glencoe-Silver Lake
High School gymnasium.

ture, or what her life ex-
pectancy may be.
But the life expectancy
question “is always eating at
me,” said Amanda. She did
some research, and “what I
find is five to 10 years, but
the doctors can’t really give
me an answer.”
Amanda said that family
and friends have been a huge
source of support for the
family, in particular Corey’s
mother and grandmother.
Corey’s mother takes care of
Emma when Amanda works.
“My husband’s mom and
grandma are the best helpers
we could ever have, and
Emma loves to go to Grand-
ma’s,” said Amanda.
Emma will reach the one-
year mark of her diagnosis in
June, and the Olmscheids, of
course, are hoping for many
more Junes to come around.
Emma just seems to be
living in the present, enjoy-
ing watching “Bubble Gup-
pies” and “just being very
sociable. She loves being
around people, ” said her
mother.

Suffering and blessing
“…they rejoiced that they were considered worthy to suffer dishonor for the sake of the name.” — Acts 5:41
A
s spring creeps into reality, we are reminded that “absence makes the heart grow fonder.” Warm weather and green
grass excite us because winter has deprived us of them. When something is lost, a new perspective is found.
This awareness touches the fringe of something even more significant …the times that we suffer. While suffering may
direct us to be inwardly directed and bitter, it also has the potential to direct us to greater openness and thanksgiving. Go
figure. It is as if suffering awakens us to see what is important in life. Whether it be mild suffering or great suffering, the
Holy Spirit has the ability to make it a spiritual exercise leading to thanksgiving.
After Jesus’ suffering was seen as necessary for his victory, the New Testament witness is that his followers considered
it an honor to suffer in his name. That’s quite a different perspective than thinking a faithful life is one of blessing upon
blessing. Blessing and suffering don’t seem to belong in the same sentence in some people’s view. Yet Jesus invitation was
not to watch him suffer so we don’t have to, but to pick up the cross and follow. God’s call to follow, to serve, to love, and
to care carries with it suffering.
Grant, Lord, that we may indeed suffering for your sake and instead of bitterness we may be given a thankful spirit.
Amen

Trailblazer Transit is strug-
gling to find drivers for its
expanded service, its joint
powers board heard Thursday
morning.
Executive Director Gary
Ludwig said the system has a
total of about 10 part-time
and full-time slots to fill.
“There are concerns about
salary,” said Ludwig. “We
were concerned about that
coming into this (expanding
into Wright County).”
Ludwig said Trailblazer
bus drivers start at about $16
an hour.
He noted that overall,
wages tend to be higher in
Wright County because of its
closer proximity to the metro
area. Wages there tend to be
higher than those offered for
similar positions in McLeod
and Sibley counties.
Jack Russek, a Delano City
Council member who sits on
the Trailblazer Joint Powers
Board, said that the recover-
ing economy has created a
greater need for drivers.
“Everyone is looking for
drivers right now,” said
Russek. “Schools, construc-
tion, everyone.”
McLeod County Commis-
sioner Doug Krueger agreed,
saying that Trailblazer is try-
ing to find drivers from a
dwindling pool of available
employees.
Ludwig said a round of in-
terviews was set for Friday
with candidates, and suggest-
ed that the joint powers board
hold off a discussion on
whether it should raise its
wages until after those inter-
views.
“Let’s just see how this
plays out,” said Ludwig, who
noted that he was not asking
for increased wages at this
time, but just wanted the
board to be aware of the situ-
ation.
Ludwig also said he feels
there will be more applicants
from Wright County once
Trailblazer completes its
building there.
“There will be more of a
sense of permanency and
presence once we get a build-
ing there,” said Ludwig.
Ludwig also said that any
salary increases would need
to be approved by the Min-
nesota Department of Trans-
portation (MnDOT), which
provides a great deal of pub-
lic transit’s funding.
He suggested reviewing the
topic again at the board’s
next meeting, set for May 21.

As you slow down to 30
miles an hour going through
Biscay, try to imagine what
this fine town was like 100
years ago. It is surrounded by
rich farm land and was estab-
lished in 1886 and named
after the famous Bay of Bis-
cay off the coast of France.
The Chicago, Milwaukee
& St. Paul Railroad was a
very busy depot on the route
between Glencoe to Hutchin-
son. The 1930 census lists
275 people living here. The
depot stood where the
Neisen’s Bar is now. F.A.
Osmek was the railroad
agent, express and telephone
agent. Looking closely you
can spot faint traces of the
railroad bed on the southwest
side of Highway 22 between
Glencoe and Hutchinson.
The Biscay Co-operative
Creamery Association, estab-
lished in 1889, was the first
cooperative creamery in the
state of Minnesota and took
state butter awards in 1938,
1939 and 1942 with its Bis-
cay Premium Butter. In June
1889, the creamery paid 67
cents for 100 pounds of milk.
One progressive farmer kept
impeccable records and
found he made a yearly profit
of $26.17 per cow. It is re-
ported that Henry Ulrich Sr.
was one of the first farmers to
believe in purebred cattle and
at retirement age, sold one
purebred animal, using the
proceeds to buy a house. The
creamery had as many as 200
patrons at one time but closed
in 1969. The creamery and
the 40-foot brick chimney
still stand.
The State Bank of Biscay
was located across Highway
22 from Neisen’s Bar and is
now a vacant lot. It was
opened in 1909 and did a
good business. The Depres-
sion forced the bank to close
in 1933. It was soon turned
into a thriving municipal
liquor store. The Depression
and Prohibition were over.
“Happy Days Were Here
Again!” The gigantic walk-
in-vault was used to store
money and expensive bottles
of liquor.
Oh, people had fun in that
little establishment, lots of
laughs by the locals and sur-
rounding farmers.
Starting in the 1970s, ener-
getic, friendly Everett Ernst
and his wife managed it for
many years. In the 1940s,
Emil Zupfer and later John
Raden had a barber shop in
one corner.
Frank Bandas had a ma-
chinery dealership and later a
general mercantile store
which sold groceries, hard-
ware and clothes. Frank’s
wife Josie was the head clerk.
At other times Pechousek,
Kuester, Kolar and a Peterson
owned it. Then a very trust-
ing Henke owned it. Just say
“Charge it” or “Put-err
Down,” as he entered it into
his tab book; you could pay
for it later.
A.G. Lhotka sold hardware
and stoves. A.W. Ohland sold
Case tractors. Another man
sold Massey Harris equip-
ment. Martin Matousek had a
blacksmith shop there start-
ing in 1917. You could rent a
room at the hotel for $1 a
day.
The Biscay Flour Milling
Company was owned by Jos.
Burich and Jos. Monroe and
later by Frank Bandas. They
sold Biscay XXXX Patent
Flour. They could get 34
pounds of flour out of one
bushel (60 pounds) of wheat.
Steinkopf & Neilson
owned the grain elevator. A
stockyards adjoined the rail-
road tracks.
Burdorf ’s gas station at
Biscay Oil was a busy place.
He also delivered to farms.
Henry Bartel and then Vern
Nelson operated a car and
tractor repair up until approx-
imately 1970. In the very
early days, Fritz’s Place had a
pool hall and a bowling alley.
A Fourth of July parade
marched down Main Street
for many years.
The Biscay Post Office was
established in 1889 and was
first located in the elevator
office. John Kennedy was the
first postmaster. After several
Kennedy postmasters, Frank
Osmek was appointed post-
master in 1917 with offices
located in several places, in-
cluding the porch of his
house.
The Biscay Hall still looks
in fine shape from the outside
even today. The inside is
questionable. It was once
filled with many activities,
dances, home talent plays and
comedy skits put on by the
Community Club and three-
act live plays put on by the
Biscay Dramatic Club with
music by the Biscay Orches-
tra. Admission was 75 cents
to see “Turn to the Right”
play and many others.
Free movies were shown
on Friday nights during the
summertime. Kids would get
very excited about attending.
The screen was a huge sheet
tied to two telephone poles
with flat benches to sit on.
During western movies the
stage coach wheels turned
backwards.
In the 1940s, Art and
Bessie Benkowski started a
little bar and restaurant in
their house located right on
Highway 22. The house din-
ing room had room for about
five standing customers and
their living room had three
booths and three small tables.
Bessie served delicious
home-cooked noon lunches
for 75 cents.
A huge modern 2-story
brick school house with sev-
eral rooms was built. The
McLeod County Historical
Museum was located in it for
a few years starting in 1980.
Now it is a private residence.
The neat St. John’s Luther-
an Church located 2½ miles
southwest of Biscay is still
active and has a delicious ice
cream social every year. The
well-groomed cemetery has
many familiar names of Ger-
man and Czech descent.

County to check into shop problems
By Dave Pedersen
Correspondent
In order to get “peace of
mind” the McLeod County
Board of Commissioners
voted to hire Braun Intertec
to perform an onsite building
evaluation of the highway
shop near Silver Lake at a
cost of about $7,788, but not
to exceed $10,000.
The decision was made at
the meeting on March 17
after Highway Engineer John
Brunkhorst gave an update on
the SLATS highway shop
(Silver Lake/Lester Prairie
Transportation Services) that
started operation in June
2014.
The structure is experienc-
ing some concrete floor
cracking issues as well as
other construction issues that
include condensation, water
dripping, high humidity and
cold drafts.
The total cost for construc-
tion to date is $1.22 million
and engineering costs run
$82,066 One thing left to do
this summer is plant trees and
shrubs, costing between
$5,000 and $7,000.
Brunkhorst said the con-
crete floor shrinking and
cracking is an issue of long-
term durability. The same is
true for the metal building
with concern of workmanship
for long-term durability and
maintenance.
“We are getting rust on our
vehicles and on metal sheet-
ing,” added Brunkhorst. “We
should not have the cracks we
have now. We want to have a
site that is there 50 to 60
years.”
Commissioner Ron Shi-
manski asked if the problem
could be due to site prepara-
tion. Brunkhorst did not think
so, adding a big factor could
be that when the concrete was
poured the humidity dropped
and a cold front came
through.
Commissioner Sheldon
Nies asked if issues are
found, who pays for the re-
pairs. Brunkhorst said the
county can use the warranty
with RAM General Contract-
ing and the bond company.
Plus the county is withhold-
ing a small amount of pay-
ment.
Brunkhorst has been in dis-
cussion with RAM, which
thinks the cracking may be
from the type of equipment
the county has there. When
snow melts off there is extra
moisture in the building.
“We think there is an issue
with how the vapor barrier
was installed,” said Brunk-
horst. “This evaluation would
include going on the roof to
see how it is put together.
Every time we look a little
more we find something else.
RAM has been responsive
when we find stuff, but we
keep finding stuff. In hind-
sight, we could have had an
onsite project inspector
throughout the whole project,
but we elected to go the route
of having the contractor do it.
The project manager is no
longer with the company.”
Commissioner Paul Wright
said, “If we inspect this facili-
ty we will know where we are
at and not wait 10 years down
the road and wished we had
done this step. In order to
have leverage for any repairs
or corrections, we should
spend the money to have
these issues documented.”
Brunkhorst added, “We
don’t want to pay for it down
the road if we can get it paid
for up front by the contrac-
tor.”
The board started the facili-
ty process with a cost esti-
mate study in 2011, followed
by a site study in 2012 and
awarded the bid to RAM
General Contracting in July
2013.
