Turn-out light at school tax hearing as GSL proposes .08% levy increase

The Glencoe-Silver Lake School District’s Truth in Taxation hearing took place Monday night in Room 124 at Lincoln Junior High School and was presented by Business Manager Michelle Sander.
The purpose of the hearing was to provide a background of school funding, tax levies and budgets, as well as information on the proposed pay 2015 levy and the district budget.
Unlike cities and counties, a school district does not set its budget when setting the tax levy. The final levy is set in December, and the budget is approved the following June.
There was an overview of the levy process, beginning with the assessment of property values. In the next phase, the Legislature sets the formulas for the tax capacity, which helps the county auditor calculate the tax capacity of each parcel of property, including that of the school district.  
After the Legislature and the Department of Education determine the levy limits based on the formulas, the school board can adopt a proposed levy based on these limits. Then, finally, the county auditor uses all this information to determine the proper levy amount for each property.
