City Council hears report on sidewalks on Hennepin

What started as a sidewalk replacement project has become much more.
The Glencoe City Council had ordered Short Elliott Hendrickson, Inc., (SEH) to do a feasibility study for sidewalk replacements on the east side of Hennepin Avenue between 11th and 13th Streets.
Much of the current curb and sidewalks are estimated to be from the 1930s and are not compliant with the Americans with Disabilities Act (ADA).
While doing the feasibility study, the utilities adjacent to the sidewalk were also asked to be reviewed. The utilities are estimated to be from around the 1930s as well, and are in need of repair or replacement in the near future.
Justin Black from SEH presented the feasibility study to the City Council on Monday, July 18.
In the report, Black presented three options; two options would be sidewalk replacement to meet ADA requirements, the third and preferred option, would be to replace the sidewalks, including water main and service improvements, sanitary service improvements, storm sewer improvements and street improvements.
The cost of the first two options would be $257,000; the latter would be $430,000.
Since the road is part of Minnesota Highway 22, the Minnesota Department of Transportation will contribute $110,000 toward the project.
If the preferred option is selected, the remaining $320,000 would be funded from the water utility fund, general levy and the minimum of 20 percent assesments as required by state law.
The Council adopted a resolution to receive the report and call a public hearing, which is set for Aug. 15.
