A new plan: piping to replace storm water pond option

After nixing a plan to install a storm water pond in the Glencoe City Cemetery, the Glencoe City Council is now looking to remove the storm water pond altogether from the Armstrong Avenue project.
The Armstrong Avenue project will replace sewer lines, water mains and storm sewers along Armstrong Avenue from Seventh Street to 13th Street, Seventh Street from Armstrong Avenue to Chandler Avenue, Baxter Avenue from Seventh Street to Fifth Street and one block of 12th Street.
The change in size of the water mains means storm water will be flowing at a faster rate into the Buffalo Creek. Currently, Buffalo Watershed District is requiring a storm pond as part of the project to ensure the increased water flow rate does not cause problems downstream.
At a public hearing on Oct. 19, Short Elliot Hendrickson engineer Justin Black presented five different options for the pond. At that time the Council removed one option in the Glencoe Cemetery.
At Monday night’s City Council meeting, City Administrator Mark Larson explained Black did additional calculations on the project and found an option that would not require a pond at all. This option would install a new 48-inch pipe from Armstrong Avenue. This pipe and another 48-inch pipe in the West Ditch would then connect with the 72-inch pipe that runs under Highway 212 and into the Buffalo Creek.
The city sent a letter to the Buffalo Creek Watershed explaining this new plan of action. Larson said the city received an e-mail reply from Houston Engineering, the watershed’s consultant, agreeing that with that plan, the pond would not be necessary.
Mayor Randy Wilson asked what changed, but Larson said he was unable to answer for the watershed.
