The Glencoe City Council passed two resolutions approving two street improvement projects scheduled for 2017 at its meeting on Monday, Oct. 3.
The first is the Baxter Avenue project. The project will include full street and utility reconstruction on Eighth and Ninth streets from Armstrong to Chandler avenues, 10th Street from Baxter to Chandler, 11th Street from Elliott Avenue to Ford Avenue, 12th Street from Baxter Avenue to Ford Avenue, Baxter Avenue from Seventh to 12th Streets, Chandler Avenue from 10th Street to the railroad tracks, and Elliott Avenue from 10th Street to 12th Street.
It also will include storm sewer replacement on 12th Street from Ford Avenue to Greeley Avenue and pavement replacement on Fairway Drive and Fairway Circle and Sixth Street from Baxter Avenue to Chandler Avenue.
The total estimated cost of the project is $5.57 million, which includes $3.613 million for street improvements, $559,000 for sanitary sewer improvements, $486,000 for storm sewer improvements, and $917,000 for water main improvements.
The project will be financed through the general tax levy, sanitary and water utility funds (76.7 percent), and neighborhood assessments (23.3 percent).
The percentage of assessments for this project is slightly higher than the state’s requirements due to a 100 percent assessment to Seneca Foods for a water line.
Council Member Al Robeck, who has been against the use of special assessments and could be assessed over $8,000, suggested trying to negotiate the engineering fees like he has heard Brownton has done.
Council Member John Schrupp said that Brownton is using a much different type of funding, a 39-year United States Department of Agriculture (USDA) Rural Development loan for it upcoming projects.
The second project is the replacement of the sidewalks on the east side of Hennepin Avenue between 11th and 13th streets, along with replacement of the water main and service improvements, sanitary service improvements, storm sewer improvements and street improvements.
The cost of the project is estimated to be $430,000.
