Minutes 08/20/2019

Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Interim Administrator Sheila Murphy requested to remove Item 8 from the agenda for Health and Human Services. Commissioner Nagel added to Consent Agenda, Item F, that the dimensions of the accessory structure are 50’ x 80’ x 16’. Commissioner Shimanski requested clarification to Consent Agenda, Item G, of the correct dimensions of the accessory structure. Marc Telecky, Director of Environmental Services, clarified that the accessory structure is 40’ x 70’ x 16’ and not 10’ x 70’ x 16 as was stated. Krueger moved, Wright seconded and motion carried unanimously to approve the agenda as revised.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) August 06, 2019 County Board Meeting Minutes; (b) August 02, 2019 Auditor’s Warrants; (c) August 09, 2019 Auditor’s Warrants; (d) Conditional Use Permit 19-16 by Shawn Wacker to establish a used trailer sales lot as a farm related business to be located within 2.80 acres of Lot-001, Block 001 T & D Properties (formerly known as Lake Marion Ballroom) of Section 12 in Collins Township with conditions; (e) 1-Lot Preliminary Plat, 1.71 acre sin size, by Kurt and Jill Pevestorf, to create a buildable lot for the purpose of constructing a new dwelling for their family on property currently owned by Lynn and Bonnie Mueller and to be located in the SW ¼ of the SE ¼ of Section 5 in Bergen Township; (f) Conditional Use Permit by Matt and Paige Lynch to construct an accessory structure 50’ x 80’ x 16’ to be greater than 2,400 square feet on a platted parcel that is less than ten (10) acres in size for the use of cold storage with conditions; (g) Conditional Use Permit 19-14 by Tony Hand to construct a 40’ x 70’ x 16’ (2,800 square feet) on a platted parcel with conditions.
Matthew Johnson, Community Development Director for Mid-Minnesota Development Commission requested approval of Resolution 19-CB-41. The Board requested a joint workshop with Sibley County and Mr. Johnson to discuss the Resolution of support and Phase 2 of the Work Plan prior to taking an action on the requested Resolution 19-CB-41.
Shimanski moved, Wright seconded and motion carried unanimously to approve the purchase of 31 desktop computers and 11 laptop computers for various County Departments from the state contract quote from SHI (Somerset, New Jersey) for a cost of $44,468.12 with funds from the Information Technology Budget (01-065).
Auditor-Treasurer Connie Kurtzweg notified the County Board of the 2018 Tax Increment Financing (TIF) disclosures from McLeod County Cities.
Wright moved, Krueger seconded and motion passed unanimously to deny the approval of Conditional Use Permit 19-15 by ReneSola Power for the purpose of a -Megawatt community solar garden to be known as Lester Prairie CSG 1 LLC on property owned by Brenda Torblaa.
Krueger moved and Nagel seconded to enter into a contract with Interim County Administrator Sheila Murphy to appoint her to the position of County Administrator with compensation within the current pay structure of the County’s pay plans. Krueger moved, Shimanski seconded and motion carried unanimously to table the motion until the Board Meeting on September 03, 2019.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the request by Cynthia and Jorge Ruiz for a 30-day extension to September 14th, 2019 for removal of the garage structure at 611 DeSoto Avenue, Glencoe, Minnesota.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve the request by Chris and Amy Lieske for a 30-day extension to September 14th, 2019 for removal of the home at 1214 Morningside Avenue, Glencoe, Minnesota.
Shimanski moved, Krueger seconded and motion carried unanimously to approve Social Services department contracting out for case management services upon the occurrence of conflict of interest, or contracting for a service that the County does not have available.
Pohlmeier moved, Wright seconded and motion carried unanimously to recess at 9:57 a.m. until September 03, 2019 at 9:00 a.m. in the Glencoe City Center Ballroom (1107 11th Street East, Glencoe, Minnesota).
