GLENCOE CITY COUNCIL MEETING MINUTES
DECEMBER 16, 2019
7:00 P.M.
Mayor Wilson called the regular meeting of the City Council to order at 7:00 p.m. Members present: Neid, Robeck, Lemke, Schrupp and Alexander. Also present: City Administrator Larson, City Attorney Ostlund, Finance Director Trippel, Public Works Directors Voigt and Schreifels, Police Chief Raiter and Fire Chief Scheidt.
Motion to approve the consent agenda as presented entered by Councilor Schrupp with Councilor Lemke entering a second to the motion. All members voted in favor.
A. Approve the minutes of the regular meeting of December 2, 2019.
B. Approve the following building permits:
1. Lazy Loon Brewing; Fire Suppression System
2. Glen Knoll Properties; New Manufactured Home
3. City of Glencoe; Bathrooms, Plumbing Permits

City Administrator Mark Larson reviewed the Final Levy, General Fund Budget and Debt Service Budget for 2020.
Councilor Lemke entered the motion to approve the following resolution and moved for its adoption:
RESOLUTION NO. 2019-31
RESOLUTION SETTING FINAL 2020 TAX LEVY AND BUDGET
WHEREAS, the Department of Revenue has set December 30, 2019 as the deadline for certifying 2020 Final Tax Levies; and,
WHEREAS, the City Administrator has provided the City Council with the final 2020 City General Fund and Debt Service Budgets, which include a recommended Ad Valorem Tax Levy.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Glencoe, Minnesota:
That the following sums of money be levied for the current year, collectable in 2020 upon taxable property in the City of Glencoe, for the following purposes:
GENERAL
General Fund/Ad Valorem Levy $1,563,000.00
Street Overlay $ 300,000.00
Seal Coat $ 37,000.00
DEBT SERVICE/SPECIAL LEVY
11th Street/Morningside $127,365.00
2010 City Center $150,000.00
2014 Street Improvement $140,000.00
2015 Lincoln Park Project $145,000.00
2016 Armstrong Ave Project $ 31,070.00
2017 Baxter Avenue Project $140,000.00
Central Storm Project $140,000.00 $873,435.00
TOTAL $2,773,435.00
Councilor Schrupp seconded the motion. Upon a roll call vote members Neid, Lemke, Alexander and Schrupp voted in favor. Robeck entered a no vote. Whereupon said resolution was adopted and approved.
Councilor Neid entered the following resolution and moved for its adoption:
RESOLUTION NO. 2019- 32
RESOLUTION SETTING POLLING PLACE FOR ELECTIONS IN THE CITY CENTER GRAND BALLROOM FOR 2019
WHEREAS, the election laws of the State of Minnesota providing that the governing body of the municipality must set the polling place for elections for the following year by resolution.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENCOE, MINNESOTA, That the following polling places will be used during elections for 2019: Glencoe City Center, 1107 11th Street East; Suite 112, Grand Ballroom.
Precinct One in the City Center Grand Ballroom
Precinct Two in the City Center Grand Ballroom
Precinct Three in the City Center Grand Ballroom
Precinct Four in the City Center Grand Ballroom
Councilor Robeck seconded. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved.
This was brought before the council by Member Alexander for discussion. Boards and Commission term expiration and reappointments are currently reappointed for a second term if the member serving is interested in serving another term. Councilor Schrupp did inquire of Chaska, Waconia and Hutchinson. They also allow for member to serve another term.
Councilor Schrupp entered the following resolution to increase Board and Commission pay to $150.00 per year and to leave the Planning and Industrial Commission pay at $25.00 per meeting. Councilor Neid seconded and upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved.
RESOLUTION NO. 2019-33
A RESOLUTION SETTING THE COMPENSATION FOR
MEMBERS SERVING ON CITY APPOINTED BOARDS AND COMMISSIONS
WHEREAS, the City Council of the City of Glencoe has appointed citizens representatives to established Boards and Commissions of the City of Glencoe, including, the Park Board, the Airport Commission, the Library Board, and the Cemetery Commission; and,
WHEREAS, all members of said Boards and Commissions shall serve upon such compensation as determined by the City Council; and,
WHEREAS, said compensations may be amended from time to time by resolution by majority vote of the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENCOE:
That the compensation for said Board and Commission is $150.00 per year.
That said compensation shall be effective, January 1, 2020.
Mayor Wilson vetoed Resolution No. 2019-30 setting the number of boards and commissions an individual may serve on.
Councilor Alexander motioned for the City Attorney to draft the ordinance restricting the number of boards or commissions a resident may serve on. Councilor Neid seconded. Members voting in favor were Neid, Robeck, Lemke, Alexander. Schrupp entered a no vote. Motion carried 4 to 1.
Discussion led to a motion by Councilor Schrupp to table the request of Councilor Alexander to have the pay to city council increased and to include a perdiem pay for meetings until after the November 2020 election. Councilor Neid seconded. Members voting in favor were Councilors Neid, Lemke and Schrupp. Alexander and Robeck entered a no vote. Motion carried 3 to 2.
The Planning and Industrial Commission held a public hearing regarding the Harpel Minor Subdivision plat. No public concerns were given. The purpose of the plat is to allow Harpels to deed the pond to the City of Glencoe.
Councilor Robeck entered the Resolution No. 2019-34 to approve the Minor Subdivision Plat. Councilor Schrupp seconded. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved.
RESOLUTION NO. 2019-34
A RESOLUTION APPROVING A CERTAIN MINOR SUBDIVISON OF OUTLOT A,HARPEL’S ELEVENTH STREET ADDITION
WHEREAS, Harpel Properties, LLC (“Harpel”) owns a fee interest in Outlot A, Harpel’s
Eleventh Street Addition, McLeod County, Minnesota (“Subdivided Parcel”); and
WHEREAS, There is a certain drainage retention pond constructed on the Subdivided Property (“Pond”), and Harpel desires to subdivide that portion of the Subdivided Parcel which the Pond is situated (“Pond Parcel”), legally described as follows:
The East 291.00 feet of the West 526.00 feet, lying southerly of the North 140.00 feet of Outlot A, Harpel’s Eleventh Street Addition, McLeod County, Minnesota, as measured parallel with and perpendicular to the north and east lines of said Outlot A.
WHEREAS, Harpel made a proper application to the City for a minor subdivision of the Pond Parcel from the Subdivided Parcel, and a public hearing was held before the City’s planning commission on or about December 12, 2019; and
WHEREAS, at the public hearing, a majority of the planning commission voted to recommend to the City council approval of Harpel’s minor subdivision application; and
WHEREAS, at the City’s council meeting on December 16, 2019, a majority of the City council voted in favor of Harpel’s minor subdivision application, and directed the Mayor and City administrator to execute all document necessary to finalize the contemplated subdivision and conveyance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENCOE, MINNESOTA AS FOLLOWS:
The minor subdivision application of Harpel, which splits the Pond Parcel from the Subdivided Parcel, is hereby approved, and any assessments encumbering the Subdivided Parcel shall not encumber the Pond Parcel.
The mayor and city administrator are hereby directed to execute all documents which are necessary and property to finalize the approved minor subdivision.
City Administrator Mark Larson presented the request of The Glencoe Car Wash located on Chandler Avenue to plow the snow to the center of Chandler Avenue/ Highway 22. The request will need to be forwarded to the State of Minnesota Department of Transportation for approval.
It was recommended to have any changes effective for the 2020 snow removal season.
Councilor Robeck entered the motion with Schrupp seconding. At the request of the City Administrator to have Councilor Robeck abstain as he owns property on Chandler Avenue.
Councilor Neid entered the motion to forward the request to MNDOT for consideration and to have the request extend to 7th Street. Councilor Schrupp seconded the motion. Robeck abstained. All other members voted in favor.
Motion to approve payment of the city bills entered by Councilor Lemke with Councilor Schrupp seconding the motion. All members voted in favor.
At 8:00 p.m. Mayor Wilson called for adjournment. Councilor Neid entered that motion with Councilor Schrupp seconding. All members voted in favor.
