Commissioners Nagel, Pohlmeier, Krueger, and Wright were present. Commissioner Shimanski arrived after the meeting was called to order.
Administrative Assistant Liz Danielson requested a correction to item L under Administration to read “Non-Licensed Sergeants” rather than “Licensed Sergeants”. Krueger moved, Wright seconded and motion carried unanimously to approve the agenda as revised. Commissioner Shimanski was absent.
Pohlmeier moved, Krueger seconded and motion carried unanimously to approve the Consent Agenda. Commissioner Shimanski was absent. Consent Agenda items included: (a) February 04, 2020 County Board Meeting Minutes; (b) January 31, 2020 Auditor’s Warrants; (c) February 07, 2020 Auditor’s Warrants; (d) Adopt Resolution 20-CB-16; (e) Approve Fiscal Year 2020 and 2021 State of Minnesota Board of Water and Soil Resources Natural Resources Block Grant Agreement; (f) Approve On-Sale Sunday, Liquor, Wine, Club or 3.2% Licenses for Shadowbrooke Golf Course Inc. (Lester Prairie, Minnesota) from February 18, 2020 through December 31, 2020; (g) Approve annual website hosting and maintenance with Revize (Troy, Michigan) for $9,700.00 with funds from the Information Technology budget (01-065); (h) Approve renewal of Zix email encryption with American Communications Inc. (Morris, Minnesota) for $5,800.00 with funds from the Information Technology budget (01-065).
Commissioner Krueger moved, Wright seconded and motion carried unanimously to approve the payment of bills in the amount of $183,445.57. Commissioner Shimanski was absent.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve the agreement with Gemalto Cogen Inc. (Austin, Texas) to allow McLeod County Recorder to become a Department of Human Services Fingerprinting location.
Wright moved, Krueger seconded and motion carried unanimously to purchase PaperCut for 15 Ricoh copiers with five (5) years of support, on-site installation and badge readers from Metro Sales, Inc. (Richfield, Minnesota) for a cost of $14,995.00 with funds from the Information Technology budget (01-065).
Shimanski moved, Wright seconded and motion carried unanimously to approve Resolution 20-CB-13.
Krueger moved, Wright seconded and motion carried unanimously to approve the Construction and Maintenance Agreement No. 2020-1, including the associated exhibits, with the Twin Cities & Western Railroad Company (Glencoe, Minnesota) for a cost not to exceed $1,293,001.00 with funds from the Highway Construction budget (03-320).
Shimanski moved, Wright seconded and motion carried unanimously to approve the request from SEH (Hutchinson, Minnesota) for revisions to the engineering services agreement for an additional $74,010.00 with funds from the Highway Construction budget (03-320).
Shimanski moved, Wright seconded and motion carried unanimously to enter into a supplemental equipment grant agreement with the State of Minnesota Department of Natural Resources (DNR) for a grant amount not to exceed $13,499.00.
Nagel moved, Pohlmeier seconded and motion carried unanimously to approve the Minnesota State Law Library/County Law Library Program Agreement between the Minnesota State Law Library and the McLeod County Law Library for a cost of $1,281.00 with funds from the Law Library budget (25-015).
Pohlmeier moved, Wright seconded and motion carried unanimously to adopt Resolution 20-CB-15.
Wright moved, Krueger seconded and motion carried unanimously to adopt Resolution 20-CB-14.
Wright moved, Krueger seconded and motion carried unanimously to set the interest rate on temporary ditch loans referenced in Resolution 20-CB-14 at two percent (2%).
Pohlmeier moved, Shimanski seconded and motion carried unanimously to adopt Resolution 20-CB-09.
Wright moved, Krueger seconded and motion carried unanimously to adopt Resolution 20-CB-10.
Nagel moved, Krueger seconded and motion carried unanimously to appoint Policy Committee Member Commissioner Doug Krueger and Policy Committee Alternate, Commissioner Paul Wright, to the Northfork Crow River 1W1P (one Watershed One Plan).
Pohlmeier moved, Wright seconded and motion carried unanimously to adopt Resolution 20-CB-06.
Wright moved, Shimanski seconded and motion carried unanimously to adopt Resolution 20-CB-07.
Krueger moved, Pohlmeier seconded and motion carried unanimously to adopt Resolution 20-CB-08.
Wright moved, Krueger seconded and motion carried unanimously to approve the Letter of Support to the US Department of Transportation in support of the Highway 212 Freight Mobility and Safety Project for consideration of federal financial assistance under the US Department of Transportation (DOT) Discretionary Grant Programs.
Krueger moved, Shimanski seconded and motion carried unanimously to approve the Letter of Support to Darrel Sudheimer in support of the Highway 212 Safe and Efficient Travel project.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve the Memorandum of Agreement (MOA) with Law Enforcement Labor Services (LELS) – Non-Licensed Sergeants through December 17, 2022.
Krueger moved, Wright seconded and motion carried unanimously to approve a Wire Transfer Agreement between Citizens Bank and Trust Co. (Hutchinson, Minnesota) and County of McLeod.
Krueger moved, Shimanski seconded and motion carried unanimously to recess at 9:38 a.m. until March 03, 2020 at 9:00 a.m. in the McLeod County Courthouse Boardroom (830 11th Street East, Glencoe, Minnesota).
