Commissioners Nagel, Shimanski, Pohlmeier, Krueger and Wright were present.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve the agenda.
Wright moved, Shimanski seconded and motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) July 07, 2020 County Board Meeting Minutes; (b) July 10, 2020 Auditor’s Warrants; (c) Approve quote from Xigent Solutions (Plymouth, Minnesota) for $21,695.20 for renewal of CommVault software standard support for one (1) year with funds from the Information Technology budget (01-065); (d) Approve renewal of Honeywell Enterprise Building Integrator software maintenance for year two of a five-year agreement, originally approved on July 02, 2019, for the amount of $7,651.87 with funds from the Information Technology budget (01-065); Approve sale of 2000 GMC Sierra via Fahey Sales (Glencoe, Minnesota).
Krueger moved, Shimanski seconded and motion carried unanimously to approve the Memorandum of Understanding and Agreement with Midwest Monitoring & Surveillance, Inc. (Burnsville, Minnesota) to provide two (2) Automated Breathalyzer Kiosks to the Sheriff’s Office to collect court ordered alcohol breath tests at no cost to the County.
Nagel moved, Pohlmeier seconded and motion carried unanimously to hire Erickson Engineering (Eden Prairie, Minnesota) for engineering services for SAP 43-599-044, bridge replacement project in Acoma Township, for a cost not-to-exceed $114,158.00 based on hourly rates.
Shimanski moved, Wright seconded and motion carried unanimously to approve a quote from ASTECH Corp. (Saint Cloud, Minnesota) for applying a scrub seal on CR 63 and a portion of CR 86 for an estimated total cost of $23,648.05 based on unit prices, with funds from the Highway Construction budget (03-320).
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve a quote from WM Mueller & Sons (Hamburg, Minnesota) for the removal of a portion of CR 72 (Diamond Avenue) at the TCW railroad tracks for an estimated cost of $21,915.00 based on unit price with funds from the Highway Construction budget (03-320).
Nagel moved, Shimanski seconded and motion carried unanimously to approve a quote from Meeker Washed Sand and Gravel, Inc. (Darwin, Minnesota) for applying gravel to CR 60 (approximately 9.3 miles) and CR 71 (2 miles, CSAH 5 to NCL) for an estimated cost of $50,000.00 based on unit price, with funds from the Highway Maintenance budget (03-310).
Wright moved, Pohlmeier seconded and motion carried unanimously to open the public hearing at 9:32 a.m. Wright moved, Krueger seconded and motion carried unanimously to approve the Findings and Order for CD 63. Krueger moved, Wright seconded and motion carried unanimously to close the public hearing at 9:35 a.m.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve the Deputy Registrar Appointment Agreement and appoint Connie M. Kurtzweg to sign the agreement as Deputy Registrar Appointee for McLeod County Deputy Registrar #084.
Shimanski moved, Krueger seconded and motion carried unanimously to adopt Resolution 20-CB-30.
Krueger moved, Wright seconded and motion carried unanimously to approve the Stipulation and Order of Court File No.: 43-CB-20-821 and authorize County Attorney, Michael Junge, to sign on the County’s behalf.
Shimanski moved, Wright seconded and motion carried unanimously to approve the Collective Bargaining Agreement with Minnesota Public Employee Association (MNPEA) Communication Officer/Correctional Officer Unit for December 22, 2019 through December 17, 2022.
Wright moved, Pohlmeier seconded and motion carried unanimously to close the meeting at 9:52 a.m. Pohlmeier moved, Wright seconded and motion carried unanimously to open the meeting at 10:25 a.m.
Wright moved, Krueger seconded and motion carried unanimously to recess at 10:26 a.m. until August 04, 2020 at 9:00 a.m. at the Glencoe City Center Ballroom, 1107 11th Street East, Glencoe, Minnesota.
