The Trailblazer Transit Joint Powers Board put the finishing touches on new bylaws at its meeting Thursday, July 20, in Buffalo.
The three entities that comprise the transit system — Wright County Area Transportation (WCAT) and McLeod and Sibley counties — will now take the drafted bylaws back to their own boards for ratification.
The three entities agreed that bylaws should be drafted after WCAT threatened to pull out of the joint powers agreement last year, and the new bylaws were the result of several workshops intended to heal the rift between the partners.
The new bylaws outline how joint powers board officers should be chosen and their roles, sets up rules for public comment at meetings, eliminates the board’s executive committee, outlines how complaints against a board member will be handled, establishes a code of conduct for board members and the consequences for violating that code of conduct, outlines how the board can interact with administrative employees, and how board members can participate in the hiring of management staff.
The members of the joint powers board voted unanimously to recommend approval of the new bylaws to their individual entities. Along with that, the WCAT and Sibley and McLeod county board also will be considering a new joint powers agreement.
Next up for the board will be consideration of new personnel policies.
