Board of Commissioners Meeting Minutes 10/3/17
Commissioners Nagel, Wright, Pohlmeier, Shimanski and Krueger were present.
Pohlmeier/Nagel motion carried unanimously to approve the agenda.
Shimanski/Krueger motion approved the consent agenda including September 19, 2017 Meeting Minutes and Synopsis; September 15, 2017 Auditor's Warrants; September 19, 2017 Auditor's Warrants; September 22, 2017 Auditor's Warrants; Approve Memorandum of Agreement with MNPEA Deputy Unit to relinquish Columbus Day holiday in exchange for the day after Thanksgiving; Approve Memorandum of Agreement with MNPEA Communications/Corrections Unit to relinquish Columbus Day holiday in exchange for the day after Thanksgiving; Approve Memorandum of Agreement with LELS Non-licensed Sergeants to relinquish Columbus Day holiday in exchange for the day after Thanksgiving; Approve Memorandum of Agreement with LELS Licensed Sergeants to relinquish Columbus Day holiday in exchange for the day after Thanksgiving; Adopt Resolution 17-CB-30 which allows a budget revision to the 2017 expenditure budget for various county departments concerning the Keystone Market Study 2017 wage increases for county staff; Approve request from Dan & Jeanne Van Overbeke and Dale & Shala Schuft for a 6-Lot Sketch Plan to split Lots 2, 3 & 4 of Block 1 in Wood View Acres with the purpose of generating 3 additional buildable lots. Wood View Acres Final Plat was approved in 1984.
Shimanski/Krueger motion carried unanimously to approve payment of bills totaling $204,447.29 from the aforementioned funds.
Nagel/Pohlmeier motion carried unanimously to approve quote from SHI International Corp #14069330 to purchase a WebSphere license and the first year of support at a cost of $6720 with funding coming from the Auditor’s budget as well as the Social Services budget.
Krueger/Shimanski motion carried unanimously to open public hearing.
Krueger/Shimanski motion carried unanimously to approve Change Order #1 to extend project completion date from September 15, 2016 to June 30, 2017.
Wright/Nagel motion carried unanimously to approve Change Order #2 which includes actual quantities used at a total increase of $6,910.
Pohlmeier/Shimanski motion carried unanimously to approve report for completed contract at a final cost of $86,099.50.
Nagel/Krueger motion carried unanimously to authorize final payment of $4,304.98 to Hutton, Inc. as the contractor.
Wright/Shimanski motion carried unanimously to close public hearing.

Wright/Shimanski motion carried unanimously to approve of the County Auditor-Treasurer recommendations to place an assessment on the aforementioned drainage systems.
Wright/Nagel motion carried unanimously to implement a 1% interest rate on the ditch levy assessments.

Krueger/Wright motion carried unanimously to approve quote for CD #18 Lateral #5 from Steile Construction, Inc. (Silver Lake, MN) to replace tile from 200th Street to CD #18 at a cost not to exceed $10,000.
Shimanski/Krueger motion carried unanimously to approve quote for CD #36 from A & T Septic and Excavating (Olivia, MN) to scope segments of concrete and plastic tile for obstructions at a cost not to exceed $2,500.
Shimanski/Krueger motion carried unanimously to approve beaver trapping on CD #5 at $50 each at a cost of $1,100.
Shimanski/Krueger motion carried unanimously to set basic sale price on properties listed above.
Shimanski/Pohlmeier motion carried unanimously to approve the 2017 McLeod County Sheriff’s Posse Recognition Event at a cost estimated to be $500 with funding coming from the 2017 Posse budget.
Wright/Krueger motion carried unanimously to adopt Resolution 17-CB-31 in support of an agreement between the Minnesota Pollution Control Agency and McLeod County to appoint McLeod County as a sponsoring organization for the operation of a Household Hazardous Waste Facility.
Krueger/Wright motion carried unanimously to approve Conditional Use Permit JP17-C7 for Steve Wadsworth to establish a feedlot permit to exceed 50 animal units while limited to a maximum of 394 animal units for Yak production on a 10.50 acre tract within the Hutchinson Joint Planning Area.
Shimanski/Pohlmeier motion carried unanimously to hire a full-time and a part-time (67 shifts) Communications Officers (Grade 140) due to vacancies.
Nagel/Pohlmeier motion carried unanimously to request $200,000 loan to Trailblazer be paid back by the end of 2017.
