Glencoe City Council orders final plans for Armstrong project

The Glencoe City Council approved the plans and specifications for the Armstrong Avenue project and set bid opening after a presentation from Short Elliot Hendrickson Engineer Justin Black during its regular meeting on Jan. 19
The resolution passed 3-1, with Council Member Allen Robeck voting no and Council Member Kevin Dietz absent.
Armstrong is a street and utility improvement project that will cover Armstrong Avenue from 13th Street to Seventh Street, Seventh Street from Armstrong Avenue to Chandler, Baxter Avenue from Seventh Street to Fifth Street and one section of 12th Street.
Bid opening for the project will be on Feb. 25 and construction is set to begin in May with completion in June of 2017.
The project will be completed in phases, running generally south to north. The phases are designed to cause minimum inconvenience, especially to Seneca Foods Corporation so that it can continue its operations.
The total cost for the project will be $5.575 million. Funding from the project will come in part from assessments totaling about $1 million. Black said the assessments will be similar to those of the Lincoln Park project. A handful of assessments given at the open house were inaccurately high and those have been fixed.
