Dean Beety from MidCountry Bank represents the house at 114 3rd Ave North. After communications with council, it was agreed upon that the house will be razed.
The property at 204 1st Avenue South has been sold to a buyer who is planning to repair the house. The Order for Repair previously served the owners of the house will be served again to the new owners. Permits and inspections will be granted as necessary by the City Inspector to keep the new owner on task.
Consent Agenda was reviewed and approved.
Shannon Sweeney from David Drown Associates presented the Short Term Loan Application for $580K at 1.8% interest with Security Bank & Trust. The longevity of the loan is 2.5 years, but can be prepaid any time. Motion was made to approve the loan; monies will be available on June 20.
An in-depth report regarding the 2018 Infrastructure Project was presented by SEH Engineers Rodeberg and Knutson. Current status highlights: Over $2.06M in grants were awarded as opposed to a projected $1.6M. Total cost of the project is $8,375M; contingency is at 10%. Bond breakdowns show assessments making up $3.6M, utility fund increases at $2.715M for a total bond amount of $6.3M. The project is 60% complete to preliminary design at this point. Calls for bids to go out in January-March, 2018. Construction to begin in April, 2018, and projected completion will be June, 2019. Currently at feasibility report stage; also right on budget to date. Revised assessment roll will be available in the next month or two; a public meeting will be held when the new revised assessments are available.
Police Chief Bauer report included that impounded vehicles at the Public Works site are subject to forfeiture. Others towed for non-insured, etc. go to Kevin’s Auto. Jody Winters, previous City Attorney, will be sworn in this Friday, June 9, as judge.
Discussions were held whether or not to change out the locks on the city dump. Unapproved junk is migrating into the dump, which will ultimately ruin the service for everyone. The dump will be locked when not monitored. Bauer will investigate a trail cam to further monitor.
REMINDER TO ALL RESIDENTS! Please do not flush disposable wipes, rags or underwear down the toilets! We received a bill for $1,450 to remove some rags and a pair of adult underwear!
There was a leak reported on the windows in the wrestling room; Project One has been contacted. The seals looked good; Public Works will force water pressure onto the windows to physically check their seal.
Gambling License was reviewed and approved for the annual Central MN Sportsmen Alliance Banquet on September 9, 2017.
Cremain Burials atop another grave was tabled until next month; Kruse will check in with other cemeteries to determine feasibility and cost.
Due to increasing outstanding utility balances, the City will be reviewing the Utility Policy for past due utility payments. The new proposed policy will be reviewed and adopted at the next council meeting. Delinquent accounts should be prepared for a more aggressive payment schedule.
Next meeting is scheduled for July 4; meeting was change due to holiday and will be held on Wednesday, July 5 at 7 p.m.
