Commissioners Joe Nagel, Rich Pohlmeier, Doug Krueger, Paul Wright and Ron Shimanski were present.
Krueger/Pohlmeier carried unanimously to approve removing Environmental Services Item D; Report on Solid Waste Building and to add under Administration Item F: Finalization of the Tudhope Endowment to the McLeod County Courthouse Safety and Jail Improvement.
Pohlmeier/Wright motion carried unanimously to approve the consent agenda items including: September 4, 2018 County Board Meeting Minutes; September 7, 2018 Auditor's Warrants; September 13, 2018 Auditor’s Warrants; Approve gambling permit to Gopher Campfire Club, 24718 County Road 7 (Hutchinson, Minnesota) to conduct a raffle on December 2, 2018 according to Minnesota Statute §349.213. The application is acknowledged with no waiting period; Approve gambling permit to Gopher Campfire Club, 24718 County Road 7 (Hutchinson, Minnesota) to conduct a raffle on January 6, 2019 according to Minnesota Statute §349.213. The application is acknowledged with no waiting period; Approve the refund of property taxes of $828.00 for the 2018 payable year to Keith and Mary Jo Bromley. The residential parcel 23.118.0110 at 545 3rd Ave SW (Hutchinson, Minnesota) was totaled in a fire on February 26, 2018; Approve to set a public hearing for the 2019 Drainage Assessments to be held on October 16, 2018 during the County Board Meeting at 9:30 a.m.
Shimanski/Krueger motion carried unanimously to approve the payment of bills totaling $70,130.00.
Krueger/Shimanski motion carried unanimously to approve the North Fork Crow River Water Implementation Partnership Memorandum of Cooperative Agreement on behalf of the North Fork Crow River One Watershed, One Plan (NFCR1W1P).
Krueger/Pohlmeier motion carried unanimously to approve the adoption of the final North Fork Crow River One Water Plan (1W1P).
Wright/Krueger motion carried unanimously to approve the agreement with Sibley County to serve as a local Household Hazardous Waste Program participating in the McLeod Household Hazardous Waste Region, as established through the Joint Powers Agreement between the Minnesota Pollution Control Agency (MPCA) and McLeod County.
Nagel/Pohlmeier motion carried unanimously to approve the continuation of the part-time status for the Sentencing to Serve (STS) Crew Leader with a maximum of thirty (30) hours per month during the school year, September through May, and forty (40) hours per week, June through August, not to exceed 800 hours annually.
Wright/Pohlmeier motion carried unanimously to open the Public Hearing for the Capital Improvement Plan and Plan of Finance.
Krueger/Pohlmeier motion carried unanimously to close the Public Hearing at 10:11 a.m.
Krueger/Pohlmeier motion carried to approve Resolution 18-CB-23 for the Capital Improvement Plan and Plan of Finance.
Wright/Shimanski motion carried unanimously to open the Public Hearing regarding JD#9 Final Hearing at 10:15 a.m.
Krueger/Nagel motion carried unanimously to recess at 10:24 a.m. for 5 min to allow County Board members a brief discussion.
Wright/Shimanski motion carried unanimously to continue the Public Hearing at 9:25 a.m. on October 16, 2018 at the regular County Board meeting.
Shimanski/Krueger motion carried unanimously to approve the quote of RTVision (Little Falls, Minnesota) for the purchase of the GovAP program that manages accounts payable invoices electronically. The purchase of this software, with funding coming from the Capital Equipment Notes Account (41-003), will be $12,500 for the first year which includes the software installation, training, and cost with the following 2 years for maintenance and support for a cost is set at $10,000.00 per year, budgeted annually. Approval by the County Board before September 30, 2018 allows for an eligibility of $2,000.00 in cost savings.
Nagel/Krueger motion carried unanimously to deny approval of LegalShield Business Solutions Group Authorization/Declaration Form to offer optional LegalShield, IDShield, and/or combo coverage (voluntary plans-employee paid-after tax deduction) as part of its Benefit Enrollment Plan.
Wright/Pohlmeier motion carried unanimously to recess until the next County Board meeting to be held on October 2, 2018 at 9:00 a.m. at the Glencoe City Center.
