Commissioners Nagel, Pohlmeier, Krueger, and Wright were present.
Krueger moved, Pohlmeier seconded, and motion carried unanimously to approve the agenda as revised.
Wright moved, Pohlmeier seconded, and motion carried unanimously to approve the consent agenda including January 8, 2019 Meeting Minutes; January 4, 2019 Auditor's Warrants; January 9, 2019 Auditor's Warrants; January 11, 2019 Auditor's Warrants; Removed - Consider approval to post a temporary Registered Nurse (RN) for the Tri-Star ACT Team to be simultaneously posted as a temporary Licensed Practical Nurse (LPN) (at a lower grade) to allow for a wider pool of qualified candidates; Approve fire abatement of $1,038. Fire occurred on March 31, 2018; the owner is not rebuilding; Approve renewal of contract between McLeod County Public Health and Hutchinson Health from January 1, 2019 – December 31, 2019 for Public Health Nurse Liaison services; Approve annual Letter of Intent for Membership between McLeod County (Social Services and Corrections) and PACT for Families Children's Mental Health and Family Collaborative. Allocation are determined to be $1.50 per McLeod County capita, based on 36,651 or $54,976.50 (split between Social Services and Corrections $36,651, and Public Health $18,325.50); Removed - Consider approval to set a public hearing for 9:30 a.m. at the February 19, 2019 Board of Commissioners meeting to amend the current McLeod County All Hazards Mitigation Plan; Approve annual service for the CodeRED notification system from Onsolve, LLC. (Ormond Beach, Florida). The annual subscription fee is $19,990 and the Integrated Public Alert and Warning System (IPAWS) Submission Application will cost $1,200 for a total of $21,190; Approve Conditional Use Permit 18-23 requested by Jeremy Pierson to construct a shed addition which will exceed the 2,400 square feet allowed for buildings on property less than ten (10) acres; Approve Conditional Use Permit #JPC18-C3 to operate a Church (in the building formerly known as Encore School of Dance) located at 18358 203rd Street, Hutchinson and located within the Agricultural District in Section 3 of Hutchinson Township.
Krueger moved, Wright seconded, and motion carried unanimously to approve the payment of bills totaling $25,000.00.
Wright moved Krueger seconded, and motion carried unanimously to approve the 2019 Assessment Agreement for the following taxing districts – Acoma, Bergen, Glencoe Township, Hale, Helen, Winsted Township, Biscay, Brownton, Glencoe City, Hutchinson City, Lester Prairie, Plato and Winsted City.
Wright moved, Pohlmeier seconded, and motion carried unanimously to purchase five (5) 2019 Dodge Durango’s via Minnesota State Contract from Dodge of Burnsville (Burnsville, Minnesota) for $161,690 four (4) Squads with options for $129,352 from the Sheriff’s 2019 budget (01-201) and one (1) Squad with options for $32,338 from the Capital Equipment Notes (41-003).
Nagel moved, Wright seconded, and motion carried unanimously to purchase new RSA keyfobs replacing the ones to expire at the end of February and March this year from SHI International (Somerset, New Jersey) on Minnesota State Contract (Quote #16490315) for a cost of $10,666 with funding coming from the 2019 IT budget (01-065).
Wright moved, Krueger seconded, and motion carried unanimously to adopt Resolution 19-CB-05 Commissioner Committee list.
Krueger moved, Wright seconded, and motion carried unanimously to pay $158,790 to McLeod Sibley Trailblazer Joint Health Insurance Pool to cover the short fall in the pool.
Nagel moved, Krueger seconded, and motion carried unanimously to reschedule June 18, 2019 Board Meeting from 9:00 a.m. to June 17, 2019 at 4:30 p.m. and reschedule the Board of Appeals and Equalization from June 10, 2019 to June 17, 2019 at 6:00 p.m.

Nagel moved, Wright seconded, and motion carried unanimously to set a public hearing for 9:30 a.m. at the February 19, 2019 Board of Commissioners meeting to amend the current McLeod County All Hazards Mitigation Plan.
Wright/Pohlmeier motion carried unanimously to recess the County Board Meeting at 9:26 a.m. to go into a closed meeting for County Administrator Cindy Ford’s Performance Evaluation.
Krueger moved, Pohlmeier seconded, and motion carried unanimously to recess the closed meeting and re-open the regular County Board Meeting at 10:15 a.m.
