Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Lori Kaczmarek, Office Services Supervisor for McLeod County Social Services, was recognized ahead of her upcoming retirement for her thirty0nin years of service to McLeod County Social Services from October 24, 1979 through June 28, 2019.
Krueger moved, Shimanski seconded and motion carried unanimously to approve the agenda.
Wright moved, Shimanski seconded and motion carried unanimously to approve the consent agenda.
Consent agenda items included: (a) May 21, 2019 County Board Meeting Minutes; (b) May 17, 2019 Auditor’s Warrants; (c) May 24, 2019 Auditor’s Warrants; (d) Approve Conditional Use Permit 19-08 for Jessie Spaude on property owned by his aunt, Brenda Reed, in order to construct an accessory building (pole shed) to be greater than 2,400 square feet in size on property less than ten (10) acres in size in the Agricultural District within 5.25 acres of the SW ¼ NE ¼ of Section 34 in Sumter Township with the condition that the accessory structure shall be utilized for personal storage only; (e) Approve Conditional Use Permit 19-07 for Dustin Karstens in order to construct an accessory structure (pole shed) to be greater than 2,400 square feet in size on a parcel that is less than ten (10) acres in size for the purpose of agriculture and personal cold storage located in the Agricultural District on approximately 7.07 acres in the SW ¼ NW ¼ of Section 24 in Acoma Township with the condition that the accessory structure shall be used for personal use only; (f) Approve 1-Lot Final Plat to be known as “Lake Kristi Addition” (a name change from “Cacka Addition”) to create a 1.62 acre (150’ x 510’) rural residential lot while preserving the eligibility of the NW ¼ SW ¼ of Section 14 in Rich Valley Township; (g) Approve State Contract quote KQPT030 from CDW Government (Chicago, Illinois) to renew Cisco SMARTnet contract for one (1) year for a cost of $22,914.00 with funding from the 2019 Information Technology Budget (01-065); (h) Accept award of an Oral Health Mini Grant for $3,000.00 to McLeod County Public Health from the Minnesota Department of Health; (i) Approve Lease Assignment between McLeod County Regional Rail Authority (MCRRA) (Hutchinson, Minnesota), the City of Lester Prairie, and McLeod County.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the payment of bills totaling $119,317.00.
Shimanski moved, Wright seconded and motion carried unanimously to hire a temporary Contract Pre-Sentence Investigation Writer to work under McLeod County Court Services, with an immediate start date, wages to be paid from the Supervision Fees Fund (25-255).
Shimanski moved, Krueger seconded and motion carried unanimously to approve of the tax court settlement for parcel 04.025.1000 owned by M J W INC to reduce the Payable 2019 value from $1,098,200.0 to $1,036,600.00. Krueger moved, Shimanski seconded and motion carried unanimously to approve abatement and reduce value from $1,150,000.00 to $1,088,400.00 for Payable 2020 for parcel 04.025.1000 owned by M J W INC.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve of the tax court settlement for parcel 17.050.2010 owned by Fredrick Blaser to reduce the Payable 2019 value from $183,700.00 to $133,300.00. Shimanski moved, Krueger seconded and motion carried unanimously to allow Mike Junge, County Attorney, to submit documents for the tax court on behalf of McLeod County.
Wright moved, Pohlmeier seconded and motion carried unanimously to authorize hiring SRF Consulting Group (Minneapolis, Minnesota) to provide professional services for preparing a FY 2019 Greater Minnesota Regional parks and Trails Commission (GMRPTC) Legacy Grant application on behalf of McLeod County for the Dakota Rail Trail, for an amount not to exceed $1,715.00 with funding from the 2019 Parks Budget (01-520).
Krueger moved, Pohlmeier seconded and motion carried unanimously to authorize the replacement of the culvert between Coon Lakes on CR 56 (Common Line Road) NW of Winsted for an amount not to exceed $20,000.00.
Shimanski moved, Krueger seconded and motion carried unanimously to purchase concrete pip culvert, aprons and ties from Hancock Concrete (Cannon Falls, Minnesota) for a cost of $9,938.54 with funds from the 2019 Highway Maintenance Budget (03-310).
Wright moved, Krueger seconded and motion carried unanimously to enter into a one-year Recycling Service Agreement with two (2) one-year renewal options between Dem-Con Materials Recovery, LLC (Shakopee, Minnesota) and McLeod County for recycling services.
Wright moved, Pohlmeier seconded and motion carried unanimously to enter into a one-year contract with two (2) one-year renewal options between West Central Sanitation (Willmar, Minnesota) and McLeod County to process recycling of materials brought to McLeod County Material Recycling Facility (MRF) to process and transport recyclables under the County program.
Krueger moved, Shimanski seconded and motion carried unanimously to extend the 2019 Recycling Contract between McLeod County and West Central Sanitation (Willmar, Minnesota) for the collection of recyclables from rural collection sites May 01, 2019 – July 31, 2019 with a Consumer Price Index (CPI) increase of 2.2 percent.
Shimanski moved, Krueger seconded and motion carried unanimously to purchase DS200 equipment for a total cost of $130,415.00 with funds from the Elections Fund (25-085 and 01-085).
Pohlmeier moved, Shimanski seconded and motion carried unanimously to adjourn at 9:42 a.m. until June 17, 2019 at 4:30 p.m. at the Courthouse Boardroom (830 11th Street E, Glencoe, Minnesota).
