County CUP hearing on Biscay sanitary draws comments

The McLeod County Planning Advisory Commissioner held a public hearing Wednesday regarding a conditional use permit (CUP) application by the city of Biscay for its proposed sanitary sewer improvements.

The $1.8 million project, already under construction, will build a "cluster" mound system to serve the sanitary sewage needs of 29 homes in the city.

An engineer for the city said most of the necessary permits had been aquired, but a conditional use permit from the county had been overlooked.

Rural residents contend that while the city held several informational meetings for city residents, rural residents didn't have an opportunity for input until the county conditional use permit application hearing, and lamented that they were left out of the process.

While commission members sympathized with those residents, they felt they could not impede the project at this point and voted to recommend approval to the County Board, which will consider the permit at its Sept. 30 meeting. The item will be on the agenda at 9:30 a.m.
