Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present. Commissioner Krueger arrived after the start of the meeting.
County Administrator, Sheila Murphy, requested to add under Administration, Item C, to consider approval to re-rate the Highway maintenance II position from grade 140 to grade 150 (range $20.00 - $29.95). Connie M. Kurtzweg, Auditor-Treasurer, requested to add presentation of viewer correction agenda item 10, Joint Ditch 15 Meeting. Board Chair Nagel removed agenda item 13, Discuss 2020 Elected Officials’ Salaries and noted that this topic will be considered at the December 31, 2019 meeting, on the regular agenda. Wright moved, Pohlmeier seconded and motion carried unanimously to approve the agenda as revised. Commissioner Krueger was absent.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the consent agenda. Commissioner Krueger was absent. Consent agenda items included: (a) December 03, 2019 County Board Meeting Minutes; (b) November 27, 2019 Auditor’s Warrants; (c) December 06, 2019 Auditor’s Warrants; (d) Approve the Sale of Cigarette and other Tobacco Products License for Krauser’s Dodge House (Lester Prairie, Minnesota) from January 01, 2020 through December 31, 2020.
Travis Fuechtmann and Sam Prescher of Contegrity Group gave a monthly update on the Construction progress on the McLeod County Government Center. Highlights of their update included that the project is running on schedule. Rough-in of Mechanical and Electric is complete and structural steel is anticipated to be on-site the week of January 17th, 2020.
Nagel moved, Shimanski seconded and motion carried unanimously to replace one of the Social Services copiers with one from Metro Sales off the state contract for a cost of $13,107.00 with funding from the Health and Human Services budgets (11-430 and 11-420). Krueger was absent.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the agreement between the City of Silver Lake and McLeod County for the Sheriff’s Office to provide administrative services and supervision for the Silver Lake Police Department while they recruit and hire a new police chief. Krueger was absent.
Shimanski moved, Wright seconded and motion carried unanimously to approve the agreement with the State of Minnesota through the Department of Public Safety so the Sheriff’s Office can be brought up to the new standards of crime reporting, known as the National Incident Based Crime Reporting System (NIBRS) format. Krueger was absent.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve the quote received by Law Enforcement Technology Group (LETG) (Lake Mary, Florida) to update the Sheriff’s Office software so that it can move to the National Incident Based Reporting System for a cost of $8,000.00 with funds from the Sheriff’s Office budget (01-201) and to be reimbursed through a grant with the State of Minnesota.
Shimanski moved, Wright seconded and motion carried unanimously to approve Resolution 19-CB-56, authorizing issuance, awarding sale, prescribing the form and details and providing for the payment of $9,510,000.00 General Obligation Bonds, Series 2019A.
Wright moved, Krueger seconded and motion carried unanimously to approve the 2020 Final Property Tax levy and budget.
Shimanski moved, Wright seconded and motion carried unanimously to purchase a new core switch/router from CDWG (Chicago, Illinois) from the state contract for a cost of $67,224.15 with funds from the Information Technology budget (01-065).
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the PrimeWest Health Joint Powers Agreement to remain a member county and ensure that McLeod County recipients have access to health care covered through Medical Assistance.
Nagel moved, Wright seconded and motion carried unanimously to re-rate the Highway maintenance II position from grade 140 to grade 150 (range $20.00 - $29.95).
Jakob Kounkel, McLeod County Chronicle, inquired about information related to the tax impact of the County levy on the average priced home in McLeod County. The Board advised Mr. Kounkel to consult with Connie M. Kurtzweg, Auditor-Treasurer for that analysis.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to recess at 10:11 a.m. until the next County Board meeting, December 31, 2019 at 9:00 a.m. in the Glencoe City Center Ballroom (1107 11th Street East, Glencoe, Minnesota).
