City orders plans, sets bid opening on project

The Glencoe City Council took the next step Monday night on the  proposed 2017 Baxter Avenue street improvement project, approving plans and specifications and setting a bid opening for March 9.
The resolution was passed on a 4-1 vote with Council Member Allan Robeck casting the decenting vote.
Justin Black from Short Elliott Hendrickson, Inc., (SEH) told the council that it is requiring contractors to bid the project in phases to help alleviate the disruption. A new phase will not be started until the previous one is complete.
Black also said that the Elliot Avenue portion would be bid as an alternative and the council could decide whether or not to add it to the project.
Robeck said he felt the council should hold off on this project and focus on other things coming up, such as the central storm water project and the fire barn.
He added that the people in the area don’t want the Baxter Avenue project, mostly because of the assessments. Robeck lives in the project area and could face assessments.
