Brownton City Council Meeting
June 2, 2020
7:00 p.m.

Council Present: Norman Schwarze, Curt Carrigan, Jesse Messner, Lori Copler, Doug Block
Staff Present: Lori Cacka, Karl Koford
Visitors: John Mueller, Brianna Taggart, Mark Sherill, John Rodeberg, Dave Wendlandt, Karen Voz – via gotomeeting
Mayor Schwarze called the public meeting to order.
Mark Sherill discussed the Wellhead Protection Program. We are finishing up part 2. There was no public comment. Public meeting closed.
BE IT RESOLVED by the City Council of Brownton, to approve the Wellhead Protection Plan as presented and submit it to the Minnesota Department of Health.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Block, seconded by Council Member Messner. Councilmen Schwarze, Messner and Block and Councilwoman Copler all voted in favor with Councilman Carrigan voting against, said resolution was declared duly passed and adopted. 2020 - 042

Dave Wendlandt from the Summer Rec program came and talked about the program. It was decided it will not take place at this time. If things change in the future it may be re-evaluated.

BE IT RESOLVED by the City Council of Brownton, to approve the Final Approval for the 2018 Street and Utility Improvements Project as presented.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Carrigan, seconded by Council Member Messner and with all members voting in favor thereof, said resolution was declared duly passed and adopted. 2020 – 043

Dollar General was discussed. We may move to approve a utility agreement and not the development agreement. Benefits were discussed and how it was maybe a better idea. We will continue to work with Quade on getting the electric installed. Motion forward agreement to attorney to modify to fit our needs.
BE IT RESOLVED by the City Council of Brownton, to forward the utility agreement to our Attorney and have her modify it to fit out requirements.

Motion by Council Member Block, seconded by Council Member Copler and carried to approve the consent agenda as follows: Approve minutes of regular meeting 5/5/2020 and special meeting 5/19/2020. Approve June Treasurers Report. Approve payment of the claims and payroll including check numbers 42519-42624 in the amount of $171,534.32. Approve new bills written/to be written.

Public Works relayed that things are going smooth right now.

Chief Bauer submitted report. Officer Koford brought up some zoning issues that have been reported. There are a bunch of residents that continue to do projects without getting permits. The planning commission will look into how and who enforces them and about developing a process in place to follow up with each permit.
BE IT RESOLVED by the City Council of Brownton, to approve a partial refund of 25% of the Brownton Bar and Grill on-sale liquor license already received for the 2020 calendar year.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Block, seconded by Council Member Copler and unanimously approved, said resolution was declared duly passed and adopted.

The Financial Procedures and Controls Policy was presented to Council
BE IT RESOLVED by the City Council of Brownton, to approve the Financial Procedures and Controls Policy as presented.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Copler, seconded by Council Member Messner and with all present voting in favor thereof, said resolution was declared duly passed and adopted.

BE IT RESOLVED by the City Council of Brownton, to approve the 3.2 Malt Liquor License for Central Minnesota Sportsman Chapter of CPA for Saturday, September 19, 2020 at the Civic Center.
THE FOREGOING RESOLUTION was introduced and moved for adoption by Council Member Messner, seconded by Council Member Block and with all present voting in favor thereof, said resolution was declared duly passed and adopted.

Fence quotes were looked at from Century Fence and WC Services for around the backup generator located behind the Pump House.
BE IT RESOLVED by the City Council of Brownton, to approve the Century Fence quote for the generator not to exceed $3,950.
