Grievance, street funding, recycling topics at city’s personnel committee

The personnel and legislative committee of the Glencoe City Council held a brief meeting last Wednesday afternoon in the Glencoe City Center west conference room, and then went into closed session to discuss a Glencoe Police Federation grievance.
While nothing was made public on the police grievance, during the open session the committee members discussed support for a League of Minnesota Cities (LMC) resolution concerning transportation funding, and were given an update on the county’s upcoming takeover of the city’s recycling program.
The LMC’s resolution seeks support for an omnibus transportation bill that dedicates state funding for city streets. It would allow cities to dedicate funding for city street improvements outside of the municipal state aid program (MSA). The MSA program only applies to communities with populations of 5,000 or more. Thus smaller communities are left out of the MSA funds, but still have street improvement needs.
Glencoe, with a population of about 5,600, has used its MSA funds for a variety of projects over the years, and plans to use MSA funds for its Armstrong Avenue reconstruction project scheduled for 2016.
City Administrator Mark Larson said there also is discussion about establishing a city street utility, much like the monthly water and wastewater utility fees. But Larson said the state Legislature “kicks out enabling legislation” every session that would allow cities to set up a street utility fee.
Larson said that utility fee would have helped pay for some of the street reconstruction work in the Lincoln Park area, because none of those streets qualified for MSA funds.
