GLENCOE CITY COUNCIL MEETING MINUTES
NOVEMBER 4, 2019
7:00 P.M.

Mayor Wilson called the regular meeting of the City Council to order at 7:00 p.m. Members present: Schrupp, Alexander, Robeck, Neid, and Lemke. Also present: City Administrator Larson, City Attorney Ostlund, Assistant City Administrator Ehrke, Finance Director Trippel, PWDs Schreifels and Voigt, Police Chief Raiter.

CONSENT AGENDA
Councilor Robeck motioned to approve the consent agenda as presented. Councilor Schrupp seconded. All members voted in favor.
A. Approve the minutes of the regular meeting of October 21, 2019.
B. Approve the following building permits:

REQUESTS TO BE HEARD:

A. DOWNTOWN REVITALIZATION COMMITTEE UPDATE
Assistant City Administrator Dan Ehrke gave an update on the Downtown revitalization Committee which met recently on October 31st. The meeting was very productive. The Hennepin Avenue Subcommittee is putting together ideas for the alley space on Hennepin Avenue. This space is hoped to be a usable public space. Funding will be provided with donations.
Economart property is also being considered for combination use of public and commercial space.

B. HIGHWAY 212 BONDING REQUEST
City Administrator Mark Larson and Councilor Alexander attended the MN State Senate Bonding Committee meeting at Bongards in Norwood Young America on October 22nd. The 2020 state funding request is for $38 million to complete the two lane portions to four lanes to eliminate fatalities on Highway 212 while improving freight movement.

ITEMS FOR DISCUSSION:

A. CITY COUNCIL WORKSHOP- NOVEMBER 12, 2019 AT 4:00 P.M.
The workshop has been moved to Tuesday, November 12th due to Veterans Day Holiday observed on Monday, November 11th.

B. CHAMBER OF COMMERCE ANNUAL BANQUET –NOVEMBER 6, 2019 AT 11:50 P.M.
Council members are to inform Mark Larson if you plan to attend.

ROUTINE BUSINESS:

PROJECT UPDATES: Leaf vac will operate until November 15th. Residents were reminded to rake leaves to curb the night before and not to put sticks in the piles and to move cars off of the street when vac is in your area.
Areas that have been missed will be taken care of this week.

ECONOMIC DEVELOPMENT: Hotel update- developer is still working on getting investors on board for the project.
GlenTech Park has interested prospects.

PUBLIC INPUT: Citizen concern regarding lack of street lighting on Judd Avenue.

REPORTS: Coalition of Greater Minnesota Cities Conference is next week. Mayor Wilson, City Administrator Larson, Councilors Neid and Alexander are registered to attend.

CITY BILLS: Motion to approve payment of the city bills entered by Councilor Lemke, seconded by Councilor Schrupp. All members voted in favor.

CLOSE MEETING FOR POLICE UNION & NON-UNION EMPLOYEE WAGE NEGOTIATIONS
Motion to close the meeting entered by Councilor Lemke and seconded by Councilor Neid. Discussion ensued regarding the legalities and the need to close the meeting for wage negotiations. Members voting in favor were Neid, Lemke, Schrupp and Alexander. Voting no was Robeck. Motion carried.
Motion to re-open the meeting entered by Councilor Schrupp seconded by Councilor Alexander.

ADJOURN: Motion to adjourn entered by Councilor Alexander seconded by Councilor Lemke.
