Commissioners Nagel, Wright, Pohlmeier, Shimanski and Krueger were present.
Krueger/Pohlmeier motion carried unanimously to approve the agenda as revised.
Wright/Shimanski motion approved the consent agenda including September 26, 2017 Meeting Minutes and Synopsis; October 3, 2017 Meeting Minutes and Synopsis September 29, 2017 Auditor's Warrants; October 2, 2017 Auditor's Warrants; October 6, 2017 Auditor's Warrants; aprove annual preventative maintenance agreement for the HVAC systems at the SLATS Highway Shop with AREngh Heating and Air Conditioning (Cokato, MN) for an annual fee of $1,074.13; Approve annual preventative maintenance agreement for the HVAC systems at the HATS Highway Shop with AREngh Heating and Air Conditioning (Cokato, MN) for an annual fee of $2,209.81; Approve Highway Department 2016 Annual Report; Renew Agreement to Provide MFIP/DWP (Minnesota Family Investment Program/Diversionary Work Program) Services between McLeod County and Central Minnesota Jobs & Training Services, Inc.; Approve 2018 Host County Contract agreement between McLeod County Social Services and McLeod Treatment Programs, Inc. (MTP); Approve contract with the City of Stewart for police services for 2018 and 2019 for a total of $230,600.69; Approve Conditional Use Permit 17-19 for Joe Wuetherich and Kimberly Gehrke to operate a new dairy feedlot on an existing site with existing structures for milking and holding young stock to be registered or permitted on a tract less than 40 acres under ownership located within the Agricultural District
Shimanski/Pohlmeier motion carried unanimously to approve payment of bills totaling $238,088.36 from the aforementioned funds.
Nagel/Shimanski motion carried unanimously to approve Evaluation Committee’s recommendation to change Public Health job title of Secretary II to Office Support Aide and re-grade position to a Grade 110 from a 120.
Wright/Krueger motion carried unanimously to approve request by Administration to add full-time Human Resource Generalist position, which was reviewed by the Evaluation Committee and rated at a Grade 150 and post internally.
Shimanski/Krueger motion carried unanimously to approve request by Highway Department to hire fill-time Engineering Technician (Grade 150) due to resignation.
Wright/Krueger motion carried unanimously to approve updated coverage for HHW employee during upcoming leave for 10 weeks. Person covering the position would work in the Office Aide capacity vs. Intern. Wage from $9.25 per hour to $12.65 per hour during the ten week period. As stated previously, current intern would continue to work as intern through December when leave commences at the $9.25 per hour wage.
Shimanski/Krueger motion carried unanimously to adopt Resolution 17-CB-32 authorizing the Sale of Tax Forfeited Land to the City of Winsted for a purchase price of $1.00 in accordance with M.S. 282.01 subd. (1a) par. (d) authorizes the conveyance of tax forfeited property to public entities for the removal of blight.
Shimanski/Krueger motion carried unanimously to adopt Resolution 17-CB-33 authorizing the Sale of Tax Forfeited Land to the City of Winsted for a purchase price of $1.00 in accordance with M.S. 282.01 subd. (1a) par. (d) authorizes the conveyance of tax forfeited property to public entities for the removal of blight.

Krueger/Shimanski motion carried unanimously to renew snow removal contract with Neubarth Landscaping (Glencoe, MN) for 2017-2019 for a cost of $1,100 per snow event.
Pohlmeier/Krueger motion carried unanimously to open public hearing.
Krueger/Nagel motion carried unanimously to approve the McLeod County Buffer Ordinance with the changes listed above.
Nagel/Pohlmeier motion carried unanimously to approve Service Agreement between McLeod County Social Services and Avera McKennan to provide mental health order and mental health civil commitment beds and services as defined by Minnesota Statutes 253B.
Shimanski/Pohlmeier motion carried unanimously to hire a Mental Health Professional – Team Lead position due to resignation with reimbursement from SW Adult Mental Health Consortium at 105%.
Nagel/Shimanski motion carried unanimously to table request to hire a new Regional Housing Specialist with reimbursement from SW Adult Mental Health Consortium at 105% until November 7th board meeting.
Wright/Pohlmeier motion carried unanimously to approve November 7th Workshop agenda items.
Wright/Pohlmeier motion carried unanimously to approve an extension to record Final Plat JP17-FP1 until December 1, 2017.
Wright/Krueger motion carried unanimously to retain right of first refusal of 2.5 acres and building south of fairgrounds.
