Pohlmeier moved, Wright seconded, and motion carried unanimously to approve the consent agenda including December 6, 2018 Meeting Minutes; December 7, 2018 Auditor's Warrants; December 14, 2018 Auditor's Warrants; Approve renewal of 2019 contract for services between McLeod County Social Services and Aveyron Homes, Inc. (Hutchinson, Minnesota) for Semi-Independent Living Services (SILS) from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County Social Services and Diversified Lifestyles, II, Inc. (Spicer, Minnesota) for Semi-Independent Living Services (SILS) form January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County Social Services and REM South Central Services, Inc. (Edina, Minnesota) for Semi-Independent Living Services (SILS) from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County (Social Services) and the Southwestern Minnesota Adult Mental Health Consortium (Willmar, Minnesota) for Assertive Community Treatment (ACT) Services, Adult Rehabilitative Mental Health Services (ARMHS), and Housing Agreements from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County Social Services and Village Ranch Child and Family Services (Cokato, Minnesota) for Children’s Therapeutic Services and Supports Skills Training from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County Social Services and Peart & Associates, Inc. (Willmar, Minnesota) for secure transportation services from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod, Meeker, and Renville Counties and the Minnesota Department of Human Services to accept funding for a Children’s Mental Health Respite Care Services Grant with McLeod County as Fiscal Host/Grantee for $45,869.62; Approve renewal of 2019 contract for services between McLeod County Social Services and PrimeWest Health (Alexandria, Minnesota) for a Behavioral Health Participation Agreement for reimbursements by PrimeWest Health for Clinic for Targeted Case Management (TCM) services to members from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County (Social Services) and A2B Transportation (Silver Lake, Minnesota) for Non-Emergency Medical Assistance Transportation (NEMT) from January 1, 2019 through December 31, 2019. Approved associated costs are 100% reimbursed by Medical Assistance through the Minnesota Department of Human Services; Approve renewal of 2019 contract for services between McLeod County (Social Services) and West Central Industries (Hutchinson, Minnesota) for Non-Waiver Supported and Extended Employment Services from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County (Social Services) and Adult Training and Habilitation Services (Winsted, Minnesota) for Day Training and Habilitation Service Agreement from January 1, 2019 through December 31, 2019; Approve renewal of 2019 contract for services between McLeod County (Social Services) and Aveyron Homes for Net Study 2.0 Fingerprinting Services from January 1, 2019 through December 31, 2019; Approve I & S Group, Inc. (ISG, Mankato, Minnesota) for The American Institute of Architects (AIA) Document B132 – 2009 agreement to provide architect services for the new McLeod County Government Center renovation project for a fixed fee amount of $575,000.00. Fee includes architectural, interior design, landscape architecture, civil, structural, mechanical, electrical engineering, low voltage/security, and topographic/boundary survey; Approve Contegrity Group (Little Falls, Minnesota) for a construction management contract to provide services for the new McLeod County Government Center renovation project for a Basic Construction Management Fee of $224,000.00 which includes the preconstruction phase, customary construction coordination and scheduling, constructability review, cost estimating, and allocation of construction activities among the Multiple Prime Contractors. In addition to the contract, on-site project coordinator supervision and reimbursables for a monthly cost of $15,775.00 for construction phase administration; Approve the Sale of Cigarette and other Tobacco Products License for Hutchinson Co-op, doing business as Corner Market (Silver Lake, Minnesota), from January 1, 2019 through December 31, 2019; Approve the Sale of Cigarette and other Tobacco Products License for C & K Enterprises LLC., doing business as Cactus Jacks (Stewart, Minnesota), from January 1, 2019 through December 31, 2019; Approve the Sale of Cigarette and other Tobacco Products License for Neisen Bar & Grill Inc. (Biscay, Minnesota) from January 1, 2019 through December 31, 2019; Approve gambling permit to Gopher Campfire, 24718 County Road 7 (Hutchinson, Minnesota) to conduct a raffle on February 22, 2019 according to Minnesota Statute §349.213; Approve renewal of 2019 McLeod County Public Health Hispanic Outreach Worker Contract, with Carmen Patino, from January 1, 2019 through December 31, 2019; Approve purchase of a Hewlett-Packard (HP) Elite Display Monitor for Environmental Services Director, Marc Telecky, in the amount of $151.00 to replace a current monitor that no longer operates. County Recorder, Lynn Ette Schrupp, recommended approval for payment to be allocated out of the County Recorder’s Compliance Fund (25-102); Approve quote from RTVision (Little Falls, Minnesota) for Timecard-Plus for Parks and Fairgrounds staff with a cost of $2,877.00 for the first year and support maintenance for $229.50 for following years. Timecard-Plus, currently used by Public Works (Highway Department), is an enhanced timecard that allows more detailed tracking and cost accounting. There will be a reduction of fees for the current timecard that Parks and Fairgrounds Department after RTVision is implemented; Approve quote from Conduent Enterprise Solutions, LLC. (Waite Park, Minnesota) for $620.00 for a software programming contract associated with incorporating Parks and Fairgrounds staff into Public Works timecard. This necessary to incorporate Parks and Fairgrounds data sets into the current Public Works accounting data set..
Shimanski moved, Krueger seconded, and motion carried unanimously to approve the payment of bills totaling $45,234.00.
Wright moved, Shimanski seconded, and motion carried unanimously to approve rating the Child Support Lead Worker at Grade 160.
Nagel moved, Krueger seconded, and motion carried unanimously to approve rating the Assistant Environmental Services Director position at Grade 190.
Shimanski moved, Pohlmeier seconded, and motion carried unanimously to approve rating the Director of Public Health position at Grade 250.
Wright moved, Krueger seconded, and motion carried unanimously to approve rating the Chief Deputy II (Property Records, Elections, and License Center Supervisor in the Auditor-Treasurer’s Office at Grade 190.
Pohlmeier moved, Wright seconded, and motion carried unanimously to regrade the Assistant County Attorney position to Grade 220.
Nagel moved, Shimanski seconded, and motion carried unanimously to approve Leave of Absence for Connie Kurtzweg as Property Taxation and Drainage Administrator as provided by Minnesota Statute 3.088.
