County Board votes 4-1 to turn down WCAT proposal

On a 4-1 vote Tuesday, the McLeod County Board of Commissioners turned down a six-point request from the Wright County Area Transportation (WCAT) coalition to modify the joint powers agreement for Trailblazer Transit.
The major sticking point for the majority of the board members was a request from WCAT to have special voting requirements on four items:
• Changes to the bylaws,
• Changes to policies and procedures,
• The removal or selection of an executive director, and
• Changes to the local share calculations.
WCAT would like to see at least one affirmative vote from each of the Trailblazer entities — WCAT, McLeod County and Sibley County — to pass a motion in regard to any of the four above-mentioned areas.
McLeod County Attorney Mike Junge said he was concerned about the stipulation regarding the executive director, particularly in regard to hiring a director.
Junge gave the facetious example of Sibley County wanting to hire its janitor as the executive director. Under the proposed voting scenario, the two Sibley County representatives “could just sit back and hold out until they get what they want.”
McLeod County commissioners Doug Krueger and Rich Pohlmeier, who both are on the Trailblazer Transit Joint Powers Board, also had problems with the vote.
“A majority vote is a majority vote,” said Krueger.
