After losing key pieces
from last year’s team that
went 8-3 and made it back to
the Class AAA state tourna-
ment for the first time since
2010, the Panther football
team will have to do what it’s
done before: reload.
Softening that blow is the
addition
of leg-
endary
coach
Dave
Dose,
who
takes
over as
defen-
sive co-
ordinator for current Glen-
coe-Silver Lake’s newly ap-
pointed Activities Director
Dean Schwirtz.
Dose was an assistant last
year, and offering him the po-
sition was a “no brainer,” ac-
cording to Head Coach Scott
Tschimperle.
“He was the only name that
myself, or any of my coaches,
could come up with,” said
Tschimperle, who also com-
mented on his predecessor’s
intelligence, and love for the
program. “Just the knowledge
he has for the game, and the
passion he has for Panther
football – it’s only going to
benefit our kids and make us
a better team. Nobody’s more
competitive in this sport than
he is. We’ve got the right guy
in the right position.”
After a surgery on his knee,
Dose said he’s feeling better
than ever, and is excited to
take on the defense again.
Headlining a list of depart-
ing seniors were running
backs Jake Stuedemann and
Dalton Clouse, who account-
ed for 2,484 of Glencoe-Sil-
ver Lake’s 3,793 rushing
yards a season ago. Remove
them, along with fellow back
Colton Lueders and a good
portion of the offensive line,
and it’s clear the Panthers
have to shore things up offen-
sively before the opening
whistle at Stevens Seminary
Stadium this Friday against
Orono.
Consider this: the three
backs taking over on offense
this year – Gus Mendoza,
Jacob VonBerge, and Tyler
Chap – accounted for a total
of 14 carries and 59 yards
combined in 2013. But after
Saturday’s scrimmage with
Minneapolis North and
BOLD, Tschimperle said he
isn’t that concerned.
“We expect Gus to have a
big year this year. Jacob Von-
Berge has done a great job as
far as stepping up and learn-
ing the whole offensive play-
book,” Tschimperle said.
“Tyler Chap is going to be a
tremendous fullback. He ran
the ball extremely hard and
ran over people (Saturday).”
He then added, “We definite-
ly have to work on our block-
ing.”
Four of the top five defen-
sive players also left this past
spring, including captain line-
backers Keenan Mehlos and
Carter Pinske, who combined
for 131 tackles. Defensive
tackle Tyler Donnay led the
charge on the line last year,

After going 10-17 and losing
in the opening round of the sec-
tion volleyball tournament in
five sets to the Jordan Jaguars,
Lori Schwirtz’s Lady Panthers
are set on 17 wins instead of
losses.
Flipping the script on your
record is never easy, especially
after losing all Wright County
Conference-middle blocker
Steph Klockmann to gradua-
tion.
While Klockmann and fel-
low classmate Amanda Meyer
are no longer with the program,
Glencoe-Silver Lake returns a
battle-tested starting lineup
headed by senior captain Lexi
Kerslake.
Kerslake and Olivia Scharpe
are the only seniors on this
team, and the former entered
into 2014 with 978 digs after
posting 363 a season ago, along
with 154 kills. She eclipsed
1,000 digs after tallying 23 at
the team’s first game Saturday
against Cannon Falls, a disap-
pointing five-set loss in which
the Panthers fell behind after
giving up the first two sets. The
Bombers took set five 15-10
after the Panthers won back-to-
back sets 25-19 and 25-22.
“I’m (125) away from the
school record, and I really want
that,” Kerslake said. “But as a
team, I want more than 10 wins
... This year, we’re at least
going to get 17.”
That goal doesn’t seem lofty
to Schwirtz, who said this
year’s biggest concern is men-
tality.
“We have the skill. We have
the strength,” said Schwirtz.
“It’s going to be (about) mo-
mentum and setting a tone of
not playing with teams.”
Like last year, the word
“scrappy” was thrown around,
which is what the Panthers will
have to be without a single
starter nearing six feet in

Panther football eyes state tournament with new D coordinator

This past weekend I suf-
fered another brilliant melt-
down in the Rusty Chains
Classic Disc Golf Tourna-
ment, which I also tanked in
last year.
With a fresh course and a
bevy of new players, Sun-
day’s 40-hole outing was a
stark contrast from tourna-
ments of old.
Like an idiot I decided to
play in the advanced class,
which is the second most
competitive division behind
open.
I’m an idiot because I’ve
only played the new course
maybe five times, and I’m
still learning how to throw a
new driver I’m not fully fa-
miliar with. I know readers
would love to list a few other
reasons as to why I’m an
idiot, but I’m at least going to
try and tear myself down
somewhat constructively.
Last year, I fell apart during
rain and cold October winds,
and also because I’m a head
case. Yet I still managed to
stay out of last place.
This year, I fell apart during
August sun rays, because,
well, I’m a head case. And
wouldn’t you know it, I
brought home that coveted
last place trophy.
OK, there wasn’t a trophy.
But I got to pick a consolation
prize from a pile of donated
discs, which simultaneously
soothed and salted my
wounds.
Unlike last year, I produced
a solid score after the first 20
holes.

It may only be the first game
of the season, but after a 9-0
victory over Rocori on Satur-
day, Panther girls’ Head Soccer
Coach Zach Otto-Fisher was
very pleased with his squad.
The skipper had good reason
to be happy; the nine goals his
girls scored were four more
than the 2013 team put together
all season. But Glencoe-Silver
Lake wasn’t exactly an offen-
sive monster from the get-go.
“You could tell over the first
five to 10 minutes that we’re
used to playing defense,” said a
laughing Otto-Fisher. But as the
game went on, “juniors Maddie
(Kuehn) and Keisha (Prafke)
handled the mid-field and really
took charge. They communicat-
ed more in that game than their
past four years.”
Otto-Fisher also said the
score could have been even
more lopsided, as his girls
weren’t quite spot on with ball
placement, causing a couple
balls to barely miss, or get de-
flected.
The offense wasn’t the only
thing clicking Saturday at Ro-
cori. Standout goalie Zoe
Christensen only faced one shot
all game, as opposed to double
digits she saw a season ago.
Though it’s early on, Otto-
Fisher said “There was a lot of
good things they did.
“I’m happy with the passing,
but we just need to finish a few
more plays” offensively.
The key now, said Otto-Fish-
er, is trying to find a happy
medium, and sustaining a win-
ning mentality throughout the
remainder of the schedule.
“We have to find a balance,
so we’re not always shying
away and trying to play de-
fense,” Otto-Fisher said.
Adding that his Panthers need
to play to win, and not to lose.
GSL got that chance yester-
day, when it traveled to Wor-
thington. The Panthers are then
off until Sept. 2 when they host
Spectrum.

It’s tough to come away
with victories when you let
your opponents creep back
into a game, or a set, and
that’s exactly what the Pan-
ther tennis team did when it
went 2-4 at last week’s home
quads.
On Aug. 19, the Glencoe-
Silver Lake tennis season
kicked off by hosting Sibley
East, Blue Earth Area (BEA),
and United South Central.
(USC). The Panthers were
only able to top Sibley East
4-3, but easily could have de-
feated all three teams. BEA
downed the Panthers 4-3 in
the next series, before USC
escaped with a 5-2 victory.
Thursday, at home once
again, GSL started out with a
6-1 win against Minneapolis
Washburn before just falling
to St. Michael-Albertville 4-
3. Powerhouse Mounds View
only dropped one match to
GSL, winning 6-1.
“We left tennis on the
table, and with a senior-laden
team, I want to see those
(losses) as victories,” Head
Coach Robb DeCorsey said.
“With the experience we
have back, I just felt like we
were playing as an inexperi-
enced team. But it’ll come
along.”
Piper Davis played five out
of six matches at the No.1
singles spot, and came away
with a pair of wins — both
tie-breakers.
“She played some very
tough competitors in those
two days, and I thought she
handled herself well,” said
DeCorsey. “She made a cou-
ple comebacks in those
matches where she was down
kind of big in sets.”
Davis stayed put the most
as far as lineup shifts went

Captain Cortney Konen will
have plenty of work to do as a
5’3” libero this year after accru-
ing over 240 digs last year at the
position. A key to a stout de-
fense, Konen said, is communi-
cation.
“I’ve learned that we really
have to play together as a team
and talk A LOT,” said Konen.
Once they start talking, the
game will become easier Konen
said, since “I feel like I’ve got-
ten better at reading the ball, and
we’ve gotten a lot quicker mov-
ing to the ball.”
Running the offense once
Konen and the Panthers get
their digs this year is junior cap-
tain Layne Herrmann, who had
565 set assists in 2013.
A year older now, Herrmann
said the nerves of being a varsi-
ty setter are no longer with her,
and she expects a big year from
herself.
“My goal would be to get
1,000 set assists this year,” Her-
rmann said, “and to make my
sets more consistent to our hit-
ters.”
The 5’8” setter is one of the
tallest girls on the team, and
noted that this year’s offense
will have to possess more speed
to compete.
“Quicker. We need to be
quicker because we are a lot
shorter than all the other teams,”
Herrmann said. “We need to get
more blocking in, too, because
that will slow up the other of-
fense.”
Asked who her favorite team-
mate is to set to, Herrmann
quickly dismissed the question
with a laugh and said, “I like to
set to everyone. I’ll put it wher-
ever they need it.”
Taylor Novak is the No. 2
outside hitter behind Kerslake,
and turned in 363 digs of her
own last season, along with 124
kills. She returns as a 5’6” jun-
ior, and will take on a bigger
role in Schwirtz’s offense.
Also on the list of returnees
who saw plenty of time last year
is middle hitter Maddy Kalen-
berg, who Schwirtz called a
“work horse.”
Looking to stuff opposing of-
fenses, junior-middle hitter
Erika Ribar has a “knack for
blocking” according to the head
coach.
Junior Emily Muetzel should
also help out the defense, as
Schwirtz said she will “stop at
nothing to keep a ball from hit-
ting the floor.”
GSL’s first home match was
Tuesday, August 26, against
Howard Lake-Waverly-Winst-
ed. Kerslake’s accomplishment
of 1,000 digs was recognized
before the event.
The Panthers now travel to
Norwood Young America on
Sept. 2 before hosting rival
Hutchinson on Thursday, Sep-
tember 4.

It didn’t take long for Head
Coaches Jeff Delwiche and
Jann Savre to see some im-
provements on the Panther
boys’ and girls’ cross country
teams, after competing at Bay-
lor Park against Norwood
Young America and Mayer
Lutheran/Lester Prairie/Holy
Trinity.
Delwiche’s boys took first
with 19 points, while the girls’
52 earned them second.
Though it was an early meet
with only three teams, both
coaches got to preview and
evaluate their current starting
lineups.
Each team had runners im-
prove on their times from last
year’s competitions at the
course, though Delwiche ad-
mitted the layout seemed a bit
easier this time around.
Glencoe-Silver Lake is now
off from competition until
Thursday, September 4, when
Tri-City United hosts its invita-
tional meet at Montgomery Na-
tional Golf Course at 4 p.m.
Boys
“The times are a little mis-
leading. I think it was about
100 meters short,” Delwiche
said before adding that the
boys’ times for this year were
about seven or eight minutes
faster. “That’s pretty good —
over a minute a runner — and
that’s what we need to win the
conference, win the section,
and shoot for a decent berth at
state.”
GSL’s top five varsity boys
nearly swept spots one through
five, allowing only NYA’s Alex
Wischnack to break up the
order with his second-place fin-
ish.
Jac Chelman took first with
16:36, with Isiah Herout trail-
ing just behind in third at
16:44.
Brandon Richter and Garret
Ardolf placed fourth and fifth
with times of 16:45 and 17:46.
Michael Schaefer was the
fifth Panther in a row to cross
the finish line when he com-
pleted the course in sixth place
with a time of 17:49, just three
seconds behind Ardolf.
The Panthers’ top-five times
show just how dangerous this
lineup can be at full strength.
Injuries slowed GSL down at
times last year, especially
Schaefer, who Delwiche said is
“going to be a huge part of our
team this year ... We’re just
hoping he can stay healthy.”
Austin Schroepfer and Gar-
rett Ober went eighth and ninth,
posting times of 18:30 and
18:48, as all the varsity boys
finished within the top 10.
GSL’s team total was an as-
tounding 19, compared to
NYA’s 47, and ML/LP/HT’s
102.
“It’s looking really good,”
said Delwiche, who mentioned
his lineup is about what he ex-
pected. “Jac, Isiah and Brandon
are top three. Then we’ve got
Michael (Schaefer) and Garret
Ardolf, that’s five, and Austin
(Schroepfer) and (Garrett) Ober
are kind of close to each other.
That’s kind of what we thought,
as far as rounding out our top
seven.”
Girls
The Panther girls were able
to put two runners inside the
top 10, as Erica Hecksel and
Tarin Michaelis finished one
second apart. Hecksel took
sixth with 19:21, and Michaelis
seventh with 19:22.
Savre’s runners worked quite
well together in packs, as the
other three girls finished 12th,
13th, and 14th.
Robin Swift finished with a
time of 20:10, while Marlaina
Chelman was five seconds be-
hind her with 20:15. Kayla
Deyonge rounded out GSL’s
top five with a time of 20:50.
Taylor Venier finished 15th
overall with 21:44, while Mary
Schmitt closed out GSL’s top
seven in 19th place with 23:14.
“It was awesome to see the
grouping as we learn to push
and pull each other,” Savre
said. “It was good to get out on
a course to see what each run-
ner was capable of achieving in
this early season competition.
Now we can look forward and
set some individual goals.”
over the two days, while
Rachel Rusten and Callie
Raduenz split some time at
No. 2 singles, also testing
their mettle in doubles’ com-
petition with teammate Ellie
Lepel, who looks to have one
of those slots locked down.
“I felt good about (No. 1
doubles), either with Rusten
and Ellie, or Callie and Ellie,”
DeCorsey said. “I thought
they moved pretty well and
were active.”
The lineup differed quite a
bit from matchup to matchup,
as DeCorsey admitted it
would with the amount of ten-
nis being played.
Lindsey Wedin saw a lot of
time at No. 3 singles, and
bounced back with two wins
Thursday after going 1-2 on
Tuesday.
“She had a good week,”
said DeCorsey. “She’s hitting
the ball and moving the ball
better than she did last year.
“We’ve got to hit balls and
take them seriously. We just
didn’t take care of that part.”
Now the Panthers move
into the conference schedule,
starting yesterday (Tuesday),
GSL traveled to New Prague
before a non-conference
match at home with St. Peter
on Friday. Annandale and
Orono then visit Glencoe on
Sept. 2 for a Wright County
Conference triangular at 3
p.m.

Exactly like last year, I im-
mediately got to work implod-
ing my score by making easy
holes look like they should
have been marked as par fives.
Two holes into the final
round, I found myself again
trying to stave off my very
loud and angry thoughts.
My choice of distraction last
year was Journey’s “Don’t
Stop Believing,” which only
led me to believe I shouldn’t
participate in this tournament
again.
I knew I had to dig deep into
my music-crammed brain for
something that would actually
distract me from the tailspin I
was currently in the midst of.
Slowly, in the background of
my mind, I heard that ridicu-
lous ’90s sound as Scott
Stapp’s voice trickled through
my brain.
“Hold me now, I’m six feet
from the edge and I’m think-
ing, maybe six feet, ain’t SO
FAR DOWN!”
Creed is one my guiltiest of
pleasures. It’s the type of
music that’s so bad it’s beauti-
ful, and it acts like a security
blanket for my ears.
When I really began to de-
cline and realized there was no
coming back, “My Own
Prison” consoled me internally.
My 40-hole score of 138
was only about four to five
strokes away from the middle
of the pack, and had I played in
the intermediate division I
would have took home some
cash.
But that’s alright. The
money went to some much de-
serving players, and I once
again served as a template of
what not to do when it comes
to this event to some of the
newcomers.
In all seriousness, this is an
awesome event. Only a hand-
ful of people came out to pre-
vious tournaments, and this
year attracted 36 players over
five divisions.
The new course kept players
active for over five hours on
Sunday, and the multiple tee
pads allowed for two different
20-hole layouts.
Glencoe is truly lucky to
have such a beautiful new
course, and an active commu-
nity of players to put on such a
well-organized event.
A big thanks goes out to
Kenny Fillbrandt, Matt
Pieschke, and Andrew Hanson
for putting together and run-
ning the tournament.
Now get out to Oak Leaf
and let your discs fly. Next

five sacks as a senior.
The loss of talent is nothing
new for Tschimperle, who’s
coached some very skilled
players in his six seasons
leading the program.
“With the great coaching
staff I have, we take kids that
we think can be the most suc-
cessful at a position, and put
them in a spot that’s going to
help us be successful,”
Tschimperle said calmly.
“That formula has really
worked in the history of
GSL.”
Leading this team as senior
captains are quarterback
Keaton Anderson, tight end
Tanner Grack, cornerback
Bennett Bielke, and defensive
end Zach Jungclaus.
Anderson will be counted
on heavily in his fourth year at
quarterback, especially after a
2013 campaign that resulted
in 885 yards on 128 carries –
third most on the team behind
Stuedemann and Clouse. He’ll
also look to improve upon his
53.1 completion percentage
from last year, when he threw
nine touchdowns to five inter-
ceptions. Grack should help
that cause once again, as he
caught a team high 10 passes
last year for 147 yards and
four touchdowns.
“There’s a lot of pressure on
me this year, losing a lot of
our backs (from last year),”
Anderson said. “I’ve got to be
a bit more of a leader.”
Grack was absent from Sat-
urday’s scrimmage with an in-
jury, and it was a bit notice-
able. Anderson’s first pass of
the year was intercepted after
the receiver stopped running
his route, putting the quarter-
back’s pass directly into the
hands of a North safety.
Anderson joked that was a
good way to start out the year,
saying, “I do want to start
with that and get it out of the
way!”
Despite the miscue, GSL
improved over the scrimmage,
and Grack has been cleared to
play in Friday’s opener. While
the tight end was on the side-
lines Saturday, he took some
notes and said, “We can al-
ways work on pass protection,
and knowing the plays better.”
The only players returning
who regularly started on of-
fense last year, besides Grack
and Anderson, are offensive
linemen Austin Maynard and
Alex Romano.
Defensively, Bielke will
help patrol the backfield and
support the run, while Jung-
claus and the D line look to
pressure and disrupt opposing
offenses.
Bielke, who had 35 tackles
and one interception last year,
said this year’s squad is look-
ing for shutouts, and that the
defense needs to help out its
counterpart with a turnover or
two.
“We want to try and get the
momentum on our side defen-
sively,” said Bielke. “If we
can get a big stop and have
the offense go out with a lot of
momentum, that’s a big deal.”
At 6’3”, 185 pounds, Jung-
claus will be responsible for
setting the edge on the defen-
sive line and rushing the pass-
er. Last year he only recorded
one tackle, but was all over
the field Saturday.
“I thought we did really
good against the run,” said
Jungclaus, “but with the pass
we definitely need to put a lit-
tle more pressure on the quar-
terback. But I think that will
come along this year.”
The defense will also bene-
fit from returning underclass-
men like junior safety Teddy
Petersen and junior lineback-
ers Mason Goettl and Tristan
Weber. Senior defensive tack-
le Chris Lemke will anchor
the middle of the line.
Petersen led the team with
68 tackles last year, and also
had one interception. Goettl
and Weber combined for 65
tackles, while Lemke clogged
the middle and produced 21
tackles.
Though it will take some
work, Tschimperle and his
captains said the goals this
year are the same as they’ve
always been: win the confer-
ence, win the section, and
make a run at state. One of
those goals holds a little more
weight this year, as it’s the
final year of the Wright Coun-
ty Conference before shifting
to the district format.
“It’s the last year of the con-
ference,” said Tschimperle,
“and we want that conference
championship.”
Standing in the way is a
brutal WCC schedule, espe-
cially through the first four
games, where GSL hosts
Orono, travels to newcomer
New Prague, and hosts
Hutchinson before visiting
New London-Spicer.
The biggest key to attaining
their goals and coming
through that gauntlet of a
schedule, Tschimperle said, is
not giving up the big play.
“You look at our losses last
year, and we lost by the big
play,” said Tschimperle. But
the answer isn’t in some new
defensive scheme or offensive
strategy. Instead, Tschimperle
reiterated what he said has
been the mind set for the past
15 years, “It’s not who we
play, it’s how we play. That’s
all we can control.”
The season starts Friday at
7 p.m. in Glencoe with par-
ents’ night, when the Orono
Spartans and the Panthers kick
off the final season of the
WCC.

AUGUST 4, 2014

Mayor Wilson called the regular
meeting of the City Council to order
at 7:00 p.m. with members Perschau,
Dietz, Ziemer and Schrupp present.
Member Adamietz was absent. Also
present: City Administrator Mark
Larson, Finance Director Trippel,
City Attorney Jody Winters, Public
Works Directors Drew and Schreifels
and Police Chief Raiter.
Councilor Schrupp motioned to
approve the consent agenda as pre-
sented. Councilor Perschau second-
ed. All members present voted in

City Administrator Mark Larson
presented the proposal for fees for
professional services of SEH for the
Economart Supermarket building
demolition project. Scope of services
for the project include review of in-
formation by the City, prepare final
set of bidding plans, prepare adver-
tising for bids, attend bid opening
and tabulate and review bids, present
recommendation to the City Council
and prepare contractor for construc-
tion between owner and contractor.
Councilor Perschau then motioned
for the City to enter into a contract
with SEH to perform the scope of
services as stated for the demolition
of the Economart building for the fee
of $3900.00. Councilor Ziemer sec-
onded the motion with all members
present voting in favor.
Amanda Duerr, Lobbyist CGMC,
presented a power point reviewing
legislative action affecting Greater
Minnesota cities. Outcome of the
session resulted in $7.8 million LGA
funding increase for 2015, $20 mil-
lion for a new Broadband Infrastruc-
ture Fund, $6.2 million in funding for
BDPI program and the Angel In-
vestor tax credit modified to make it
more useable in Greater MN.
Rocky Keehn with SEH presented
an update on the possible diversion
channel from the Willow Ridge
Ponds to the East. He gave an
overview of the 1200 acres draining
into the City from the north and pos-
sible solutions to divert and increase
capacity of existing wetlands and
ditch system. The information will be
presented to the BCWD at their Au-
gust meeting as the proposed actions
affect private ditches in the BCWD.
Costs will be presented at a Septem-
ber council meeting.
Justin Black with SEH presented
proposed Project Reconstruction As-
sessment Policies to the Council
along with the League of Minnesota
Cities recommended assessment per-
centages. No action is required as
this will be discussed further at the
Finance Committee Meeting and
brought back to the Council with the
committee’s recommendations.
Minnesota state statute requires
20% of total project to be assessed to
bond for project.
ADM Alliance Nutrition has peti-
tioned to vacate DeSoto Avenue from
10
th
Street to the railroad tracks. They
are proposing to build a new facility
on the old Johnson motors used car
lot and tear down the existing facili-
ty. A public hearing needs to be set to
hear the request and allow public
input on the vacation of the street.
Current overhead utilities will have
to be considered. There are no under-
ground utilities on this property.
Councilor Schrupp introduced the
following resolution to set the public

The Council considered the peti-
tion of vacation of property owners

City does not and has not maintained
this area and it actually includes the
location of the Fleet Supply sign and
the Shopko sign. It was assumed this
was vacated in the ‘80’s. The vaca-
tion will need the right of egress for
Shopko. A public hearing is needed
to allow for public input in the mat-
ter.

City Administrator Mark Larson
presented the preliminary 2015 Levy
for property taxes. Total budget and
levy to be considered is
$2,237,922.00, a decrease of 0.43%.
No action taken at this time. It will
be discussed further at the August Fi-
nance Committee Meeting.
It was explained that pieces of the
project are conceptual. The public
input on the trails and sidewalks and
tree removal will all be considered.
The feasibility report will be present-
ed in September. The assessment pol-
icy needs to be considered to prepare
the feasibility report. The public
hearing will be held in October after
all residents affected by the project
have been notified as required.
Council meeting well attended
with citizens to be affected by the
2015 public improvement project in
the Lincoln Park area and Armstrong
Avenue area. Concerns were voiced
on trail placement and removal of
trees.
Councilor Perschau motioned to
approve payment of the city bills as
presented with Councilor Ziemer
seconding the motion. All members
present voted in favor.
Councilor Perschau motioned to
adjourn with Councilor Schrupp sec-
onding. All members present voted in
favor. Meeting adjourned at approxi-
mately 9:00 p.m.

City of Glencoe
NOTICE OF HEARING ON PRO-
POSED ASSESSMENT
TO WHOM IT MAY CONCERN:
Notice is hereby given that the
Glencoe city council will meet at
7:00 p.m. on Monday, September 15,
2014, at the Glencoe City Hall, to
consider, and possibly adopt, the pro-
posed assessment for the 2014 Street
Improvement Project, which is a
multi-site public improvement proj-
ect. Improvements include but are
not limited to construction of seal
coating, street overlay, partial recon-
struction, and miscellaneous items
required to properly complete the im-
provements. Adoption by the council
of the proposed assessment may
occur at the hearing. The area pro-
posed to be assessed for such im-
provements includes properties abut-
ting such improvements and proper-
ties for which benefit can be attrib-
uted.
Such assessment is proposed to be
payable in equal annual installments
extending over a period of 15 years,
the first of the installments to be
payable on or before the first Mon-
day in January 2015, and will bear
interest at a rate of 5.00 percent per
annum from the date of the adoption
of the assessment resolution. To the
first installment shall be added inter-
est on the entire assessment from the
date of the assessment resolution
until December 31, 2015. To each
subsequent installment when due
shall be added interest for one year
on all unpaid installments.
You may at any time prior to certi-
fication of the assessment to the
County Auditor-Treasurer, pay the
entire assessment on such property to
the City Administrator. No interest
shall be charged if the entire assess-
ment is paid within 30 days from the
adoption of this assessment. You may
at any time thereafter, pay to the City
Administrator the entire amount of
the assessment remaining unpaid,
with interest accrued to December 31
of the year in which such payment is
made. Such payment must be made
before November 15 or interest will
be charged through December 31 of
the succeeding year. If you decide
not to prepay the assessment before
the date given above the rate of inter-
est that will apply is 5.00 percent per
year. The right to partially prepay the
assessment is available.
The proposed assessment roll is
on file for public inspection at the
City Administrator’s office. The total
amount of the proposed assessment is
$470,501.16. Written or oral objec-
tions will be considered at the meet-
ing. No appeal may be taken as to the
amount of an assessment unless a
written objection signed by the af-
fected property owner is filed with
the City Administrator prior to the
assessment hearing or presented to
the presiding officer at the hearing.
The council may upon such notice
consider any objection to the amount
of a proposed individual assessment
at an adjourned meeting upon such
further notice to the affected property
owners as it deems advisable.
Under Minn. Stat. §§ 435.193 to
435.195, the council may, in its dis-
cretion, defer the payment of this
special assessment for any home-
stead property owned by a person 65
years of age or older for whom it
would be a hardship to make the pay-
ments. When deferment of the spe-
cial assessment has been granted and
is terminated for any reason provided
in that law, all amounts accumulated
plus applicable interest become due.
Any assessed property owner meet-
ing the requirements of this law and
the policy adopted under it may,
within 30 days of the confirmation of
the assessment, apply to the City Ad-
ministrator for the prescribed form
for such deferral of payment of this
special assessment on their property.
An owner may appeal an assess-
ment to district court pursuant to
Minn. Stat. § 429.081 by serving no-
tice of the appeal upon the mayor and
city administrator of the city within
30 days after the adoption of the as-
sessment and filing such notice with
the district court within ten days after
service upon the mayor or clerk.

suspects left the business before

a possible assault at a residence

person was taken to the Brown

assisted the Silver Lake Police
with a domestic on Grove Avenue
NE in Silver Lake. The individuals
were separated.
11:03 p.m. — The sheriff’s of-

lice with a trespasser, who was
arrested by the Silver Lake Police
and taken to the McLeod County
Jail.
11:09 p.m. — The sheriff’s of-
fice assisted the Hutchinson Po-
lice with a suspicious person on

12:47 a.m. — The sheriff’s of-
fice, Plato First Responders and

a medical emergency on 122nd
Street, north of Plato. There was
no transport of the patient.
8:29 a.m. — The sheriff’s de-
partment assisted the State Patrol
with a motor vehicle vs. motorcy-
cle crash in the area of Highway
15 and Denver Avenue SE i n
Hutchinson. Also responding were
the Hutchinson Police and Allina
Ambulance. Once person was
taken by ambul ance to the

11:25 a.m. — A deputy re-
sponded to a report of damage to
property at a business on Prior
Street in Stewart.
4:05 p.m. — There was a re-
port of a juvenile male displaying
what appeared to be a handgun
in the Stewart City Park on Prior
Street. A deputy determined that it
was a toy.
5:42 p.m. — A traffic stop that
was the result of a driving com-
plaint resulted on Main Street in
Stewart resulted in the arrest of
Marcos Garcia Azlonso of Buffalo
Lake for probably cause driving
while intoxicated. He was taken to
the McLeod County Jail in Glen-
coe.
WEDNESDAY, AUG. 20
6:44 a.m. — Kevin Christian
Fisher, 37, of Hutchinson, was ar-
rested by the sheriff’s department
on a probable cause charge of
driving while intoxicated after his
vehicle went into the ditch in the
area of County Road 7 and 220th
Street, northeast of Hutchinson.
He was not injured, and there was
minimal damage to his vehicle.

4:18 a.m. — A deputy picked
up a juvenile in the area of Main

ver Lake, gave him a ride home,
spoke with his guardian, and ver-
bally warned him for curfew.
3:15 p.m. — The sheriff’s office

11:31 a.m. — A compl ai nt
about a garbage dump in the area
of Oday Avenue and 210th Street,
northeast of Hutchinson, was re-
ceived. The owner of the debris
was contacted by a deputy.
2:11 p.m. — The sheriff’s office
assisted the Glencoe Police with
a verbal domestic on 15th Street
W in Glencoe. The situation was
mediated.
5:53 p.m. — A deputy respond-
ed to a report of an individual
wal ki ng near a resi dence on
230th Street, northwest of
Hutchinson. The deputy gave the
male a ride into Hutchinson.
6:22 p.m. — A male was re-
ported wal ki ng i n the area of
Highway 212 and Dairy Avenue,
east of Glencoe. A deputy was
unable to find the person, but did
find a disabled vehicle in the area,
and planned to check back later
to see if the individual returned or
if the vehicle had been moved.
8:35 p.m. — A motorycle-car
collision in the area of Tagus Av-
enue and 230th Street, north of
Hutchinson, resulted in injuries to
the driver of the motorcycle, a 17-
year-old from Hutchinson. The
youth was taken to the Hutchin-
son hospital by ambulance. The
motorcycle was a 2006 Yamaha
Racer. The other vehicle was a
2007 Mazda 6, owned and driven
by Tayl or Rose Nass, 23, of
Hutchinson. Both vehicles had
over $1,000 in damage. A citation
was issued to the motorcycle driv-
er. Also responding were the Alli-
na Ambulance and the Hutchin-
son Fire Department.
9:45 p.m. — Mary Jane
Reilein, 57, of Hutchinson, was
arrested for probabl e cause
charge of driving while intoxicated
after being stopped because of a
driving complaint on Highway 7,
