Commissioners Nagel, Pohlmeier, Krueger, Wright and Shimanski were present.
Pohlmeier/Wright motion carried unanimously to approve the agenda.
Wright/Krueger motion approved the consent agenda including March 6, 2018 Meeting Minutes and Synopsis; March 2, 2018 Auditor's Warrants; March 9, 2018 Auditor's Warrants; Approve Confession of Judgment for Mark L. & Jennifer L. Johnson for Property ID 01.097.0010 in the Township of Acoma; Approve Confession of Judgment for Gwen Maria Butcher for Property ID 09.021.0500 in the Township of Lynn; Adopt Resolution 18-CB-14 Gift and Contributions in the amount of $10,266.08 for the year ended December 31, 2017; Approve the annual boat and water safety grant with the State of MN which is a matching grant of $3,472; Consider hiring Houston Engineering (Maple Grove, MN) for reprogramming work for the CPI tool associated with migrating from ArcMap 10.3 to 10.6; Greg Witt, representing property owners, Family Partnership, requests approval for a 1-Lot Sketch Plan in order to create an additional building eligibility to be approximately 2 ½ acres in size; Brian Gatz requests approval of a 1-Lot Preliminary Plat to be known as "Oak Creek" for the purpose of an additional building site in the SW ¼ of the SW ¼ in Section of Bergen Township; Jeff Campbell representing property owner, Patricia Karels, requests approval of a Preliminary Plat in order to Re-Plat and reconfigure a small split tract and platted lot of Lot-2 Blk-1 Karels Subdivision.
Shimanski/Pohlmeier motion carried unanimously to approve payment of bills totaling $44,000.00 from the aforementioned funds..
Wright/Pohlmeier motion carried unanimously to approve the purchase of 2018 ¾ ton 4x4 pickup from Roseville Midway Ford (state contract) for a total cost of $27,223.85 with funding coming from the 2018 parks budget.
Krueger/Shimanski motion carried unanimously to approve the purchase of a 2018 Ferris IS3200Z 72 inch mower from L & P Supply (Hutchinson, MN) for $5,000 plus applicable tax, including trade of a 2012 John Deere Z960 with 1104 hours with funding coming from the 2018 Parks budget.
Nagel/Shimanski motion carried unanimously to approve the purchase of a Ricoh MP C4504EX from Metro Sales Inc. (Minneapolis, MN) for a cost of $9,139.
Wright/Pohlmeier motion carried unanimously to approve the purchase of 10 Panasonic lap tops via state bid from CDW-G of Chicago IL, for a total cost of $39,200 with funding coming from the 2018 Sheriffs budget.
Wright/Krueger motion carried unanimously to adopt Resolution 18-CB-12 authorizing the County Administrator to sign the final Capital Assistance Program Grant Application, and future Grant Agreement, on behalf of McLeod County for the construction of an Auxiliary Materials Recovery Facility.
Krueger/Shimanski motion carried unanimously to approve quote for CD #8 Lateral #1 Project #2018-002 from Rickert Excavating Inc. (Glencoe, MN) to complete channel clean out/tree and brush removal on embankment and buffer areas at a cost of $3.626.25.
Shimanski/Krueger motion carried unanimously to approve quote for CD #10 Project #2018-003 from Wuetherich Drainage (Norwood Young America, MN) for tree debris blockage removal at a cost of $8,850.
Nagel/Pohlmeier motion carried unanimously to approve quote for CD #16 Project #2018-004 from Rickert Excavating Inc. (Glencoe, MN) to complete channel clean out/tree debris removal from buffer strip/leveling spoil piles at a cost of $29,342.
Shimanski/Krueger motion carried unanimously to approve quote for JD #11 McW Project #2018-005 from Morris Excavating (Cokato, MN) to repair French drain at a cost not to exceed $2,500.
Shimanski/Pohlmeier motion carried unanimously to hire 4 summer workers for Public Works (Highway): 1 for GIS, 2 primarily for maintenance/signs and 1 primarily for engineering.
Wright/Shimanski motion carried unanimously to hire 7 summer workers for Public Works (Parks/Fairgrounds): 2 for Parks @ 20 hours a week, 3 for Parks @ 36 hours a week and 2 Fairgrounds @ 40 hours a week.
Nagel/Shimanski motion carried unanimously to hire an Extension Summer Intern @ 40 hours a week.
Shimanski/Pohlmeier motion carried unanimously to hire an Agriculture Horticulture Intern @ 40 hours a week.
Krueger/Wright motion carried unanimously to adopt Resolution 18-CB-13 temporary loan of $512,300 from the General Revenue Fund to the Ditch Fund to cover negative County and Joint Ditch fund balances dated 12/31/17.
Shimanski/Krueger motion carried unanimously to approve electronic poll book contract with KNOWiNK LLC (St. Louis, MO) to set up and install electronic poll books to be used in the 2018 elections and will be replacing the paper rosters and paper election day registrations.
Shimanski/Wright motion carried unanimously to approve Conditional Use Permit 18-01 requested by ReneSola Power Holdings, LLC. for Essential Services of a 3 MW community solar garden array system. It will be connected to the public power grid of Xcel Energy for the purpose of electrical generation through solar energy with changes to conditions #3, #6 and #10.
Krueger/Pohlmeier motion carried unanimously to fund refreshments in an amount not to exceed $700 for Community Meetings: Assistance Options for Seniors.
Nagel/Pohlmeier motion carried unanimously to approve employment agreement with Cynthia J. Ford for the County Administrator position effective 4/3/18.
