Board of Commissioners Meeting Minutes 12/03/2019
Commissioners Nagel, Pohlmeier, Krueger, Shimanski and Wright were present.
Krueger moved, Shimanski seconded and motion carried unanimously to approve the agenda.
Wright moved, Pohlmeier seconded and motion carried unanimously to approve the consent agenda. Consent agenda items included: (a) November 19, 2019 County Board Meeting Minutes; (b) November 08, 2019 Auditor’s Warrants; (c) November 15, 2019 Auditor’s Warrants; (d) November 22, 2019 Auditor’s Warrants; (e) November 26, 2019 Auditor’s Warrants; (f) Approve maintenance renewal for Second Tier storage (NetApp E-Series) system from Xigent Solutions (Plymouth, Minnesota) for a cost of $6,819.22 with funds from the Information Technology Budget (01-065); (g) Approve Off Sale, Sunday, Liquor, Wine, Club or 3.2% Licenses for Lake Marion Supper Club (Brownton, Minnesota) from January 01 – December 31, 2020; (h) Approve On Sale, Sunday, Liquor, Wine, Club or 3.2% Licenses for Brownton Rod & Gun Club (Brownton, Minnesota) from January 01 – December 31, 2020; (i) Approve the Sale of Cigarette and other Tobacco Products License for Dollar General Store #16835 (Silver Lake, Minnesota) from January 01 – December 31, 2020; (j) Approve the Sale of Cigarette and other Tobacco Products License for Casey’s General Store #16835 (Silver Lake, Minnesota) from January 01 – December 31, 2020; (j) Approve the Sale of Cigarette and other Tobacco Products License for Casey’s General Store #3474 (Lester Prairie, Minnesota) from January 01 – December 31, 2020; (k) Approve the Sale of Cigarette and other Tobacco Products License for Casey’s General Store #3505 (Stewart, Minnesota) from January 01 – December 31, 2020; (l) Approve out-of-state travel for County Engineer to attend the National Association of County Engineers (NACE) annual meeting and technical conference from April 19-23, 2020 in Orange Beach, Alabama for a cost of #2,000.00 with funds from the Highway Administration budget (03-330).
Shimanski moved, Krueger seconded and motion carried unanimously to approve the payment of bills in the amount of $138,636.90 for the Road & Bridge Fund.
Shimanski moved, Wright seconded and motion carried unanimously to approve the purchase of two (2) 2020 Dodge Durango’s via state bid and one (1) Dodge Ram 1500 Special Service Vehicle from Dodge of Burnsville for a total cost of $87,285.00 with funds from the Sheriff’s Office budget (01-201).
Wright moved, Pohlmeier seconded and motion carried unanimously to approve the purchase of a 2020 Bobcat 3400 Utility Task Vehicle (UTV) and cab system through the Minnesota State bid from Clark Equipment Company (West Fargo, North Dakota) for a cost of $14,089.27 with funds received from the auctioning of two rangers, which was just under $8,000.00 and the Sheriff’s Office budget (01-256).
Wright moved, Pohlmeier seconded and motion carried unanimously to approve the purchase of 200 additional Virtual Private Network (VPN) license from Fireverse (Minneapolis, Minnesota) for teleworking and vendor support for a cost of $6,382.00 with funds from the Information Technology budget (01-065).
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve the Minnesota Family Investment Program (MFIP) Biennial Service Agreement between McLeod County and Minnesota Department of Human Services to receive MFIP allocation and federal funding sources.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the amended Joint Powers Board agreement for Supporting Hands-Nurse Family Partnership to reflect current practices to remove term-limits for Board Members.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve the State-County Civil Rights Assurance of Compliance Agreement.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to approve an Agreement for Program Year 2020 (January 01, 2020 – December 31, 2020) to provide Minnesota Family Investment Program (MFIP)/Diversionary Work Program (DWP) Services between McLeod County and Central Minnesota Jobs & Training Services Inc. for a cost of $177,725.00 with funds from the Human Services funds (11-420 and 11-430).
Wright moved, Shimanski seconded and motion carried unanimously to open the Public Hearing at 4:49 p.m. Wright moved, Pohlmeier seconded and motion carried unanimously to approve Findings and Order of CD 63 Redetermination of Benefits and Damages. Krueger was absent. Shimanski moved, Wright seconded and motion carried unanimously to close the Public Hearing at 4:50 p.m.
Wright moved, Pohlmeier seconded and motion carried unanimously to open the Public Hearing at 4:51 p.m. Shimanski moved, Wright seconded and motion carried unanimously to recess the Public Hearing until January 07, 2020 at 9:30 a.m.
Shimanski moved, Wright seconded and motion carried unanimously to approve final acceptance and payment of $12,959.38 to Structural Specialties (Hutchinson, Minnesota) for the Dakota Trail project with funds from the Highway Construction budget (03-320).
Wright moved, Pohlmeier seconded and motion carried unanimously to approve final acceptance and payment of $56,065.03 to Traffic Marking Services (Maple Lake, Minnesota) for SP 43-070-013 with funds from the Highway Construction budget (03-320).
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve final acceptance and payment of $7,405.89 to Asphalt Preservation Company, Inc. (Detroit Lakes, Minnesota) for CP 19-001-01 and CP 19-000-02 with funds from the Highway Construction budget (03-320).
Pohlmeier moved, Wright seconded and motion carried unanimously to approve of Minnesota Department of Transportation (MnDOT) Detour Agreement 1034485 and Resolution 19-CB-55 for use of County State Aid Highway (CSAH) 115 as a detour for Trunk Highway (TH) 15.
Wright moved, Shimanski seconded and motion carried unanimously to approve Resolution 19-CB-54.
Krueger moved, Shimanski seconded and motion carried unanimously to approve Grace Period for the 2020 Flexible Reimbursement Plans, including Medical, Dependent Care, and Limited type flexible spending accounts to allow for claims to be incurred through March 15, 2021 with a Runout Period for all claims incurred January 01, 2020 through March 15, 2021 to be March 31, 2021.
Krueger moved, Pohlmeier seconded and motion carried unanimously to approve the payment of 2019 Wellness credits to employees who qualified in 2019 for a cost of $15,660.00 with funds from the General Revenue Fund (01-003).
Nagel moved, Shimanski seconded and motion carried unanimously to approve Resolution 19-CB-51.
Krueger moved, Wright seconded and motion carried unanimously to approve Resolution 19-CB-52.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to approve Resolution 19-CB-53.
Wright moved, Pohlmeier seconded and motion carried unanimously to add the position of full-time Sentence-to-serve Crew Leader at a Grade 160.
Commissioner Ron Shimanski formally announced his intent to not seek reelection at the end of his current term.
Pohlmeier moved, Wright seconded and motion carried unanimously to open the closed session at 5:23 p.m. Shimanski moved, Pohlmeier seconded and motion carried unanimously to recess the closed session until after the Truth in Taxation hearing.
Pohlmeier moved, Shimanski seconded and motion carried unanimously to consent to the petitioner’s evidence to the tax court for the tax exemption status of St. John’s Evangelical Lutheran Church Daycare and Preschool (Glencoe, Minnesota), property ID number R22-097-0400.
Shimanski moved, Pohlmeier seconded and motion carried unanimously to recess the meeting until after the Truth in Taxation Hearing.
Krueger moved, Pohlmeier seconded and motion carried unanimously to resume the closed session at 7:45 p.m. Shimanski moved, Pohlmeier seconded and motion carried unanimously to end the closed session at 8:17 p.m.
Krueger moved, Pohlmeier seconded and motion carried unanimously to recess at 8:17 p.m. until the next County Board meeting on December 17, 2019 at 9:00 a.m. in the Glencoe City Center Ballroom (1107 11th Street East, Glencoe, Minnesota).
