Council approves new policy, Mike Drew retirement request

The Glencoe City Council created a new policy for dealing with unique retirement situations and used it to review a retirement request from Public Works Director Mike Drew.
The new policy states that if an employee reaches the required 85 year combination of years of service and age but is somehow ineligible for extended benefits that would otherwise be available, the City Council will review the case on an individual basis. The Council will consider merit and long-term savings due to the retirement.
Council Member Allen Robeck said each individual employee should be treated equally, and he was concerned this would set a precedent.
The policy was approved 4-1, with Robeck voting no.
The Council then considered Drew’s request. Drew will reach the 85-year combination, but will be Medicare eligible at his planned retirement date of Sept. 28, 2016. This means he will not be eligible for all the benefits normally extended to those who reach the 85 limit.
City Administrator Mark Larson explained Drew’s case is different from what the city normally deals with because Drew got into the public service sector later in life.
Drew requested one year of coverage for a dependent, his wife, rather than the three years of employee coverage.
Larson said this will actually save the city about $40,758 over the next two years. He calculated this based on the starting salary of an internal appointment to Drew’s job compared to Drew’s current salary, as well as the starting salary and lower health insurance coverage of a new hire to replace the internal appointment.
The request passed 4-1, with Robeck voting no.
During the public input at the end of the meeting, Marlene Robeck expressed concerns with the retirement request. She said citizens should know about something like this before it is passed.
