Commissioners Joe Nagel, Doug Krueger, Rich Pohlmeier, Paul Wright and Ron Shimanski were present.
Considered agenda items: Commissioner Nagel requested that Item K be removed from the consent agenda for discussion.
Wright/Krueger motion carried unanimously to approve the remaining consent agenda items including July 17, 2018 Meeting Minutes; July 20, 2018 Auditor's Warrants; July 27, 2018 Auditor's Warrants; July 27, 2018 Auditor’s Warrant Special.
Approve application and permit for a one (1) day temporary on-sale liquor license for Adult Training and Habilitation Center (Winsted, Minnesota), for an event being held on September 8, 2018 at the Winstock Country Music Festival Fairgrounds (Winsted, Minnesota); Approve gambling permit for Ducks Unlimited to conduct a raffle on September 6, 2018 according to Minnesota Statute §349.213 at Crow River Winery (Hutchinson, Minnesota). The application is acknowledged with no waiting period; Approve the renewal of the School Nursing Contract between McLeod County Public Health and New Discoveries Montessori Academy (Hutchinson, Minnesota) to provide four (4) hours per week (not to exceed 152 hours during the year) of Registered Nursing Services at $40.00 per hour for the 2018-2019 School Year; Approve the renewal of phone service from CenturyLink, contract agreements 18-005456 and 18-005455 are for two (2) Primary Rate Interface (PRI) lines coming into Glencoe facilities. The previous agreement expired due to CenturyLink not keeping up with contracts. This renewal contract for three (3) years lowers the monthly cost from $490 per PRI per month to $460 per PRI per month; Approve application for Crow River Winery (Hutchinson, Minnesota) to rezone a tract of property, 7.16 acres, from Agricultural to highway Business for the purpose of expanding the existing winery business, located in Section 35 of Hutchinson Township. Per the McLeod County Zoning Ordinance, rezoning more than two (2) miles from an incorporated municipality to a higher use is allowed when an existing higher use area is being expanded. The Hutchinson Township Board unanimously recommended approval at the July 12, 2018 township meeting; Approve conditional use permit for Brian Gatz to construct an accessory structure greater than 2,400 square feet to be used as a home occupation of a welding and fabrication business, to be located within the front yard area on a platted lot within the Agricultural district within Lot 001, of Oak Creek of Section 11, Bergen Township. The Bergen Township Board unanimously recommended approval at the July 11, 2018 township meeting. The Planning Advisory Committee unanimously recommended approval at the July 25, 2018 committee meeting; Approve conditional use permit for Michael and Kathleen Devlaeminck in order to construct an accessory structure to total greater than 2,400 square feet on a parcel that is less than ten (10) acres in size within the Agricultural District located within a four (4) acre tract of Section 22 in Helen Township. The Helen Township board unanimously recommended approval at the July 12, 2018 township meeting. The Planning Advisory Committee unanimously recommended approval at the July 25, 2018 committee meeting; Approve conditional use permit for shoreland alteration on Campbell Lake located at 19564 Sioux Hills Road, Hutchinson, Minnesota owned by Jane Montoya. The area to be altered by Adam Kaping of LandsKaping (Hutchinson, Minnesota) is 25’X8’ in order to build a beach. In addition, two boulder walls are proposed to be constructed along with 12 steps down to the lake and a fire pit. The property is located within 1.1 acres of Lot2 Block 1 ACME ACRES of Section 35 in Acoma Township. The Public hearing was held at the July 18, 2018 Hutchinson Joint Planning Meeting in which approval was unanimously recommended.
Removed Item K from the Consent Agenda for further discussion; approve an After-the Fact conditional use permit for a temporary placement of a second dwelling, a manufactured home, for the purpose of Family Health Care. The applicant, Jackie Wilson, was not aware a conditional use permit was needed. Rickert Excavating (Glencoe, Minnesota) already installed the septic to the existing system. This property is located within a 4.97 acre tract of Section 34 in Sumter Township. The Board of Sumter Township unanimously recommended approval of this request at the June 12, 2018 township meeting. The Planning Advisory Committee unanimously recommended approval at the July 25, 2018 committee meeting with the following conditions; 1. Applicant shall provide the Zoning Office with a medical letter of approval by August 7, 2018. 2. Rickert Excavating, the septic contractor, shall provide the Zoning Office with a letter, by August 7, 2018, stating the septic tank was already connected to the manufactured home. Nagel/Pohlmeier motion carried unanimously to approve this item with the condition that a Doctor’s note be submitted annually to the Zoning Office.
Shimanski/Krueger motion carried unanimously to approve payment of bills, from the Road & Bridge Fund, totaling $48,973.61.
Shimanski/Wright motion carried unanimously to approve amendment #8 with Aviands/Summit Food Service to reflect a rate change to $261.67 per day and a meal charge of $1.23 per meal. This increase of $6.38 per day and $0.03 per meal would be effective April 16, 2018 and would be back billed from that date.
Shimanski/Wright motion carried unanimously to approve quote #JXPD703 from CDW-Government to purchase four physical host servers for Random Access Memory. The cost is $45,888.00 for 96 modules or 24 per server with funding coming from the Capital Equipment Notes Account (41-003).
Shimanski/Wright motion carried unanimously to approve the purchase of Compass Eclipse Research System, a tw0-step verification process, and first year of Compass Eclipse Research System Annual Fee from ArcaSearch for and estimated cost of $13,000.00 with funding coming from the Recorder’s Technology Fund (25-101).
Krueger/Pohlmeier motion carried unanimously to approve a three (3) year Customer Support Agreement with Ziegler Power Systems to cover preventative maintenance on three Automatic Transfer Switches for the McLeod County Jail, Courthouse, and North Complex for $810.00 with funding coming from the 2018 Courthouse and North Complex budgets (01-111 and 01-112).
Krueger/Shimanski motion carried unanimously to approve a three (3) year Customer Support Agreement with Ziegler Power Systems to cover preventative maintenance on two UPS systems for the following data centers; Information Technology and Law Enforcement for $4,651.00 with funding coming from the 2018 Courthouse Budget (01-111).
Pohlmeier/Shimanski motion carried unanimously to approve a three (3) year Customer Support Agreement with Ziegler Power Systems to cover preventative maintenance on the generator for the McLeod County Jail for $3,780.07 with funding coming from the 2018 Courthouse Budget (01-111).
Shimanski/Krueger motion carried unanimously to approve a three (3) year Customer Support Agreement with Ziegler Power Systems to cover preventative maintenance on the generator at the North Complex for $889.83 with funding coming from the 2018 North Complex Budget (01-112).
Krueger/Shimanski motion carried unanimously to approve project #2018-027 on County Ditch #28 with a cost of $250.00 to remove a fallen tree on City of Plato property next to the skate park and award quote to Cohrs Tree Removal.
Wright/Shimanski motion carried unanimously to approve project #2018-030 on Judicial Ditch #9 with a cost of $350.00 to remove tree debris from channel and award quote to Reinert Logging and Lumber.
Krueger/Shimanski motion carried unanimously to approve project #2018-032 on County Ditch #19A with a cost of $1,550.00 to install a spill pipe and award quote to Wuetherich Drainage.
Shimanski/Wright motion carried unanimously to approve the Application for Licenses for Assembly of Large Numbers of People for the Annual Winsted Beer Festival, formerly known as St. Mary’s Craft Beer Festival.
Wright/Krueger motion carried unanimously to approve a new mining conditional use permit for W. M. Mueller & Sons, Inc. on property owned by Joel Griebe.
Pohlmeier/Shimanski motion carried unanimously to approve conditional use permit 18-10 Novell Martin Solar One, LLC with the following conditions: 1. A Bond or Letter of Credit in the amount of $20,000 shall be provided to the Zoning Office prior to any permits being issued 2. Applicant shall restore the site to its original and natural state once the solar facility is no longer in use.3. Contractor’s Proof of Insurance during the construction of the facility.4. Contact person and phone number for weed control and other concerns will be filed with the zoning office and there shall be a placard posted at the entrance naming a contact person with phone number. 5. A landscape buffer plan and vegetative management plan shall be provided to the Zoning Office. 6. Fencing shall be installed for site safety and security purposes. 7. Applicant shall meet all NPDES Permit requirements if required. 8. Applicant shall preserve the existing drainage tile and repair if any tile is broken. Repairs shall be performed by a drainage contractor. 9. Applicant shall obtain a permit from the McLeod County Highway Department for the purpose of widening the agricultural access to a commercial width access. 10. An Emergency Plan shall be developed and shared with the local fire department and McLeod County Emergency Management. 11. Provide testing results of stray voltage prior to construction and every 3 years thereafter.

Notification of upcoming Public Works Road Tour is postponed until September; date is yet to be determined.
Wright/Pohlmeier motion carried unanimously to appoint Marc Telecky as McLeod County Zoning Administrator to complete Larry Gasow’s remaining four year term, which expires January 5, 2020.
Pohlmeier/Wright motion carried unanimously to recess the County Board meeting at 9:54 a.m. to move into a closed meeting to discuss possible land acquisition of the Jungclaus building in the City of Glencoe.
Shimanski/Krueger motion carried unanimously at 10:03 a.m. to begin the Closed Meeting session.
Shimanski/Pohlmeier motion carried unanimously at 11:13 a.m. to adjourn the Closed Door meeting session.
Krueger/Shimanski motion carried unanimously to re-open the regular session of the County Board meeting.
Wright/Nagel motion carried unanimously to recess until 9 a.m. on August 21, 2018 at the Glencoe City Center.
