November 1, 2016
- Mayor Schwarze called the Meeting to order.
- Resident John Baumgartner questioned Council about overflow parking for the apartments.  Council approved Temporary Overnight Parking Only back of the Civic Center by the playground and also in the ballpark lot.  
- Public Works Draeger report included sweeping streets, sweeper in for hydraulic hose repairs, and final lawn mowing.  Hutchinson will be taking bio-solids; Mitch Rose is our hauler.  Water hydrant flushing is complete.  Hotwire hardwired the WW plant to the generator.  Civic Center parking lot 1st lift is complete; final lift will be done in spring.  Park shelter closed and bulk water off for the year.  Creekside ground the brush at the waste site.
- Chief Bauer reported the Order for Repair at 204 1st Avenue South is ready for Council approval to be served thereafter.   Officer Anderson will attend Field Sobriety training in Hutchinson.  Witnesses have seen children climb onto the City Shed, Concession Stand, and Grandstand Roofs.  Some damage has been incurred as shingles were ripped from the shed roofs, however, the City’s greater concern is safety.  Council asked PD to watch specifically for these incidents.
- Ordinance 52RevA was reviewed regarding fines and towing during no parking ordinance and snow removal emergencies.  Anyone parking on the street will be ticketed and incur a $50 fine; Brownton PD has the authority to tow vehicles that are repeat offenders.    
- The cost of the County Assessment is substantially less in 2017 as it gets phased out to eventually allocate the costs entirely to the County.
- Council approved the Annual Lions Poultry Party Beer License on Friday, November 21.
- Council approved 2017 Lutheran Social Services Agreement for senior nutrition in the Community Center.  
- City Sewer Rates will increase $1/1000 gallons of water used beginning January 1, 2017; residents will see the increase on the February, 2017 bills.
-  Gas Rate increases were discussed; clerk to confer with consultants before incurring any increases in 2017.
- Quote was received from Hutch Utilities to bury electric lines in the alley from 1st Ave South to the West side of the Civic Center.  Pending work will not be completed until Spring, 2017.
- Informational Public Meeting will be held on Tuesday, December 13 at 7 p.m. in the Brownton Community Center regarding the upcoming infrastructure project.
- City of Brownton will canvas the 2016 Election results in the Civic Center Council Chambers on Tuesday, November 15 at 4:30 p.m.
- State of MN 5 year Joint Powers Agreement with City Attorney and Brownton PD was approved.
