GLENCOE CITY COUNCIL MEETING MINUTES
NOVEMBER 2, 2020
7:00 P.M.
Mayor Wilson called the regular meeting of the city council to order at 7:00 p.m. Members present: Neid, Robeck, Lemke, Alexander and Schrupp. Also present: City Administrator Larson, Assistant City Administrator Neumann, Finance Director Trippel, Public Works Directors Voigt and Schreifels, Police Chief Padilla and City Attorney Ostlund.
Motion by Councilor Robeck and seconded by Councilor Alexander to approve the consent agenda as presented. Motion carried in a 5 to 0 vote.
A. Approve the minutes of the regular meeting of October 19, 2020.
B. Approve the following building permits:
1. Mariah Perez, 1803 Knight Ave N; Interior drain tile repair
2. Greg Troska, 1403 Ranger Dr; Entry Door Replacement
3. Ron Burandt, 1528 Elliott Ave N; Re-side, Re-roof
4. Miller Mfg, 1400 13th St W; Sign permit
5. Felix Mwalli, 106 Hennepin Ave N; Plumbing Permit
6. Sam’s Tire, 1231 Ford Ave N; Wall addition
Brody Bratsch, SEH, reviewed the ADA Transition Plan required as part of the American with Disabilities Act process in order to receive federal funding.
The self-evaluation has identified and evaluated pedestrian facilities in public rights-of-way. The goal is to constructively prioritize and plan for barrier removal projects by correcting non-compliant facilities when reconstruction occurs or alteration thresholds are met.
Mayor Wilson opened the public hearing for input. There being no residents having input, Mayor Wilson called for a motion to close the hearing. That motion was entered by Member Lemke, seconded by Member Alexander. All members voted in favor.
No action was required at this time.
Justin Black and Brody Bratsch of SEH reviewed the 2021 10th Street Mill and Overlay Project. Project goals are to improve the driving surface and extend the life of the roadway from Hennepin Avenue to Morningside Avenue. Improvements will be made to the sidewalk and pedestrian ramps to comply with ADA standards. Federal funding is available to the City for this $1,560,000 estimated project cost. Assessment policy and rates will be similar to previous City projects.
Mayor Wilson opened the hearing for public input. There being none, Mayor Wilson called for a motion to close the hearing. Councilor Neid entered that motion with Councilor Lemke seconding. All members voted in favor.
No further action was taken at this time.
Councilor Robeck motioned to set the canvassing board meeting for the results of the 2020 election for 4:00 p.m. on Thursday, November 12, 2020. Councilor Alexander seconded the motion. Motion carried in a 5 to 0 vote.
City Attorney Mark Ostlund presented the Shared Utility Easement recommended for approval by staff and the City Attorney. The properties share a lateral, and have shared a lateral for some time. The City’s ordinance requires properties to have their own individual lateral. This would create a substantial financial hardship for the property owners to reconstruct otherwise usable shared lines, so a variance would be warranted provided they formally agree to share costs equally and to allow the City to monitor at its discretion. This easement would terminate when the shared line is no longer suitable or if the City redid the mainline. The City has made these arrangements with other property owners in the past.
Councilor Robeck demanded to know the information regarding other properties in that area. Mayor Wilson told Councilor Robeck to make those requests in writing and staff would provide the information.
Robeck stated that he knew there was a shared line and it was on the cards kept at the water plant prepared by him. City Administrator challenged Robeck regarding this information.
Motion to table this easement request as council members wanted information on previous properties given easements for shared laterals entered by Councilor Neid, second by Councilor Robeck. Motion carried 5 to 0.
Eric Miller, SEH Field Engineer, provided the update on the Waste Water Treatment Facility. To date it is at 71% completion with substantial completion date of May 10, 2021 and final completion date of November 1, 2021.
Motion to approve payment of the city bills entered by Councilor Alexander, seconded by Councilor Neid. All members voted in favor.
8:11 p.m. CLOSE MEETING FOR PRELIMINARY CONSIDERATION OF ALLEGATIONS AGAINST CITY OF GLENCOE EMPLOYEE UNDER MINN. STATUTE 13D.05, SUBD.2(B)
9:04 p.m. Meeting was re-opened.
Motion to adjourn entered by member Schrupp, seconded by member Neid. All members voted in favor.
