Blue Jays batter Brewers at Glencoe Days

New uniforms didn’t
change the results for the
Plato Blue Jays, who won
their 10th game in a row via a
17-1 defeat of the host Glencoe Brewers at Vollmer Field
on Friday, June 24.
The Blue Jays, decked out
in sparkling new duds, overwhelmed their hosts during
the Glencoe Days matchup,
scoring runs in their first six
turns at the plate.
The Brewers could muster
up a lone tally in the third inning against their Crow River
Valley League West Division
rivals.
Matt Odegaard smacked a
two-run home run in the second inning before Chris Odegaard launched a grand slam
to deep right center in the
fifth.
Glencoe’s run came on an
RBI single by Mason Goettl
that drove home Tyler Chap.
The Brewers logged seven
hits against Plato’s pitching
combo of Cody Hallahan and
Mitch Pinske, while the Blue
Jays pounded out 16 hits
against a quartet of Glencoe
hurlers.
Hallahan earned the win
after striking out eight batters
over six innings, while allowing six hits, two walks and
one earned run.
Chris Odegaard and Nolan
Lepel each had five RBI as
well as one triple apiece;
Lepel also hit a double as part
of a 3-for-5 night with three
runs scored.
Back at Blue Jay Stadium,
Plato won its 11th consecutive game the next night by
defeating Watertown 5-3.
Starting pitcher Adam
Prehn earned the win with
seven innings of work, scattering five hits and six walks
while striking out two with no
earned runs allowed. Matt
Odegaard claimed the save
after tossing the final two
frames.
Lepel smacked a homer as
part of a 2-for-4, two RBI,
two run game, while Matt
Odegaard drove in two runs
and scored twice on a 2-for-4
day.

The Brownton Bruins won
their second game in their last
three matchups, while sending
the host Glencoe Brewers to a
fifth-straight loss as the visi-
tors won 3-1 at Vollmer Field
on Sunday, June 26.
Bruins starting pitcher Dyland McCormick was dominant, striking out 10 batters in
a complete game performance, allowing just four hits,
three walks and one earned
run.
Brewers starter Jaime Paumen also turned in a solid performance, allowing two runs –

Quite a
week for
Petersen

Glencoe-Silver Lake graduate Teddy Petersen received
several honors last week to
cap off his playing career
with the Panthers’ baseball
team.
Petersen played as part of
the Metro West team in the
42nd-annual Minnesota High
School Baseball All-Star Series, held in Chaska and
Chanhassen last weekend.
He was also selected as one
of 12 scholar/athletes to earn
a Minnesota High School
Baseball Coaches Association
(MHSBCA) scholarship.
To top off the list of honors,
Petersen was also one of 25
named to the MHSBCA Class
AA All-State Team.
As a senior, Petersen paced
the Panthers with a .575 batting average. He also led the
squad with 24 RBI, 37 runs
scored, eight doubles, five
triples and the team’s lone
home run of the spring in 22
games.

5102 baseball team kept up
its winning ways by claiming
a doubleheader sweep of visiting Delano on a gloriously
comfortable night at Vollmer
Field.
Carsen Streich took the ball
as the starting pitcher for the
opening game and tossed a
two-hit, six-strikeout gem at
the Tigers, allowing two
earned runs over six innings
in a 4-2 Panthers win.
Spencer Lepel and Chandler Glaeser both went 2-for3 with one run scored, with
Lepel joining Taylor Schauer
and Dylan Richter with one
RBI apiece in the contest.
Glaeser got the start in the
nightcap and was impressive,
allowing two hits, three walks
and no earned runs while
striking out four in a 10-2
Glencoe triumph.
Schauer swung the biggest
bat on the night, going 2-for-4
with a triple, four RBI and
one run scored. Gabe Roepke,
Tyler Siewert and Joe
Knudten scored two runs
apiece.

The patient responds, “That sounds too simplistic. I read on the internet that people with my symptoms improved
after taking this expensive medication. Another website mentioned a surgical procedure that helped. One online expert suggested a strenuous routine of diet and exercise.”
The doctor replies, “Sir, I studies this illness in medical school. I specialize in treating it. Look at my credentials.

universal remedy for sin. This remedy’s power is certified by Jesus’ resurrection from the dead!

GENERAL PROVISIONS
The City Council of the City of
Glencoe hereby ordains:
Section 1: Section 508.30 of the
Glencoe Municipal Code shall be
added to Chapter 5, Land Use Control, General Provisions as follows:
508.30 Solar Energy, Purpose &
Intent
Glencoe (“City”) believes it is in
the public interest to encourage renewable energy systems that have a
positive impact in energy conservation with limited adverse impact on
the community. While Glencoe
strongly encourages increased energy
conservation and improved energy
efficiency, the city also finds that increased use of appropriate renewable
energy systems will be an important
part of improving urban sustainability.
The renewable energy regulations
are intended to supplement existing
zoning ordinances and land use practices and ensure these systems are
appropriately designed, sited, and installed. These regulations are in
place to balance the need to improve
energy sustainability through increased use of renewable energy systems with concerns for preservation
of public health, welfare, and safety,
as well as environmental quality, visual and aesthetic values, and existing neighborhood social and ecological stability.

Vice President Schrupp opened
the public hearing. PWD Schreifels
gave an overview of the Municipal
Separate Storm Sewer System (MS4)
general permit as mandated by the
federal regulations under the Clean
Water Act and administered by the
Minnesota Pollution Control Agency.
The MS4 permitting program gives
owners or operators of municipal
separate storm systems approval to
discharge stormwater to lakes, rivers
and wetlands. The primary goal of
the MS4 general permit is to improve
water quality by reducing pollutants
in stormwater discharges and aims to
ensure proper management of
stormwater discharges into waters of
the state.
A review of the six important
components of Stormwater Polluiton
Prevention program of the City of
Glencoe for 2015 was presented.
No public input was given. Motion to close the hearing by Ziemer,
second by Dietz. All members voted
in favor.
Vice President Schrupp opened
the hearing. City Attorney Jody Winters reviewed the ordinance noting
that the appeals and abandonment
sections were updated and the word
“issue” to be changed to “impose” in
Number 6 –Abandonments.
There was no public input. Motion
to close by Councilor Perschau, second by Councilor Dietz. All members
voted in favor.
Motion to approve the second
reading of Ordinance Number 594
with changes stated by Attorney Winters by Dietz, second by Perschau.
All members voted in favor
John Rodeberg, SEH, gave a
power point presentation of the Central Storm Water Modeling. The
model of the existing system and
showing an upgrade to a 48 inch pipe
resulted in limited flood benefit- reduced flood time with minor elevation improvement.
Revisions will be considered including a surge basin on north side of
the railroad tracks.
Additional information will be
presented once preliminary scoping
costs are developed for various alternatives.
Discussion concerned the fact that
there is water flowing back from the
east to west – this needs to be addressed. Rocks and debris need to be
removed if possible from the arch
pipe deterioration.
It was recommended by the
Mayor and City Administrator not to
appeal the permit denial of the
BCWD for the NE Drainage Outlet.
It was determined that the concerns
of this 1100 acre watershed district
north of the City is a regional problem and a petition to the BCWD will
be forth coming when all information
is gathered concerning the central
corridor drainage and its effects on
the City.

Schreifels presented the recommendation of the Personnel and Legislative Committee to approve the request of Gruenhagen and Dostal for

Cooperative Agreement with the City

WORK ORDER #1- John Rodeberg, SEH, presented the work order
for minor extra work. The existing
pipe size was found to be too small
and in poor shape upon excavation.
Prior to excavation it was confirmed
by the MN DOT, BCWD and SEH
that the pipe that existed was 72
inches. It was discovered to be a 48
inch square. A new larger pipe size
is required to complete the storm
sewer crossing of Lindbergh Trail.
Work order amount is $46,152.02.
CHANGE ORDER #1- Mr. Rodeberg also presented the change order
of the contractor providing for a revised schedule for phasing of the
project. The proposed schedule will
complete Phases 5 and 6 prior to
Phase 4. This will provide permanent
water connection to Seneca Foods as
soon as possible. This request will
not alter the completion date of the
project.
Mr. Rodeberg handled questions
and the discussion from Member
Robeck regarding SEH’s liability of
the work order costs.
Councilor Ziemer motioned approval of the Work Order and
Change Order. Councilor Perschau
seconded the motion. Members voting in favor, Perschau, Ziemer, Dietz
and Schrupp. Member voting no,
Robeck. Motion carried.
City Attorney Jody Winters update
the council on the Order of Repair
for the hazardous residence at 307
DeSoto Avenue. The property owner
did not address the issues in the
Order for Repair within the 30 days
given. A summons and proposed motion for summary enforcement was
served on her. After conversations
held with the City Attorney and
Chief of Police and the property
owner, the owner decided to deed the
property to the City so the issues
could be addressed. Once deeded
over, the property would be demolished. No demolition bids were presented at this time.
A motion by Councilor Robeck to
accept the property at 307 DeSoto
Avenue. Second by Councilor Dietz.
All members voted in favor. Once the
house is removed the land would become part of Oak Leaf Park.
Assistant City Administrator Dan
Ehrke presented the proposal of P B
Seeds, a retail seed distribution business, for land purchase located in
Block 2 of the GlenTech Park. Purchase price derived at is $.65 per
square foot for 16,070 square feet of
property making the total purchase
price $10,445.50. The location gives
the buyer the option for future expansion with the First Right of Refusal
on the adjacent lot. The City would
have design approval for the building
and landscaping.
Councilor Schrupp entered the
motion to approve the offer for
16,070 square feet at $.65 per square
foot of P B Seeds of Block 2 in GlenTech Park with First Rights of Refusal on the adjacent lot and design
approval. Councilor Dietz seconded
the motion. All members voted in
favor.
Assistant City Administrator Dan
Ehrke presented the proposed
changes to the fee schedule for the
Glencoe City Center as discussed and
recommended by the Finance Committee. The changes will improve the
operations, as well as adjust some of
the rental fees to off-set set-up and
clean-up costs associated with
space/room rentals. Changes include
specifying a block of hours and fee
increases.
Motion to approve the fee schedule and rental hours as proposed entered by Councilor Perschau and seconded by Councilor Dietz. All members voted in favor. The new schedule will go into effect immediately.
Police Chief Raiter presented the
resolution for grant monies for traffic
safety projects with Officer Fiebelkorn as the executor of the grant
monies.

to be the fiscal agent and administer

The City of Silver Lake is issuing the results of monitoring done on its drinking water for the period from January 1 to
December 31, 2015. The purpose of this report is to advance consumers’ understanding of drinking water and heighten
awareness of the need to protect precious water resources.
Source of Water
The City of Silver Lake provides drinking water to its residents from a groundwater source: a 220-foot-deep well that
draws water from the Quat. Buried Artes. aquifer.
The Minnesota Department of Health has determined that the source(s) used to supply your drinking water is not particularly susceptible to contamination. If you wish to obtain the entire source water assessment regarding your drinking
water, please call 651-201-4700 or 1-800-818-9318 (and press 5) during normal business hours. Also, you can view it
on line at www.health.state.mn.us/divs/eh/water/swp/swa.
Call 320-327-2412 if you have questions about the City of Silver Lake drinking water or would like information about
opportunities for public participation in decisions that may affect the quality of the water.
Results of Monitoring
No contaminants were detected at levels that violated federal drinking water standards. However, some contaminants
were detected in trace amounts that were below legal limits. The table that follows shows the contaminants that were
detected in trace amounts last year. (Some contaminants are sampled less frequently than once a year; as a result, not
all contaminants were sampled for in 2015. If any of these contaminants were detected the last time they were sampled
for, they are included in the table along with the dates that the detection occurred.)
Key to abbreviations:
MCLG – Maximum Contaminant Level Goal: The level of a contaminant in drinking water below which there is no
known or expected risk to health. MCLGs allow for a margin of safety.
MCL – Maximum Contaminant Level: The highest level of a contaminant that is allowed in drinking water. MCLs are
set as close to the MCLGs as feasible using the best available treatment technology.
MRDL – Maximum Residual Disinfectant Level.
MRDLG – Maximum Residual Disinfectant Level Goal.
AL – Action Level: The concentration of a contaminant which, if exceeded, triggers treatment or other requirement
which a water system must follow.
90th Percentile Level – This is the value obtained after disregarding 10 percent of the samples taken that had the highest levels. (For example, in a situation in which 10 samples were taken, the 90th percentile level is determined by disregarding the highest result, which represents 10 percent of the samples.) Note: In situations in which only 5 samples are
taken, the average of the two with the highest levels is taken to determine the 90th percentile level.
pCi/l – PicoCuries per liter (a measure of radioactivity).
ppm – Parts per million, which can also be expressed as milligrams per liter (mg/l).
ppb – Parts per billion, which can also be expressed as micrograms per liter (μg/l).

While your drinking water meets EPA’s standard for arsenic, it does contail low levels of arsenic. EPA’s standard balances the current understanding of arsenic’s possible health effects against the costs of removing arsenic from drinking
water. EPA continues to research the health effects of low levels of arsenic, which is a mineral known to cause cancer
in humans at high concentrations and is linked to other health effects such as skin damage and circulatory problems.

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home
plumbing. City of Silver Lake is responsible for providing high quality drinking water, but cannot control the variety
of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the
potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in
drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking
Water Hotline or at http://www.epa.gov/safewater/lead.
Monitoring may have been done for additional contaminants that do not have MCLs established for them and are not
required to be monitored under the Safe Drinking Water Act. Results may be available by calling 651-201-4700 or 1800-818-9318 during normal business hours.
Compliance with National Primary Drinking Water Regulations
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs,
springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring
minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or
from human activity.
Contaminants that may be present in source water include:
Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban stormwater
runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff,
and residential uses.
Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and
septic systems.
Radioactive contaminants, which can be naturally-occurring or be the result of oil and gas production and mining
activities.
In order to ensure that tap water is safe to drink, the U. S. Environmental Protection Agency (EPA) prescribes regulations
which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration
regulations establish limits for contaminants in bottled water which must provide the same protection for public health.
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants.
The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water
Hotline at 1-800-426-4791.
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants,
people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from
the Safe Drinking Water Hotline at 1-800-426-4791.

A person was taken by ambulance to the Ridgeview Hospital.
11:45 a.m. — A deputy assisted
the Minnesota State Patrol with a
vehicle in a ditch near a business
on Highway 7, east of Hutchinson.
5:02 p.m. — A deputy spoke
with an individual who had been
involved in a two-vehicle accident
that occurred earlier in the day in
the area of County Road 2 and
120th Street, north of Glencoe.

1:22 a.m. — A deputy assisted
the Winsted Police Department
with a suspicious person at a
business on Sixth Street N in
Winsted.
1:43 a.m. — The sheriff’s office
assisted the Winsted police with a
disturbance at a residence on
Scenic Circle in Winsted. The situation was mediated.
3:52 a.m. — The sheriff’s office
assisted Hutchinson police with
an unwanted person at a business on Highway 15 S in Hutchinson.

with some individuals regarding

deputy advised them that it was a

5:29 p.m. — An ATV driving
complaint was received in the
area of 196th Road and Ulm Avenue, west of Hutchinson. A
deputy spoke to the involved individuals and determined that no
laws were being broken.

2:16 p.m. — A deputy responded to a domestic situation at a
residence on Highway 7, north of
Silver Lake.
7:25 p.m. — The sheriff’s office
and Allina Ambulance responded
to a single-vehicle rollover on
Harvest Road near 145th Street,
north of Glencoe. There were no
injuries. The driver, Cody Dansby,
26, of Hutchinson, was arrested
on a probable cause charge of
driving while intoxicated and
taken to the New Ulm Detox Facility, where he was placed on
hold for court.
9:10 p.m. — The sheriff’s office
assisted the Brownton Police Department with a domestic at a residence on Sixth Avenue S in
Brownton. Allina Ambulance also
responded. During the investigation, it was discovered that there
also had been damage to property on 130th Street, southeast of
Hutchinson.

12:18 a.m. — The sheriff’s office and state patrol responded to
an animal complaint in the area of
Falcon Avenue and 180th Street,
west of Lester Prairie. The animal
was retrieved.

of Neal Avenue SW and Dale
Street SW in Hutchinson.

southwest of Brownton. The person was taken by ambulance to

Silver Lake. A person was taken
by ambulance to the Glencoe
hospital.
8:51 p.m. — The sheriff’s office
assisted the Winsted police with a
disturbance at a residence on
Baker Avenue E in Winsted.
9:29 p.m. — The sheriff’s office
assisted the Glencoe police with
an unwanted person at a residence on Edgewood Drive in
Glencoe.
SATURDAY, JUNE 25
12:24 a.m. — A deputy assisted the Brownton police, Brownton
First Responders and Allina Ambulance with a medical at a residence on Ninth Avenue S in
Brownton.
11:27 a.m. — Deputies responded to a complaint regarding
juveniles at a residence on Jefferson Road, southeast of Hutchinson.
1:26 p.m. — The sheriff’s office, Minnesota State Patrol,
Glencoe police and fire departments, and Plato Fire Department
responded to a vehicle on fire
near a business on Highway 212,
east of Glencoe. The fire was extinguished.
10:36 p.m. — A deputy, the
Stewart First Responders and
Buffalo Lake Ambulance responded to a medical at Stewartfest in
Stewart. A person was taken by a
family member to the Hutchinson
hospital.
SUNDAY, JUNE 26
12:15 a.m. — The sheriff’s office and Winsted police assisted
the Wright County sheriff’s office
with a report of a missing juvenile,
who was found by Wright County
officials.
12:38 a.m. — Deputies responded to an assault that occurred at Stewartfest in Stewart.
1:39 a.m. — The sheriff’s office
assisted the state patrol with a
car-deer accident in the area of
Highway 22 and 155th Street,
southeast of Hutchinson. The Allina Ambulance also responded.
2:31 a.m. — A report was received of a car stuck on the railroad tracks near 95th Street, west
of Glencoe. The sheriff’s office assisted the Glencoe police with the
incident. The vehicle was removed.
9:56 a.m. — The sheriff’s office
assisted the Winsted police, Winsted First Responders and
Ridgeview Ambulance with a
medical at a residence on Shady
Creek Drive in Winsted.
11:29 p.m. — A deputy responded to a report of suspicious
activity at a business on Highway
212, east of Glencoe. Everything

Drive, west of Silver Lake. The
patient refused transport.

to a medical on 130th Street,
northwest of Glencoe. The person
was taken by ambulance to the
Glencoe hospital.
5:36 a.m. — The sheriff’s office
and Glencoe police responded to
a complaint regarding a suspicious vehicle on Ideal Avenue,
south of Glencoe. Everything was
fine.
7:01 1.m. — A road hazard was
reported at the intersection of

Winthrop, pleaded guilty to obstructing the legal process and
fourth-degree driving while impaired. He was placed on probation for two years with the following conditions: that he serve 16
days in the Sibley County Jail,
complete a chemical use assessment and follow all recommendations, have no use or possession
of alcohol or drugs and be subject
to random testing, attend a victim
impact panel, perform five days of
sentence to service, remain law
abiding, pay a $300 fine, and pay
a $95 surcharge.

Looby presiding:
Nicholas David Selle, 30, of
Gaylord, appeared for sentencing
on a charge of felony domestic
assault. The court stayed adjudication of sentence and placed
him on probation for five years
with the following conditions: that
he obtain permission from his probation agent before leaving the
state, serve 120 days in the Sibley County Jail, complete a domestic abuse assessment and follow all recommendations, complete a mental health evaluation
and follow all recommendations,
have no use or possession of alcohol or drugs and be subject to
random testing, perform 15 days
of the sentence to service, obtain
and maintain employment, and
remain law abiding.
Josue Alvarado, 21, of Arlington, pleaded guilty to a gross misdemeanor charge of obstructing
the legal process. He was placed
on probation for two years with

serve 90 days on electronic alcohol monitoring, successfully complete outpatient chemical depend-
ency treatment and any after
care, have no use or possession
of alcohol or drugs and be subject

Mankato, pleaded guilty to a
charge of fifth-degree possession
of a controlled substance. The

2016 Stewartfest Celebration
A crowd gathered in Stewart City Park Friday night
as the annual Stewartfest celebration opened, enjoying burgers, sweet corn and other goodies
while members of area fire departments competed
in the annual waterball contest.
The Stewart Lions kids pedal pull drew a good
number of kids Sunday morning, including
Grayson Husfeldt.
Saturday afternoon was hot, but the
grande day parade went on. Shown
above is Nolan Schulz in his antique
pickup promoting Westphal & Schulz,
seed dealers.
Xtreme Ball was a new feature at Stewartfest this year. Many
enjoyed bouncing and rolling around in the city park.
This group of horses brought up the rear of the Stewartfest Grande Day parade, providing some precision
maneuvering by the riders.
