Commissioners Nagel, Shimanski, Pohlmeier, Krueger and Wright were present.
Pohlmeier moved, Wright seconded and motion carried unanimously to approve the agenda.
Shimanski moved, Krueger seconded and motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) May 19, 2020 County Board Meeting Minutes; (b) May 15, 2020 Auditor’s Warrants; (c) May 22, 2020 Auditor’s Warrants; (d) Approve Conditional Use Permit (CUP 20-02) by Craig Reiner, Reiner Contracting, for gravel mining, concrete and asphalt recycling crushing, stock piling of material for another 5-year time period, located in the “A” Agricultural District within 35 acres of Gov’t Lot 3 & 4 in Section 14, Acoma Township, with conditions; (e) Approve Conditional Use Permit (CUP 20-04) by Joseph and Holly Neaton for a home occupation in an accessory building to be greater than 2,400 square feet (100’ x 300’) for the purpose of storing boats for one company they work for, with conditions; (f) Approve Conditional Use Permit (CUP 20-04) by Joe Foster to operate a home occupation in an accessory building on an “R-1” zoned parcel and subdivision for the purpose of boat/motor repair and outdoor storage of boats in Lot-003 Block-001 Highpoint Addition in Section 13, Winsted Township, with conditions; (g) Approve 2-lot Preliminary Plat (PP20-01) by Rodney Manderscheid, located in the East One-Half of the Southwest One-Quarter of Section 35 in Hutchinson Township, to be known as “The Woodlands Third Addition”; (h) Approve Mining Conditional Use Permit (CUP 20-06) by Josh Kosek on property that he owns, with conditions; (i) Approve quote 25962564 from ESRI (Redlands, California) for a cost of $10,504.00 to renew the ESRI ArcGIS software maintenance for one year.
Shimanski moved, Krueger seconded and motion carried unanimously to approve the payment of bills totaling $26,400.00.
Pohlmeier moved and Wright seconded to approve Conditional Use Permit 19-23 by US Solar Corporation (Minneapolis, Minnesota) for the essential services of a .5-megawatt community solar garden array system interconnected to an Xcel Energy sub-station on property owned by Donald Mielke with conditions. Shimanski moved to amend Pohlmeier/Wright motion to add the condition that the applicant must provide a double-buffer on the southern property line. Pohlmeier/Wright agreed with the amended motion. Pohlmeier moved, Wright seconded and motion failed 3-2 to approve Conditional Use Permit 19-23 by US Solar Corporation (Minneapolis, Minnesota) for the essential services of a .5-megawatt community solar garden array system interconnected to an Xcel Energy sub-station on property owned by Donald Mielke with the recommended conditions from the Planning Advisory Committee as well as the condition that the applicant must provide a double-buffer on the southern property line. Roll call: Pohlmeier – yes; Wright – yes; Shimanski – no; Krueger – no; Nagel – no. Krueger moved, Shimanski seconded and motion carried unanimously to approve the findings to deny Conditional Use Permit 19-23 as: (a) Concern for the preservation and protection of land values; (b) The property is considered prime agricultural soil.
Wright moved, Krueger seconded and motion carried 4-0 to approve Conditional Use Permit by the Heart of Minnesota Animal Shelter to locate their operation to property located at 21918 180th Street, Hutchinson, Minnesota 55350 in the “A” Agricultural District of Section 3 in Lynn Township and within the boundary of the Hutchinson Joint Planning area, with conditions. Commissioner Shimanski abstained from voting.
Krueger moved, Shimanski seconded and motion carried unanimously to approve a One Watershed One Plan North Fork Crow River Collaborative Agreement.
Krueger moved, Shimanski seconded and motion carried unanimously to approve Change Order 1 for SAP 43-615-013, Morningside reconstruction project in Glencoe, to remove construction work between 212 and 11th street for a net cost reduction of $122,035.07. Krueger moved, Shimanski seconded and motion carried unanimously to approve Change Order 2 for SAP 43-615-013, Morningside reconstruction project in Glencoe, to change the surface type from concrete to bituminous for a cost reduction of $466,115.76.
Wright moved, Krueger seconded and motion carried unanimously to purchase a 42-foot RWAY tri axle bottom dump trailer from RMS (Shakopee, Minnesota) for a cost of $53,568.44 with funds from the Highway Equipment Maintenance budget (03-340).
Wright moved, Pohlmeier seconded and motion carried unanimously to accept a Graphic Information System (GIS) grant from the State of Minnesota and adopt corresponding Resolution 20-CB-25.
Nagel moved, Shimanski seconded and motion carried unanimously to replace flooring in the Fairgrounds Agribition Building bathrooms, hallway and Country Diner for a cost of $19,611.00 with funds from the Fairgrounds budget (01-117).
Shimanski moved, Wright seconded and motion carried unanimously to table the adoption of Resolution 20-CB-26 until the next County Board meeting on June 16, 2020.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to recess at 10:59 a.m. until June 16, 2020 at 4:30 p.m. in the McLeod County Courthouse Boardroom (830 11th Street East, Glencoe, Minnesota).
